Responsible for administration, financial, personnel, development, materials management
and regulatory compliance for six cost centers including Anatomic Pathology Laboratories,
operating in two major hospitals with a total operating budget of 32 million dollars and 203
FTE. The broad operational scope involves direct contact and varied relationships on
multiple departmental and organizational level.
- Planned and implemented the operations by organizing a team that developed a
workflow during the establishment of a new laboratory, ensuring efficient movement of
specimens, equipment and supplies which resulted in uninterrupted services during the
transition.
- Created an effective staffing plan and vendor negotiation resulting in $1M cost avoidance
in labor and non-labor cost. An impressive accomplishment in the midst of various
changes such as renovations and deployment of new instrumentation.
- Led a team that prepared the departments for various regulatory inspections such as
CAP, the Joint Commission (TJC), Department of Health (CDPH), Occupational Safety
and Health Administration (OSHA) with outstanding results.
- College of American Pathologists inspector, inspected the laboratories of healthcare
organizations such as: Baylor University at Houston, TX; University of Texas at Houston;
University of Pennsylvania Medical Center, PA; Creighton University Medical School,
Omaha NE; Various Navy Hospitals, Clinics and Laboratories
- Co-Chair, Ancillary Services Transition Subcommittee for the new Cardiovascular Center.
Identified new workflow process including staffing and budget for all clinical and support
services departments. Worked collaboratively with other subcommittees to ensure all
patient care needs are met within the new facility. Coordinated storage and staging space
and ensured clinical support needs are addressed.
- Designed the future Anatomic Pathology Laboratories planned to be built in the Jacobs
Medical Centers at UCSD Health System with a completion date of June 2016.
Senior Supervisor, Anatomic Pathology 2004-2009
Directed the daily operation of Anatomic Pathology Laboratories with 35 direct reports.
Responsible for fiscal and administrative functions, ensured the highest quality of services
is provided in compliance with regulating agencies such as CAP, CLIA, The Joint
Commission, OSHA, Federal, State, and local requirements. Developed and monitored
budget and resource allocations. Identified strategies to reduce costs and improve quality
of care and services. Prepared and monitored the quality control/assurance programs.
Provided functional and administrative support and acted as a resource person to the
Director of Anatomic Pathology, staff pathologists, fellows, and residents. Implemented
and monitored pathology departmental policy and procedures. Power Path (Pathology
Information System) Manager
-Efficiently coordinated remodeling projects and deployment of various instrumentation
which were completed within budget and provided uninterrupted services.
-Organized a very efficient work schedule to help manpower shortages and workload
increases. The section consistently operated ten percent under budget in labor and five
percent in non-labor.
-Established and acted as the coordinator for the first UCSD Pathologist's Assistant
Internship Program.
United States Naval Service 1991-2004
Leading Chief, Laboratory Department 1999-2004
Naval Medical Center San Diego
Planned and directed the activities of 125 laboratory technicians and administrative
personnel. Coordinated administrative, technical, and managerial services of a department
with more than 200 personnel.
- Developed and implemented strategic plans during manpower shortfall with 20% of
personnel deployed in support of military operations overseas.
- Ensured 100% ready deployment status for 21 San Diego based ship laboratories.
- Acted as the Directorate Senior Enlisted Leader providing guidance to 320 enlisted
members in five diverse departments.
Supervisor, Anatomic Pathology Laboratories 1996-1999
U.S. Naval Hospital Yokosuka, Japan
Supervised 10 cytotechnologists and histotechnologists. Evaluated the quality of
Pathology services and adequacy of equipment, personnel and working conditions.
Assured compliance with quality control and proficiency testing program, safety standards,
accreditation requirements and agency policies. Planned for and implemented laboratory
improvement programs. Assessed operating costs and developed budget input.
- Oversaw the preparation for the Joint Commission on Accreditation of Health Care
Organization and College of American Pathologists inspections resulting in accreditation
with commendation.
- Directly responsible for the successful deployment of COPATH (Collaborative Pathology
System) and served as the system manager.
- Drafted and implemented a 720-page Standard Operating Procedure manual that
improved all processes from testing turn-around time to personnel issues.
Leading Cytotechnologist 1991-1996
Naval Hospital Oakland, CA
Led a team of 8 technicians. Screened and signed-out negative gynecological cases and
forwarded positive and non-gynecological initial interpretations to pathologist for review.
Performed 10 percent quality control on negative gynecological interpretations. Prepared
statistical reports and ensured compliance with regulating agencies such as CAP, CLIA,
OSHA, and JCAHO.
- Organized a productive and efficient cytopathology section resulting in a cost avoidance
of over $240,000 annually in mail-out expenditures.
- Sent as a consultant to U.S. Naval Hospital, Naples, Italy. Drafted and implemented a
comprehensive standard operating procedure manual which alleviated 5,000 slides
backlog and reduced cytology turn-around time from 30 to five days.
