MAJOR DUTIES AND RESPONSIBILITIES:

As Safety Manager for Naval Health Clinic Corpus Christi (NHCCC), we became

the first OSHA VPP STAR Medical Treatment Facility within the Department of

Defense and were awarded the best overall safety program in Navy Medicine

East for FY09 and FY11.

Plan, organize and conduct comprehensive inspection activities, evaluate

effectiveness standards, develop changes and modify a broad range of work

processes, equipment operations, and protective devices to eliminate

injuries to patients, employees, visitors and contract personnel and damage

to government property. Prepare written evaluation reports of inspection

findings.

Create and maintain Management Information Systems (MIS) to track safety

deficiencies and the associated costs to correct deficiencies and implement

measures to control or eliminate identified hazardous conditions.

Additionally, created and administer MIS that generate mishap, injury, and

illness data for NHCCC and three Naval Branch Health Clinics (NBHC).

Identify specific hazardous conditions that require in-depth analysis and

subsequent implementation of measures to control or eliminate unsafe

conditions. Develop data indicating problem areas, trends, and apply

remedial measures. Assure mishap investigation occurs on all incidents,

provide written reports and recommend actions to prevent recurrence.

Recommend to the Commanding Officer, Directors, and department heads, the

application of specific techniques, methods, procedures to eliminate or

control unsafe acts or conditions identified in inspections and surveys.

Coordinate with other medical treatment facility experts including

industrial hygienists, dentists, physicians, environmental engineers, and

fire prevention engineers in the resolution of difficult environmental

hazards and the development of safety guidance and procedures.

Serve as technical advisor in performance of document reviews and

evaluations to ensure the appropriate Occupational, Safety and Health (OSH)

requirements and considerations are incorporated into all operations,

facilities, materials and equipment. Advice includes purchases of machinery

and personal protective equipment and contract specifications for new

construction, repair and alteration plans.

Develop and conduct safety education courses for civilian and military

supervisors, all staff personnel, contract personnel, and volunteers.

Disseminate safety education material to clinic practices within clinical,

office, and recreational environments.

Plan, develop and implement NHCCC OSH standards and procedures for

application in medical, dental health care and general industry settings to

eliminate potential hazards and to promote safe working practices.

Manage and monitor an ongoing medical and dental center-wide process to

collect information about hazards and safety management issues to be

addressed by the command. Information, collection and evaluation system

includes the seven disciplines of the Joint Commission (JC) Environments of

Care i.e., safety, security, hazardous materials and waste, life safety,

emergency preparedness, utilities management, medical and dental equipment

as well as fire, emergency management, and infection control. Issues

concerning patient care environment are integrated into the review process.

Serve as chairman for the Environments of Care Committee. Develop and

implement the EOC program for NHCCC and Branch Health Clinics. Report

findings to Command Leadership Team and maintain data and documents for

annual reports and JC requirements.

Implement Process Review and Management System (PRM&S) program that

requires self-evaluation of 31 major OSH programs and additional programs

as applicable to the command. Process requires evaluation of each program

resulting in self-assessment based on mishap prevention, regulatory

compliance, supervision, and training. Outcomes are reported to the JC

Environment of Care and the Executive Steering Committee.

Develop and implement sight conservation, hearing conservation, and foot

protection program to assure personnel working in hazardous locations are

properly protected against specific contaminates. Monitor the

implementation of the activity's medical surveillance and industrial

hygiene programs.

Develop and implement respiratory protection program for NHCCC and NBHC's

personnel with chemical, asbestos, lead, and man-made vitreous fibers

exposures, and health care for tuberculosis. The program assures personnel

have received medical clearance, fit testing, training, and are properly

protected for specific hazards.

Establish and maintain liaison and cooperative relationships with other

federal agencies, federal safety and health councils, and professional

organizations to promote acceptance and understanding of safety laws,

standards and objectives and to resolve conflicts in the interpretation and

application of standards or regulations.

Prepare, justify and administer an operating budget including staffing

requirements, personal protective equipment, and OSH program

administration.

Serve as the Environmental Management Program Manager, maintain and develop

programs for the protection of the environment. Maintain liaison with base

and local, state agencies.

Serves as the Command's Emergency Management Commander for all field

operations to ensure safety of staff and provide a direct link to the NHCCC

Incident Commander.

SUPERVISORY DUTIES:

Exercise supervisory personnel management responsibilities. Advise and

provide counsel to employees regarding policies, procedures, and directives

of management. Select or recommend selection of candidates for vacancies,

promotions, details, and reassignments in consideration of skill and

qualification, mission requirements, and EEO diversity objectives. Develop,

modify and/or interpret performance standards. Explain performance

expectations to employees and provide regular feedback on strengths and

areas for improvement. Hold employees responsible for satisfactory

completion of work assignments. Appraise subordinate workers' performance

ensuring consistency and equity in rate techniques. Recommend awards when

appropriate and approve within-grade increases. Hear and resolve employee

complaints and refer serious unresolved complaints to higher-level

management. Initiate action to correct performance and conduct problems.

Effect minor disciplinary measures such as warning and reprimands and

recommend action in more serious disciplinary matters. Prepare

documentation to support action taken. Identify employees' development

needs and provide or arrange for training (formal and on-the job) to

maintain and improve job performance. Encourage self-development. Approve

master leave schedule assuring adequate coverage for peak workloads and

traditional holiday vacation time. Demonstrate sensitivity to ideas of

subordinates. Promote an environment in which employees are empowered to

participate and contribute to effective mission accomplishment. Discharge

security responsibilities by ensuring education and compliance with

security directives for employees with access to classified or sensitive

material. Recognize and take action to correct situation posing a threat to

the health and safety of subordinates. Apply EEO principles and

requirements to all personnel management actions and decisions, and ensure

all personnel are treated in a manner free of discrimination. Periodically

review position description to ensure accuracy, and the most effective

utilization of personnel resources. Explain classification determinations

to subordinate employees.

Directly supervise one civilian safety specialist and nine senior enlisted

military members. Duties include but not limited to, approval of leave,

annual evaluations, awards recommendation, mid year counseling, as well as

input for any disciplinary actions to the Commanding Officer. Indirectly

supervise 44 military and civilian personnel in the capacity of

Departmental Safety/HAZMAT Petty Officers and Representative. Insure that

all departmental representatives are completing required tasks to include

training, monthly inspections, documentation of all near miss incidents,

hold weekly safety briefs and maintain required information on safety

bulletin boards. Review evaluations for input on collateral duties as

safety department representatives.

Safety Coordinator Coastal Refining and Marketing: Oct 1992 to Feb 2001

Senior Safety Officer and Industrial Hygienist for a petroleum refining

company with three operational plants. Had total control of all safety

related areas of the plant. Performed routine safety observations and

documented findings to senior management. Conducted training for areas of

concern such as safe work procedures and new regulation changes. Wrote

30,000 daily permits, i.e. hot/cold, and confined space in all areas of the

refinery, with zero injuries. Conducted annual training of all plant

personnel in the proper use of SCBA's, and air purifying respirators. As

hygienist, performed daily maintenance of all supplied air respirators used

by the maintenance department. Served as the assistant Radiation Safety

Officer. Maintained the radiation program to meet state, and OSHA

requirements. Changed dosimeter badges located in all three plants monthly

and shipped to the lab for processing. Held monthly safety meetings to

cover topics required by OSHA. Conducted annual Benzene OVM testing of

personnel as well as area emission sampling for all exposures. Responded to

oil spills as an incident commander, and conducted site evaluations for

proper PPE requirements, and possible hazards involved with clean up.

Performed accident investigations that occurred in the plant for both

employees and property and reported findings for review to senior

management. Administered basic first aid to injured personnel in plant.

Prepared for transport if needed. Member of the Confined Space Rescue Team.

Repaired all multi gas meters and monitoring equipment. Coordinated and

managed the maintenance program on all fire fighting equipment. Conducted

annual noise surveys using meters and reported findings and

recommendations. Inspected all abatement (asbestos, lead), for proper

disposal and documentation. Read all fixed and portable monitors for air

emissions and quality for work spaces. Inspected work areas for safer and

effective work design and flow. Assistant Fire Chief for company fire

brigade, responsible for training of all brigade members as well as

provided and maintained all required personal protective equipment. Trained
