Knowledge Management Officer (Chief, Knowledge Management Technology Integration Division) along with

tenure as Branch Chief for two disparate branches: Instructional Technologies Branch & Lifelong Learning

leading the in-house, & contracted, design, development, production & deployment of technology enhanced, &

instructionally sound, knowledge, training, educational & informational materials through the application of

virtual production techniques, digital media, & leading edge interactive multimedia, & knowledge management

technologies directly supporting the worldwide knowledge, training, & collaborative capability of the US Army

Quartermaster, Transportation, Ordnance Schools, Army Logistics University, & Soldier Support Institute;

responsible for training over 185,000 students annually through 541 courses; supporting over 400,000

Sustainment/Logistics Support soldiers worldwide (50% of total force).

While Chief, Instructional Technologies & Lifelong Learning Center/Branches, I was the Senior Computer/Web-

based Interactive Multimedia Instruction/Information Systems Integration Specialist & as such I planned,

organized, & managed the work of programmers, system administrators, web & learning content experts, writers,

editors, actors, & lighting specialists, camera operators, & other members of a multi disciplinary team for a full

range interactive multimedia & blended learning projects, as well as Information Management & Information

Assurance, in support of distribute, learning, knowledge, & information management program goals.

The Instructional Systems Design (ISD) approach is, & has been, fundamental to my professional training &

knowledge development career focus. I’ve managed skill, upgrade, & qualification training systems (Competency

Management) programs, senior executive schools (US & NATO), interactive multimedia projects, &

INTEGRATION DIVISION, Department of the Army, Combined Arms Support Command, Knowledge

Management / Process Improvement (KM/PI) Office, Sustainment Center of Excellence (SCoE), Fort Lee, Virginia

Implemented Sustainment Knowledge Management initiatives throughout the CASCOM SCoE schools, staff &

faculty, & the sustainment/logistics community worldwide. Managed all form of explicit & tacit knowledge used

by the CASCOM SCoE & Sustainment/Logistics community, to include general, specific, widely shared, as well

as that which must be shared among a specified few. Leverage the latest KM Internet & telecommunications

technologies providing access to knowledge products & services for the Sustainment & logistics community

I was instrumental in leading the teams responsible for the design, development, coordination & deployment of:

• The CASCOM Enterprise Website. An enterprise site providing internal & external virtual learning,

information & knowledge content to more than 400,000 personnel worldwide, to include the CASCOM

Headquarters; along with direct support to the US Army Quartermaster, Transportation, & Ordnance Schools,

Army Logistics University, Judge Advocate General School, & Soldier Support Institute.

• The CASCOM Sustainment Knowledge Enterprise (SKE). A synchronous (Secure/Non-Secure) sharing &

collaboration environment using the capabilities of the Microsoft SharePoint (2007 MOSS migrating to a

DISA Enterprise SharePoint 2010) system & supporting a professional staff of approximately 300 CASCOM

Headquarters Staff personnel, along with direct support to the US Army Quartermaster, Transportation, &

Ordnance Schools, Army Logistics University, Judge Advocate General School, & Soldier Support Institute.

training & development standard (Competency Management – over than 300 core tasks) helping ensure

• The CASCOM Defense Collaboration Online (Adobe Connect) capability. A synchronous/asynchronous

multimedia courseware, & performance support technologies, directly supporting the worldwide training

capability of the United States Army’s Quartermaster Center & School, Transportation School, Ordnance Center &

School & the Missile & Munitions Center & School. I directly supervised: 3 Instructional Systems Specialists

(Applied Technology) & 1 Graphic design & Video Editor responsible for:

• consulting as part of investigating & taking the customers initial development request brief

• investigating, analyzing & recommending appropriate platforms/software to achieve customers’ objectives

• preparing flow diagrams & storyboards outlining the product concept & treatment

& Combined Arms Training Strategy (CATS). I directly supervised: 1 Database Management expert responsible

for:

• maintaining, monitoring, performance tuning, backup, & recovery of the ASAT database;

• analyzing & planning for anticipated changes in data capacity requirements;

• developing & administering data standards, policies, & procedures;

Support community. The new Lifelong Learning concept is the organizational structure for delivering

mortar. It combines hardware, software, facilities, connectivity, providing lifelong learning

opportunities to soldiers & leaders worldwide.

• Conducted technical review & oversight for more than $60M in contractor developed computer

& web-based interactive multimedia instruction, interactive gaming, & simulations supporting the

U.S. Army Quartermaster, Transportation, & Ordnance Schools, as well as the Army Logistics

University, Judge Advocate General School, & the Soldier Support Institute.

• Represented the Training Support Directorate, teaming with the Corps of Engineers, during the

Logistics University Base Realignment & Closure (BRAC) Charette which determined requirements

centered on the ability to support the TRADOC Training Transformation Implementation Plan

(T3IMP) as we transform into the Sustainment Center of Excellence (SCOE). Upon completion of

construction, the functions of Life Long Learning support & Knowledge Management resided in the

Simulation Center located within the Logistics University Campus. Within the Simulation Center,

the SCOE will team with the Logistics Exercise & Simulation Directorate (LESD) of the National

Simulation Center to provide worldwide distributed learning (dL), gaming, & simulation support.

• Successful in physically collocating, integrating the Lifelong Learning Branch & Instructional

Technologies Branch of the Applied Technologies Training Division. The consolidation of these two

training technology elements afford an opportunity for synergy that will further enable the design,

development & deployment of interactive distributed learning (dL), gaming, & simulation via the

CSS Sustainment Portal & Knowledge management efforts of the Deputy Commander for Training

“Training Channel”.

• Represented HQs CASCOM at the USC Institute for Creative Technologies (ICT) “Inside

Games” hands-on workshop. The ICT is affiliated by the University of Southern California under the

management of the Assistant Secretary of the Army for Acquisition, Logistics, & Technology,

Simulation, Training, & Instrumentation Command (STRICOM). The workshop was coordinated for

Army personnel to learn of the fundamentals of gaming technology application to training.

meeting published DOD & DA guidance & policy regarding simulations, distance learning, &

communications services.

• Authored & delivered the CASCOM Training Directorate Technology Infrastructure

Maintenance, Emergence & Migration Plan/Policy. Plan identified the current state of technology,

within the Directorate, & the ability & requirements to support training development capability

through FY06.

• Successful in the submittal & approval of a Key Enabling Initiative (KEI -$300K) & Unfunded

Requirement (UFR-$100K) for the TRADOC, USACASCOM & Carnegie-Mellon University JIT-L

program/consortium. "Just-In-Time" Lectures uses e-mail to link students to their instructors, & the

World-Wide Web to provide access to on-line information, including assignments, exercises,

• In concert with partners at Carnegie-Mellon University, Initiated Interactive Courseware (Force

XXI Learning) conversion & development effort for USA Ordnance course conversion resulting in a

save of over $2,000,000.00.

• Designed, developed, authored, & delivered “ICW Feasibility Study - Guide”. Guide developed

to serve as desktop guide for Army Training Developers, planners, or other individuals with the

responsibility for providing input & making decisions about ICW implementation.

CHIEF, TRAINING INTEGRATION – AIRCRAFT MAINTENANCE TRAINING SYSTEMS

MANAGEMENT

• Directed qualification & upgrade training (Competency Management) programs for about 5,000

individuals while managing Major Force training and education funds (about $12 million) affecting 6

Education Centers at 6 geographically separate Logistics Centers.

• Functional Manager/Lead 18-35 training managers at each of the 6 disparate Logistics Centers.

• Through Staff Assistance Visit/Inspection programming, provided training policy & guidance to base

level training offices, and managers, at locations throughout the continental U.S.

• Provided critical, initial development, instruction, guidance, consultation & staff assistance to

management concerning the integration of training & development for the implementation of the new

training management processes effecting integration of a serviced customer population of over
