Stephens County E-911 Communications Center Director/ Emergency Management

Director, Addressing/Mapping Coordinator Employed from September, 2005 to

May, 2013.

o Direction and supervision of 10 full time and 4 part time employees,

including payroll, scheduling, training, and performance evaluation,

operational support of 911 communications personnel

o Coordination with local, state, and federal regulatory entities such as

the Georgia Crime Information Council for local compliance in operations

and inspections.

o Development and implementation of departmental policies and procedures,

supervision of community service workers assigned to the department,

general building maintenance, departmental vehicle maintenance,

departmental budget development, purchasing, emergency addressing and

mapping including procurement of signage materials, manufacture of road

and resolution of citizen concerns and complaints, promote public

and equipment vendors, request and process bids and service contracts for

goods and services within the department, team building, and promotion of

interagency/interdepartmental cooperation.

o Plan and perform emergency plan and exercises with all local responding

agencies.

o Complete and keep current local emergency operational plans.

o Complete grant requests.

o Respond and participate in local and surrounding county emergencies.

o Keep local and state officials aware of current emergencies situations.

o Acquire and schedule training for local responders and request assistance

from other counties, state and federal agencies.

My tenure within this department has allowed me to be a contributing member

of a positive team focused on public service. Thus far, I have been able

to contribute to:

o Creation, development and implementation of policies and procedures

for emergency communications, and continue as the need arises in this

process to ensure proactive public service and public safety

operations

o Develop and implement training standards in compliance with state and

federal regulations for communications personnel

o Develop requests for bids for services and equipment within the

department in compliance with all applicable standards and process

those bids appropriately

o Perform all Master Street Addressing Guide (MSAG) operations and make

modifications as needed.

o Perform E-911 address mapping and make modifications as needed

o Achieved map modifications

o Perform all signage related operations including the procurement of

signage materials, the manufacture of signage, and coordination for

the placement or removal of signage

o Implementation of a fully enhanced 911 system in Stephens County

o Completion of Phase I wireless 911 and Initiation of Phase II 911

process

o Coordinate with Windstream, BellSouth, and wireless providers to

ensure continuous, quality operations

o Coordinate with communications providers and U.S. Postal Service

toward resolution of addressing modifications.

o Achieved positive review on GCIC audit

o Coordinate with local agencies and media to raise public awareness of

the workings of the E-911 system in the Stephens County community.

o Contribute to local emergency planning development projects to assist

in operational coordination.

o Completed the FCC mandated narrow band conversion for the local

Governments.

Duties associated with this position included, but were not limited

to the examination of immigration documentation, performance of auto and
