consultancy services in market entry, market growth and business
development for international development for organizations
including non-profits new to USAID. Clients included RTI, IRG,
IRD, Weidemann Associates, the Pragma Corporation, Bankworld,

Assisted in execution of expressions of interest (EOIs) and

strategy presentations for viewing by the international
development group and cooperating units within KPMG.

Served as interim full-time business development specialist,
contributing to proposals in tax reform and health supply
chain. Provided teaming opportunities and proposal staffing
to winning USAID/Jamaica PRIDE project focusing on improving
the business climate and tax administration. Other
assignments as independent consultant include field
assignment in Pakistan to explore upcoming USAID economic

Virginia, 2003-07. In nearly full-time consultancy, led
business development activities for USAID, Asian Development
Bank, World Bank, Inter-American Development Bank, and
African Development Bank. Led teaming arrangements for the
group's international proposals. Prepared Powerpoint
presentations for internal corporate use on international
business development. Also responsible for conceptualization
and research on good governance products for utilization by
international donor agencies. Participated in the
development of public sector change management and

Washington, D.C. Led marketing and business development efforts
for international consulting firm specializing in economics,
education, environment and trade. Advised on strategic
direction of company in terms of fields and clients.
Responsible for establishing the Asian Development Bank as new
client. Carried out marketing trips to Central Asia, the Middle
East and East Asia. Responsible for leading key teaming on
major USAID contract (Development Information Services) in which
DevTech and the Academy for Educational Development (AED) were
incumbents, but that AED was almost certain to win; negotiated
19% DevTech participation in the contract, which brought
significant revenue to DevTech.

technical assistance contracts, marketing the firm's services to
other firms, and consultant relations for international

policy, public administration, banking and capital markets.
Assisted in the management of the USAID-funded Financial Sector
Development II (FSDP II) project. Designed and wrote proposed

economic development project in the Czech Republic.
1991-93: Independent Consultant, Silver Spring, Maryland. Team member
of UAE-funded municipal organization analysis project in Abu

for Private Sector Development IQC.
1987-91: Manager and Senior Consultant, International Management
Consulting Group, Ernst & Young, Washington, D.C. Led business
development efforts for a division of the international group;
led four successful competitive bids for USAID projects that
formed the backbone of the group's revenue. Carried out
consulting projects in monitoring and evaluation of foreign aid.
Projects focused on monitoring large-scale balance of payments
support program providing funds for U.S. imports through the
Central Bank, and revising program to accommodate changing
Salvadoran economic policies.
