Credentialing Exchange allowing FICAM approved credentials to access

federal applications for services. Developed the USPS strategy for

creation, proofing, and authentication of FICAM approved credentials

for consumption by federal and commercial entities. Explored the use

of the USPS ePost Mark product for hashing documents.

Financial Services Product Manager

Developed several new products for the USPS focused on generating new

revenue from the financial services sector

. Developed and initiated BETA testing of the Remittance Mail

Redirect system which allows lockbox holders to forward

remittance mail to any site in the US from any point of origin

without requiring a change of address.

. Wrote requirements for and implemented in a market test the new

Intelligent Mail Barcode Accounting system which allows the USPS

to leverage barcodes for payment of delivery services in lieu

of a postage stamp

. Responsible for the development of the first image delivery

system for post cards and reply mail with revenue projected in

excess of $50 million per year.

March 2005 - March 2008

Director of Lockbox and Item Processing Operations

SVP director for all check based operations including 11 lockbox, item

processing, bill print and mail sites. Managed courier transportation

network (300 branches) and armored transportation network (560

branches). Led the organization and was promoted through 3 successful

acquisitions (Union Federal Bank, Perpetual Savings, Sky Bank).

Responsible for $10 million in O&M budget delivering over $12 million

in revenue. Operations improvements resulted in over $2 million in

savings

. Analysis and reorganization of the operation resulted in a 50%

reduction in lockbox cost per piece.

. Additional restructure consolidated all operations platforms

under a single technology manager. Results included improved

machine performance through maintenance and timely upgrades,

better security through newly created SOx procedures, and a

centralized implementation support team for roll-out of remote

deposit capture.

. Established balanced scorecard methodology for all operations

resulting in improved employee attendance, reduced operational

expense, and increased throughput for key areas (lockbox, item

processing and print and mail operations).

. Total product management responsibilities resulted in over $2

million in new revenue.

United States Marine Corps

Commissioned Officer

Enlisted in the USMC reserve while in college, accepted a commission

upon graduation in and remained on active duty from 1986 to 1990.

Platoon commander for a self propelled artillery unit. Selected and

trained to be a nuclear weapons assembly officer with a top secret

maintenance and training in a Headquarters unit.
