(despite decreasing revenues). Ran public works; police & fire; TIF

districts; recreation.

. Fixed broken workplace environ of bad morale, mistrust in management-

labor relations...in time frame of about 1 year; to include settling of

3 outstanding union contracts. Developed salary step schedules,

reduced overtime costs, rewrote job descriptions.
