• Develops and administers all human resources plans and procedures for headquarters-hired
personnel. Consults on human resources plans, policies and procedures for local national field office
personnel.
• Assists in identifying organizational plans and teams with the departmental leadership to coordinate all
activities and initiatives in the HR office. In conjunction with management and country staff develops
department goals, objectives and systems. Evaluates departmental performance in relation to established
goals. Makes recommendations for improvements in efficiency or increased services.
• Develops, recommends and implements all personnel policies and procedures; prepares and
maintains headquarters HR policy manual, security and emergency procedures and employee handbook.
Consults and assists in the development of all field personnel policies, procedures and handbooks to

• Reviews and supports country program HR initiatives including performance assessment, major hiring

annual budget process and for designated project proposals. Assists with all payroll calculations and
deductions.
• Manages employee benefits plans including developing overall compensation programs, vendor
relations and liaison, employee enrollment, cost analysis and price comparisons and delivery

• Administers all organizational benefits coverage including bidding, vendor selection, vendor relations
and claims reporting.
