for the oversight of program management staff, construction management

New Jersey Schools Construction Corporation. Management included both
design and construction of multiple school construction projects ranging
from $1,000,000.00 to $100,000,000.00. Programming of space configurations
and the use of model spacing, shop drawing review and submittals, for

projects incorporated both renovation and new school construction.
Management responsibilities included land acquisition services and site
feasibility, Affirmative Action requirements, auditing of construction

Procedures and protocol, Emergency response for Health and Safety Project
Manager for logistic procedures for (budgets, overruns, and
accountability), Supervise Project Managers with a labor force of several
hundred to complete required scopes of work. Responsible for the Overall
Construction Budgets of 50,000.00 to 10,000,000.00- million on emergency
expenditures Change order acceptance and rejection for payment to
contractors, Architects and subcontractors. Interface with New York
Department of Education on design criteria Field engineering and review of
remedial repair procedures for roofing and masonry, MEP, soils, and
asphalt. Was responsible for the coordination, direction and supervision
for contractor work activities, contract administration, project
scheduling, construction procedures and document control.
Hudson Bergen Light Rail Project, Jersey City, NJ, Director of Quality
Control (1/1995-6/1997)$700,000,000.00 design build project. Work included
supervision of all cost accounting and payroll quality control procedures
and protocol including infrastructure of in excess of 2 million linear feet
of electrical duct bank. Duties included construction manpower safety
controls and meeting review, and random drug testing for all site workers.
Record documentation for New Jersey Transit auditing and control. Develop
techniques, professional capabilities of Project Managers, superintendents
and staff for testing and control plans. Work included a 30,000 square
foot maintenance facility for central control and train repairs. Steel and
concrete bridges, flyovers over Path tunnel into NYC. Duties included
oversight of the inspection staff, which was responsible for all
construction services including administration, contractor coordination
inspection scheduling and cost control for over runs, and document control.
Rail construction on active roadways and intersections
Newark International Airport (2/1995-6/1997), Reconstruction of runway and
taxiways, including annual maintenance. Manager of Q A and Q C.
Responsible for overseeing a quality control of staff on various government
projects including, Port Authority, Department of Transportation. Manage
Lab, remolding and reconstruction of facilities for NJDOT compliance
Maintain and control procedures for NYDOT, NJDOT, PADOT, NYNJPA, NJ
Transit, and City agencies. Foundation quality control and field
engineering of retaining walls, coffer damns, and shoring. Supervise and
manage design procedures (soils, structural, windows, electrical, HVAC, and
roofing). Provide technical and budgetary assistance to program manager.
Installed 90,000 tons of Port Authority asphalt mix within one week, with
less then two percent penalties. Manage and program quarry operations for
quality assurance and compliance, to achieve agency requirements. Duties
included asphalt mix design, for all agencies with control procedures and
stringent engineering constraints being kept in all operational phases of
airport, and road construction.
