Work Experience

Central Public Works Department Duration: December 1977 - May 2009

Competed through the Engineering Services Examination held by the Union

Public Service Commission of India. The examination opens vista for the

best career path for young engineers in the organizations of the Central

Government. High rank in the examination ensured posting in Central Public

Works Department (CPWD), the premier Planning and Construction agency of

Government of India, where I started the career as Assistant Executive

Engineer and attained the level of Chief Engineer. Got valuable exposure to

following major facets of Civil Engineering:

0. Planning -

During Planning tenures the duties comprised of preparation of cost

estimates, schedule of quantities, specifications, tender documents,

conditions of contracts, checking of additional items in contracts,

examination of amendments and deviations. Periodic inspection of complex

projects and detailed examination of expenditure and budgetary

provisions.

1. Structural Designs-

Due to the excellence in structural designs, I was selected to head the

Central Designs Organization at the Headquarters. Completed structural

designs of many large and complex projects. Working on such projects gave

me thorough insight into the principles and practice of structural

designs, understanding of structural behavior, in-depth knowledge of

design codes, principals of earthquake resistant planning and fine

appreciation of architectural designs. Structural designs done by me

include the prestigious Parliament Library Project, which had many unique

features and incorporated state-of-the-art technology. Special high

strength concrete and strict quality control parameters were designed to

meet the stringent construction standards specified for the project.

2. Execution of Projects-

During field tenures, I was responsible for monitoring the progress of

projects and review the financial position on continuous basis, ensuring

high quality of work and maintaining targeted progress. Take prompt

decisions at sites to ensure unhindered progress. Thorough knowledge of

the specifications and construction practices for controlling the works

being carried out by the contractors. The projects included construction

of residential buildings, office buildings, institutes, laboratories,

auditoriums, airports, and development works like roads, bridges, water

supply, sewerage, drainage etc.

3. International projects-

Got many opportunities to work in the international environment. I was

chosen by the Government of India to work as expert engineer at Mauritius

under techno-economic assistance. Thus, for three years I worked in the

National Development Unit at the Prime Minister's office of the

Government of Mauritius, where I executed infrastructure projects. As

Superintending Engineer, I worked at the Ministry of External Affairs for

three years on various projects in different countries.

Details of salient assignments:

Chief Engineer - CPWD

Duration: Mar'08 - May'09

4. Prime responsibilities included technical, budgetary control and

allocation of financial resources for all the projects under execution-

last handled budget was Rs. 120 Crores.

5. Key projects included construction of roads, bridges and security

fencing on the Indo-Bangladesh border in the state of West Bengal.

Superintending Engineer - Ministry of External Affairs (On deputation)

Duration: Mar'05 - Mar'08

6. Inspection, evaluation and purchase of ready built properties for use as

Indian Embassies, residential buildings etc.

7. Design, estimation, tendering and construction of projects for

Government of India in different countries. Key projects include Indian

Embassies in Beijing, Tokyo, Mauritius.

8. Acquired knowledge of local building bylaws, estimation systems,

tendering systems and construction practices of over 40 countries and

scrutinized the work of consultants in these countries.

Superintending Engineer - Central Designs Organization (CDO), CPWD

Duration: May'01 - Feb'05

9. Headed the Structural Design setup of CDO, the apex design unit of CPWD.

10. Duties comprised of planning and designing of large civil engineering

structures, carry out development work on special problems of civil

engineering, issue technical circulars and guidelines on important topics

11. Key projects included structural design of Parliament Library, National

Gallery of Modern Arts.

12. Discharged special duties of national importance like making technical

contributions towards formulation of various codes of Bureau of Indian

Standards as well as for formulation of the new National Building Code.

13. Organized the technical sessions of the World Congress on Natural

Disasters Mitigation.

14. Developed the technical proposal for master-plan for the Capital city

of a newly formed state - Jharkhand

15. Contributed to the earthquake resistivity studies of buildings of

national importance like the President's Residence (Rashtrapati Bhawan)

and the Parliament House.

Superintending Engineer - Assam Central Circle II, CPWD

Duration: Aug'99 - Apr'01

16. Headed the circle office undertaking execution of civil engineering

projects in seven north eastern states of India

17. Key projects included airport terminal, educational institutions,

research institutions, offices and residential complexes, designed and

executed in accordance with norms for the highest seismic activity zone

of India

Director - Consultancy Services Organization, CPWD

Duration: Mar'97 - Aug'99

18. Provided consultancy of architectural designing, structural designing,

planning of engineering services, estimation of projects relating to

infrastructure, housing, non-residential buildings to the clients all

over the country as well as abroad through a single window system.

19. Key projects included pioneering work for planning waterways terminals

for Inland Navigation projects, which required research and model studies

and many multidisciplinary inputs from different streams including

collaboration with Research Institutions. Other projects included design

of hospitals, institutional buildings etc.

ITEC (Indian Techno-Economic Cooperation) Expert - On deputation to

National Development Unit, Prime Minister's Office, Government of Mauritius

Duration: Apr'93 - Apr'96

20. Selected for this role to fulfill the commitment of the Government of

India towards development of the friendly nation - Mauritius.

21. Made significant contributions in establishing the technical parameters

appropriate enough to be understood and implemented at field level.

Provided skill up gradation to the field officers of the National

Development unit that was essential to produce results commensurate with

the high expectations from this important unit.

22. Planning and execution of infrastructure projects like Sport Complexes,

Community Centers, Health Centers, creation of sports facilities for

hilly areas, providing drainage solutions for low lying areas, up

gradation of road networks etc. All the projects were planned in such

manner that they incorporated Disaster Mitigation measures, as Mauritius

is a cyclone prone country

23. My contributions to the functioning of the unit were well recognized by

the Government of Mauritius and they requested the Government of India

for extension of my stay at Mauritius. My deputation tenure at Mauritius

was thus extended by one year

24. During planning tenures, headed the specialized structural design unit.
