HISTORY
EHS / Water Utilities and Facilities Manager: Manage EHS programs for an ISO 14001 /
OSHAS 18000 Certified plant. In charge of H&S programs including (but not limited to)
LOTO, MMI, Aspects and Hazards assessment, Chemical Safety (MSDS), PPE, Hearing and
Respiratory Protection, etc. Manage the site Emergency Response Team and ERT program.
Implemented Behavioral Safety program with 95% employee participation. Manage and
train contractors that provide facilities maintenance and repair services (plumbing, electrical,
HVAC, roofing & painting), recycling and waste disposal for the site. Manage contractor
training and certification program. Implemented fall protection initiatives to improve work at
height safety at the site. Lean Manufacturing. Green Belt trained. Participated and led
Kaizen and 5S events to reduce production / maintenance wastes and improve energy
efficiency. Procured implementation of several improvement initiatives derived from these

that provided hazardous, non-hazardous waste and recyclable materials management for the
facility. In charge of environmental training, environmental permit negotiations and waste
management requirements for construction companies contractors involved in facility
expansion projects. Participated (w. Corporate Sr management) of expansion project
negotiations with PRIDCO.
LILLY Del Caribe, INC, Mayagüez, PR 1992 – 2005
EC Utilities / Waste Operations Maintenance and Facilities Manager (1998 – 2005):
Managed environmental compliance, utilities and waste operations staff (10 professionals
and 18 operators) which provided waste incineration (RCRA TSDF), waste water treatment
plant, waste analytical lab and GMP site utilities for the facility. Managed combined
operational budget of $6MM to $8MM/year for site GMP Utilities (USP water, Nitrogen),
and WWTP/Waste Management Ops. In charge of instrumentation technicians and
mechanics that provided troubleshooting, repair and maintenance to site utilities, facilities
and waste ops equipment. In charge of external contractors that serviced site utilities,
facilities and waste ops. Engineering management; Managed staff implementing capital
project improvements (25K – 250K) in utilities, facilities and waste op areas.

associated to PSM.
Environmental Compliance Manager (1995 – 1998): Managed environmental compliance
staff (4 professionals and 1 AA) providing permitting and compliance support (RCRA
TSDF, Air Permitting, NPDES, PRASA, SWA, PREQB) to the facility. Managed
compliance training program and SOPs for the site.
Project Engineer (1992 – 1996): Managed and implemented several capital projects including
the modification and reconstruction of an API manufacturing facility to introduce a new
pharmaceutical bulk product. (2.5MM) including process control instrumentation design and
BMS control system implementation (discrete PLC control system for each production tank
and ancillary equipment). Managed external design (Edwards Engineering) and construction
company (Flour Daniels) contractors. In charge of equipment commissioning and validation
process (External Contractors).
