Maintenance, Construction, Design, Startup, and Management of Power Facilities, both

domestically and abroad. Types of facilities include: Coal, Gas, and Oil Fueled Steam Electric

Stations, Cogeneration Facilities, Simple Cycle and Combined Cycle Power Generation facilities,

and Natural Gas Distribution Systems.

Mr. Brow is responsible for the overall leadership of the Company’s Operations in Thailand. He reports directly to the Board of

Directors of EPEC, a multi-national conglomerate of shareholders. He is responsible for Budget, performance, and oversight of their

facilities, as well as the direct supervision of EPEC staff.

JULY 2000 TO JUNE 2003 – GMS Power Public Co., Ltd.

Senior Project Director July 2000 to July 2003

Eastern Power and Electric Co., Ltd., Bang Bo Combined Cycle Power Plant, Bangkok, Thailand

Mr. Brow was responsible for the overall leadership of the project team for the Owner of this 350 MW CCPP located in Samut

Prakarn Thailand. Under his expert direction, this project completed on time and $40mm under budget. He was also responsible for

concurrent, independent Projects, to construct a 27 kilometer transmission line and a 24 kilometer natural gas pipeline to support the

power plant project. He was responsible for overall oversight of the EPC Contractors, Owner’s Engineers, site staff, office staff,

Project Budgets, design reviews and approvals, construction monitoring, total plant commissioning from breaking ground thru to

commercial operation. He reported directly to the Owner’s Board of Directors and was responsible for report preparation to the

Owners, Lenders, Lender’s Independent Engineer and The Electricity Generation Authority of Thailand (EGAT).

Mr. Brow was Commissioning Manager for ABB China to guide and direct their commissioning of this grass roots, twin 350 MW

units, coal fired power station.

Site Manager January 1999 to July 1999

Quezon Power Plant, Mauban, Quezon, Philippines

Mr. Brow was assigned as Site Manager and Lead Startup Engineer for Marsulex Environmental Technologies, to provide technical

assistance to Bechtel Overseas Corporation in the erection and startup of a duel train dry scrubber and electrostatic precipitator on a

grass roots, 440 MW, coal fired power station.

Site Construction Manager September 1998 to November 1998

El Kuriemat Station, El Kuriemat, Egypt

Mr. Brow filled a temporary assignment as Resident Site Manager in Egypt for GE. His scope was to assist the Senior Project

Manager in Schenectady in completion of Unit Performance Testing and the completion of requirements for obtaining the Taking

Over Certificates for this 2 X 600 MW gas and oil fired steam electric power generating station.

Consortium Site Construction Manager January 1997 to September 1998

Takoradi Thermal Power Plant Project (Phase 1), Abroadze, Ghana, West Africa

As Site Manager for Project Consortium Leader GE, Mr. Brow was responsible for total construction management of this $427 MM

combined cycle thermal electric station with 2 frame9E light crude oil fired 120 MW combustion turbine generators, coupled to 2

CMI HRSG’s and a single 120 MW non-reheat steam turbine. Facilities included total LCO receiving, storage and treatment system

that included a SPM facility located 4 kilometers offshore in the Gulf of Guinea.

Unit Commissioning Manager October 1995 to January 1997

Al Taweelah Stage "B" Project, Abu Dhabi, U.A.E.

Mr. Brow was responsible for the scheduling, pre-commissioning and commissioning activities on 2 of the 148 MW gas and/or light

crude oil fired units in this six unit station. Each unit consisted of a 650 tonne/hour boiler provided by Deutch Babcock, a 148 MW

Steam Turbine provided by ABB Kraftwerke, and a 2 million gallon per day desalination unit provided by Italianpianti.

MARCH 1994 TO OCTOBER 1995 -Sargent & Lundy International, LLC

Consortium Site Manager March 1994 to October 1995

Khanom Combined Cycle Power Plant, Khanom, Thailand

Mr. Brow was responsible for the full turn-key, startup, commissioning and operation of a 720 MW combined cycle power project in

southern Thailand, 700 km south of Bangkok. Project consisted of 4 frame 9E GE combustion turbine generators and a 220 MW GE

steam turbine generator. The 185 tonne/hr HRSGs were provided by CMI. He started on the project as Commissioning Manager, then

assumed the BOP Construction Manager's duties and finally assumed the duties of the S&L Site Manager and the Mitsui Consortium

Resident Site Manager.

AUGUST 1993 TO MARCH 1994 -Black & Veatch, Inc.

Turnover Coordinator/Piping Superintendent August 1993 To March 1994

Mr. Brow was responsible for the construction completion, punchlist completion, contractor coordination, project scheduling, system

definition and scoping, and Turnover Package preparation for a 3 MM gallon / day water plant project at the Unoven refinery in

LeMont, Illinois. He also served as the Construction Manager's Piping Engineer / Erection Superintendent during the third phase of

the project.

Consultant July 1991 to June 1993

Mr. Brow provided consulting services to various financial institutions regarding Power Projects they were funding or considering

funding. Types of projects included grass roots, coal fired, power generation facilities and cogeneration plants that were in the

conceptual stages, the detailed design phase, under construction, in startup, or in operation.

Facilities Consultant August 1991 t June 1993

Mr. Brow provided facilities consultation on projects in Hong Kong, the Philippines, Mexico, and the United States. Resident

consultation consisted of design review, construction analysis, construction management, adequacy of plant management and

monitoring of plant operation and maintenance at various power generating facilities, as well as their interfaces with various hosts

and customers.

Project Construction Manager June 1990 to July 1991

Mr. Brow was Lead Startup Engineer on a two unit cogeneration project at the Conoco Refinery in Ponca City, Oklahoma. Each unit

consisted of a 35 Mw Westinghouse gas turbine and a supplementary fired 325,000 lb/hr heat recovery steam generator. He was

responsible for development of schedule and directing all check-out and commissioning activities. He ultimately completed the

project as Project Manager, responsible for the completion of construction of the project and final turnover to the client of a fully

operational facility.

Project Startup Manager February 1989 to May 1990

Mr. Brow was Lead Startup Engineer on a grassroots, 365 MW, coal fired, zero discharge facility in Springerville, Arizona. He

supervised 12 Startup Engineers, 14 Instrument Technicians, 36 Journeyman Electricians, 13 Pipefitters, and various other craft

personnel. He was responsible for schedule and budget preparation and maintenance throughout job, as well as total responsibility for

control of same. He directed all plant startup activities as well as plant operations and maintenance personnel through commercial

plant operation.

Manager of Field Services June, 1988 to Feb. 1989

Mr. Brow reported to the Vice President of Power Engineering for the direct supervision of all Field Services employees assigned to

various projects around the world.

Engineering Specialist V 1984 to June 1988

Mr. Brow was assigned to the home office support group to provide marketing services, prepare proposals, and perform economic

studies for various projects as well as providing field support on numerous projects as outlined below.

Site Project Manager March 1987 to June 1988

Mr. Brow had total responsibility for the electrical and instrument subcontract bid package preparation, bid evaluation, bid award,

contract administration, as well as construction management, check-out, startup, and full operation and maintenance of the facility

through turnover to the owner of a 3 Mw turbo-expander cogeneration project located in a natural gas, pressure reducing station, in

Hamilton, New Jersey. He wrote and assembled the Operation and Maintenance Manuals for the facility and designed and taught the

training program for the client’s personnel and the personnel of the client's contract operations and maintenance company.

Project Startup Engineer Dec. 1985 to Jan. 1986

Mr. Brow was responsible for the check-out, startup and commissioning of the 6 Mw, combined cycle Cogeneration facility at Rice

University in Houston, Texas. This included the training of Rice's Physical Plant Operators, Mechanical Maintenance, and Electrical

Maintenance personnel. The facility consists of two combustion turbine-generators, two heat recovery steam generators, one

auxiliary boiler, and two, 1000 ton, and one, 1500 ton, steam absorption chillers.

Resident Project Engineer Oct. 1985

Mr. Brow provided field engineering assistance during the final stages of construction and the startup phase at the Champion, Inc.,

Quinnesec Pulp Mill in Quinnesec, Michigan. Various field and design problems required immediate resolution to insure that

commercial operation began as scheduled.

Resident Electrical Engineer June-July, Sept. & Nov. 1985

Mr. Brow provided field engineering services for the constructor on the Southwestern Portland Cement Company plant expansion,

conversion, and plant betterment project in Odessa, Texas.

Project Engineer September, 1984

Mr. Brow provided engineering support for the systems cleaning effort at the East Coast Space Shuttle Launch Facility on

Vandenberg Air Force Base, in Lompoc, California. He was the Test Coordinator and Conductor for the liquid nitrogen cleaning and

"Cold Shocking" of all liquid hydrogen fuel systems as well as system inspector for other systems.

Startup and Turnover Coordinator 1983-84

Mr. Brow provided detailed startup schedule and system descriptions to all craft superintendents that included all mechanical

equipment instruments, lines, electrical gear, and all power and control cables. Superintendents worked under his direction so as to

erect all systems, such that complete and usable systems were turned over to the owner for startup and operation on a grass roots, 365

Mw, coal fired, steam electric station in Springerville, Arizona.

Startup Consultant 1981-83

Mr. Brow provided design review services, construction monitoring, startup supervision, vendor coordination/supervision, procedure

preparation, and operator/maintenance personnel training for Potomac Electric Power Company at the Chalk Point Generating

Station in Aquasco, Maryland. The Project was an extensive plant upgrade and life extension project on two coal fired, super critical

units.

Mr. Brow performed all power house operations duties in various Power Plants in Michigan and North Dakota. Positions held

included: Trainee, Ash Handler, Assistant Power Plant Operator, Fuel Supply Operator, Power Plant Operator, Operating Engineer,

Boiler House Mechanic, Control Room Operator, Assistant Shift Supervisor, Shift Supervisor, and Operations Supervisor. He was

responsible for all aspects of power plant operations and maintenance, supervising up to 50 employees. The Companies and positions
