Qualifications: Over 20 years in the HVAC/Maintenance field. Served as
facility manager, chief engineer and operations manager. Completed a four-
year HVAC apprentice program. Technical experience has been from 10-ton
heat pumps to 2,000-ton chillers. High-pressure steam boilers, including
HTHW. Various size air-handling units including vain axel fans. Operated
and maintained Ice and Chilled water storage of 500,000 gallons each.
Familiar with energy management system including JCI Metasys, York talk,

Work Experience.
Jan 2011 - To Present Broadcasting Board of Governor's (Voice of America)
Serve as Facilities and Space Management Administration Division's Chief
Facilities Technical Advisor in the maintenance and augmentation of
emergency and conventional electrical, Heating, Ventilation and Air
Conditioning (HVAC), and related systems and infrastructure within the
Broadcasting Board of Governors (BBG) facilities. This includes Voice of
America (VOA) radio and TV production facilities and administrative offices
located in the Wilbur J. Cohen and Mary Swisher buildings in Washington DC.
Ensure the integrity of electrical and mechanical systems essential to
continuity of BBG radio and TV production, broadcasting, and transmission
operation; these systems include primary and secondary electrical
switchgear and distribution panels, HVAC equipment, Uninterruptable Power
Systems (UPS), emergency diesel-electric generators, and fire alarm and
sprinkler systems. Monitor records to ensure building systems are properly
maintained, and initiate corrective action when deficiencies are noted.
Assist in trouble-shooting, analyzing, and coordinating critical repairs
and maintenance. Schedule all start-ups of emergency generators, yearly
Automatic Transfer Switch (ATS) testing and quarterly preventative
maintenance on the UPS system. Operate Temperature Control Systems in
studios and other sensitive area. Prepare and monitor the yearly
maintenance contracts for the UPS, Emergency Generator, and Studio
Temperature Control Systems. Coordinate with the General Services
Administration (GSA) on all matters relating to the design, construction,
alteration, installation and maintenance of the buildings critical
mechanical and electrical systems. Provide facility planning and
construction management support related to buildings and structures,
architectural components, utility systems and equipment, which directly or
indirectly support mission equipment and operations. Develop plans,
specifications, Statements of Work, and Government Cost Estimates for
construction and renovation projects. Review, evaluate and analyze contract
proposals, bids, and material selections. Conduct Quality Assurance
inspections of constructions progress to ensure contract requirements are
met. Work within prescribed cost limits and assure projects will be
economical. Evaluate requests for additional space assignments to determine
the necessity for and urgency of requests, determine availability of space,
and ensure necessary arrangements are made to satisfy the requests.
Oct 2009- March 2012 Lead Shift Engineer Honeywell International (Brooks
&Brooks) Stationary Engineer at the FDA White Oak Research center Co-
Generation plant in Silver Spring MD for the FDA. Operational
responsibilities include the production of electrical power and
refrigeration; operate all gas turbine generators, condensers, condensing
water pumps and all other related auxiliary equipment. Perform
synchronizing of generator when necessary. Observe power demand and
consumption making required adjustments for power factor correction
frequency and voltage. Operate by computer command of valves, motors,
pumps temperature control, air compressors; the logging of data produced by
the computer: and analysis of computer data to troubleshoot problems.
Perform control room and field site diagnostics of system malfunctions and
carry out the corrective procedures to limit or contain negative impact due
to such malfunctions. Perform minor electrical functions (change fuses
bulbs, check circuit breakers). Test and examine data gathering panels and
associated relays utilizing portable computer terminals, Analyses of
drawings blueprints, manufacturer's brochures, speculations and other
related data to determine normal operation. The plant consists of (4) 5.6MW
Wartsila duel fuel engine, (3) 4.6MW Solar gas turbine generator, 2mw
Cummins diesel generator. (2) 1,130 ton Trane horizontal absorption
chiller, (5) York 2,000 ton centrifugal chillers, (3) Johnston high
pressure fire tube boilers with a heating surface of 1527 sq ft and
10,042,500 btu/hr. (3) heat recovery boilers for engines, plus all
associated auxiliary equipment including heat exchangers and pumps. Also,
