• Demonstrates professional knowledge in statutory and regulatory guidelines and provisions related to complex economic, accounting and legal principles.
• Strategically develop, plan, control, review, and revise fiscal year budgetary requirements in accordance with AR 215-1 and profitability/break-even goals prescribed by the MACOM.
• Proficiently translate annual operating budget in location specific business plan and manager narrative.
• Develops the 5-year plan providing comprehensive advice and way ahead in business operations and matters.
• Initiates and develops the plans and actions for acquiring personnel and equipment/supplies, the construction/renovation of facilities.
• Monitor and control payroll expenses to ensure compliance with annual operating budget.
• Reconcile all obligations of both appropriated and non- appropriated fund activities through government purchase card and other payment methods.
• Monitors and tracks obligations and expenditures of direct funds and reimbursable support funds utilizing a Management Information Sheet (MIS) throughout the execution phase of the annual operating budget for multiple locations.
• Verifies that obligations and expenditures occur in a timely manner in accordance with the annual work plans, within the regulatory requirements, and are within the funding amounts programmed.
• Serve as a lead for the preparation, negotiation, and administration of procurement service and supply contracts.
• Serve as Contracting Officers Representative (COR) maintaining contract records, negotiation records, statutory compliance, contractor performance, contract status, etc.
• Anticipates potential problems and issues/deficiencies, detects and resolves them, and eventually precludes problems from arising.
• Prepares large reports and/or action plans for integration of business programs, progress toward goals, and suggestions/recommendations for developing most cost- effective and efficient FMWR business management.
• Communicates effectively with employees, colleagues and customers to meet company objectives and goals.
• Proficient in Microsoft, Excel, Word, PowerPoint and Outlook applications.
