STATEMENT OF WORK
To construct a 4500 SF Troop Store for the new Harmony Church Barracks to include a 3,800
SF retail store & a 700 sq barber shop. The facility includes an administration office,
merchandise processing area, cargo delivery area, Energy Monitoring and Control System
(EMCS) connection and Antiterrorism measures. Sustainable design and development (SDD)
and Energy Policy Act of 2005 features will be included. Access for individuals with
disabilities will be provided. Supporting facilities include electric service,
information systems and site improvements. This project is a new requirement to support

EVALUATOR REMARKS: The contractor, Tepa EC, received an overall 'Outstanding' rating on
the subject contract based on workmanship, quality of materials, safety, scheduling, and
job management. The soldier's quality of life will be improved by this facility. The
contractor's dedicated efforts to the high quality product, delivered ten weeks ahead of
schedule, was noted and appreciated by USACE and the customer, AAFES.
From the beginning of the contract, Tepa, worked aggressively to meet or beat their
schedule. Nelson Padgett, supervisor, and Greg Gentry, QC manager, worked diligently,
managing and coordinating subcontractors to complete work in a quality and timely manner.
Because of their efforts, the customer was able to occupy their building two months ahead
of schedule and open for business earlier than anticipated.
Tepa's careful selection of subcontractors proved to be outstanding. The subcontractors
were responsive and their workmanship was of good quality. Of particular note were ACCI
who responded several times to grading needs in a timely manner, and Holcomb Construction
Co. whose concrete expertise lent itself to many instances with this project.
All personnel with Tepa conducted themselves in a professional manner when resolving
issues and in daily communication. There were very few significant issues as a result of
Tepa's active involvement in the project. Throughout the project, Eric Anania, project
manager, was responsive to issues and worked doggedly for solutions that satisfied goals
of quality, timeliness, and costs. It is noted that Eric Anania contributed a good deal
of his time and resources to the LEED modification that did not come to pass.
Due to the proactive safety program, the contractor had no lost time accidents during the

the Armor School that is moving from Fort Knox and consolidating with other maneuver

the 4th quarter of 2010.
The USACE enjoyed working with Tepa and looks forward to future opportunities to work
together again.
