permitted by EPA that specialized in the treatment and disposal of highly
reactive chemical wastes, including NASA R&D wastes, compressed gas
cylinders, military ammunitions, and DOD/ATF Class A, B and C explosives.
Responsible for securing and managing ATF, DOD, DOE, and RCRA part A and B
permits for waste handling.
08/85 -04/89 Chemist/Shift Supervisor (EHS MGR) - CHEMICAL WASTE
MANAGEMENT/WMI Emelle, AL
Managed one third of the waste management operations, and the site
environmental, health, and safety compliance for
the world's largest hazardous waste company at the world's largest RCRA
TSDF hazardous waste site.
Supervised and trained twelve (12) shift chemists to conduct EPA Waste
Analysis per Methods SW-846 including GC, MS,
ICP, IR, Reactive, Bulk Fuels Analysis, (BTU/%Halogen, PCB's, KF), to
comply with EPA 40 CFR
including Part 268 Land Disposal Restrictions, and OSHA 29 CFR health and
safety regulations.
06/79 - 12/84 Lab Analyst/QA/QC Shift Supervisor - FIRST CHEMICAL

Worked as a Lab Analyst/QA/QC shift supervisor for a petrochemical company
manufacturing precursors to FDA regulated
drugs, cosmetics, and plasticizers. Managed the EHS employee exposure
monitoring, and the wastewater control for
NPDES permit discharge to the Gulf of Mexico.
Environmental/Chemical Processing Control
. Increased waste treatment capability by 100% for highly re-
active/corrosive waste by the installation of a closed loop cooling
system which was previously unused. The only cost incurred was that of
installation.
. Reduced storage tank waste volumes by 90% with actual disposal cost
savings of 90%.
. Affected a 33% increase in production in the Quality Control
Laboratory and a 50% decrease in the cost of lab services by organizing
the work stations, and initiating a Consolidated Data System Management
and Information Program which allowed users to perform numerous
analytical tests simultaneously.
. Formulated and initiated a Clock-in/Clock-out procedure for truck
loads of wastes which resulted in a 50% increase in waste disposal per
man hour at Emelle, AL, and 33% reduction in cost saving for laboratory
personnel in the Receiving Lab. System is now used almost nationwide at
CWM Landfill Facilities.
. Developed and initiated a computerized Lab Pack Program which prevents
Land Ban Violations by automatically assigning proper EPA ID waste codes,
Specified Treatment Technologies, Notification Forms required, permitted
TSDF outlets, and current approvals for each Lab Pack waste.
. Produced and instituted a Safe Work Permits System for all non-routine
work activities at the site including contractors.
. Developed and initiated training program to ensure worker compliance
with new DOT, OSHA, EPA LDR, and state statues. Computerized all
training files for instant access by regulatory personnel.
SUMMARY OF ACCOMPLISHMENTS
. Received the 1996 Air Toxics Reduction Award for best Air Toxics
Reduction of all companies in Los Angeles (LA) awarded by SCAQMD,
the toughest air district in the US.
. Received the Environmental Excellence Awards for Waste Recycling and
Reduction given by Region (10) EPA, (4) EPA, Region
(6), and Cal EPA for waste minimization and point source reduction.
. Built the first catastrophic CAA Cal ARP Rail Car Containment System
in LA to prevent a worst-case release of EHS in CA.
. The CAA MACT floor for our industry was set by EPA based on our
technology for best point's source air toxic reduction.
. Petitioned and received from US EPA an exemption for acetone to be
declassified as a VOC for the US, CA, and LA, and this
exemption saved the chemical, aircraft, auto, foam, and the oil industries
in LA from compliance with the LA Title V VOC limits of 8 tons
per year maximum.
. Saved my company from two (2) pending multi-million dollar lawsuits
for liability claims in the hundreds of millions plus world
wide adverse press on CNN.
. Reduced twenty-eight (28) Title V plant sites down to two (2) which is
currently saving millions of dollars and major compliance
hurdles with EPA.
. Set up exemplary HAZ-MAT programs nationwide that even LA Fire Dept
uses the CA site as active drill opportunities to train their
recruits.
. Provided input comments to the final format of the ISO 14000, and the
ASTM E 1527 and 1528 ESA's standards.
. Taught in one of the first ISO 14000 standards' video training
satellite broadcasts held in the US.
