audit plan for approval of the Governing Board. Audit the various operational areas of the agriculture department and land
authority Puerto Rico, do forensic audits, audit federal funds, funds of state government, legislative funds, infrastructure,
agricultural insurance, leases of land owned by the Government of Puerto Rico among others. Submit audit reports to the
governing board with the corresponding findings. Once the governing board approves the reports, the area that was audited,
submitted corrective action plans and internal audit office approved and monitoring agencies to comply with correction of the
findings presented in reports. Besides present aforementioned reports and special investigations to Board of Governors,

States Banking Laws. Serve in Audit capacity for regulatory agency dedicated to examining and auditing financial solvency,
payment system activities, implementation and compliance to regulations and public policy for all 138 credit unions
operating in Puerto Rico with deposits exceeding $8 billion. Develop annual business plan. Plan, coordinate and direct on-
site examination of credit unions to address internal control, liquidity risk, credit risk, Information Systems, compliance and
non-compliance to federal and state regulations. Assume full operational and fiscal accountability for investigated unit.
Structure examining/auditing teams, define and execute investigative strategy, processes and testing procedures to detect
onset of problem and define solutions to restore solvency and credibility within strict 90-day time line while relieving the
duties of existing credit union staff until audit is completed. Generate numerous senior management reports, i.e., action
plans, project time frame, financial statements, projections and forecasts, and investment reports. Compile evidence to
substantiate suspected fraud or non-compliance to BSA and Anti Money Laundering. Recruit, coach, mentor and supervise
48 staff members comprised of auditors/examiners, supervisors and VP assistants. Prepare agency budget and present to
Board of Directors, the Senate and House of Representatives of Puerto Rico. Draft and publish informative newsletters to all
chartered unions educating on new trends, new procedures and other data pertinent to operating within the law.
• Surpassed audit commitments for fiscal year 2005-2006 increasing numbers from 66% to 102%.
• Restored solvency and staff productivity for one failing business unit increasing deposits to $200 million.
• Drafted and presented regulatory changes:
- "Rule # 7051," addressing credit union operations;
- "Rule # 6466," regulating accounting reporting,
- "Rule # 6751, " highlighting new regulations for risk management.
• Maintained CAMEL (Capital, Assets, Management, Earnings and Liquidity) performance rating strategy to assess the
overall creditworthiness of credit unions. Currently revising CAMEL ratios in order to create a new one (it hasn't been
revised since 1998)
• Revised and updated audit guide to address common circumstances encountered; published and distributed among credit
union network.
