September 2010 to November 2011 CCHNC Inc. Oakland, CA. Property

Supervisor

Portfolio Responsibilities. Managed a large portfolio of housing

communities throughout the Bay and Santa Cruz areas.

Regulatory and Compliance Responsibilities. Assigned large 150-unit

property that subsequently underwent a REAC inspection six days later.

Property failed inspection with a score of "39", the lowest score in

company history. Over the course of the next four months I assembled a

crisis team, trained and directed staff to correct numerous systemic

property deficiencies uncovered through the preparation of an extensive

Property Summary Report. Without a successful re-inspection the property

would not be allowed to continue with re-finance. Property was re-inspected

by a HUD Quality Control Specialist and received a score of 91b. This

represented the highest scoring "rebound" in the 50-year history of the

CCH.

Marketing, Vacancy & Waiting List Responsibilities. Responsible for all

marketing, resident retention plans & maintaining occupancy levels for my

portfolio of properties from budgetary allocations, demographic reviews,

comparative marketing surveys, regulatory and Fair Housing compliance and

preparation, review and compliance with AFHMP.

Inspections. I prepared for and led Teams through 6 REAC inspections and 6

MOR reviews. In all cases the scores were above average including one score

of Superior.

Financial Skills. Completed nine effective budgets annually focusing on

meeting the needs of the communities to preserve and enhance the assets.

All were completed on time for submission to various Boards of Trustees,

regulatory agencies, and governmental entities.

Interaction with Owners, Board Members. Attended 53 Board meetings in one

year presenting monthly financial reports, answering various questions, and

providing counsel and advice to Trustees, residents and other attendees.

Construction and Ten-Year Capital Improvement Plans. Extensive property

rehabilitation experience from property needs inspections, budget

formulation, bids solicitation, and work progress through to completion

spending over one million dollars in repairs and improvement.

Team Building and Human Resources skills. Supervised staff of 50 employees

with responsibilities including hiring, counseling, training, mentoring,

and disciplining. Led my Team through the entire annual Performance

Evaluation process. Was responsible for several critical H.R.

investigations, reporting directly to the V.P. of H.R., Executive Director

and V.P. of Operations. Ultimately responsible for successful resolution to

these difficult matters.

Service to Clients and Residents. Participated in many monthly Town Hall

meetings & Resident Counsel Meetings working to improve communications

which had deteriorated prior to my tenure. Attended many resident meetings,

celebrations and activities to create a sense of caring and partnership

with residents.

1998 to 2010 EAH Inc., San Rafael, CA. Property Supervisor/Executive

Director

Portfolio Responsibilities. Managed a diverse portfolio throughout Bay

area. Managed a 16-acre site in Napa. Property had three development

phases. First phase, a 100 unit HUD 202 project developed in 1966. Second

phase, a 48 unit HUD 236 project developed in 1978. Last phase, a 213 unit

RHCP/Tax Credit project developed in 1993. Ninety-eight units of the second

and third phases were converted to a Residential Care Facility for the

Elderly (RCFE). Obtained RCFE Administrator's license to manage this

division. I was the Executive Director of this Assisted Living Community

for 8 years providing leadership, financial oversight & compassion. Raising

the standard of care of our frail elderly residents was our paramount

responsibility.

Team Building, Human Resources skills. Possess strong supervisory skills,

responsible for a staff of up to 65 people from marketing of positions to

interviews; working with H.R. selection, initial training, ongoing review

and encouragement of new staff. Responsible for conflict resolution, goals

planning with periodic reviews. & progressive disciplinary measures up to

and including involuntary separations if needed.

Financial Skills. Produced highly complex effective budgets annually to

meet the needs of the properties managed. The budgets improved the fiscal

performance of the properties and also addressed long standing capital

improvement needs through the preparation of detailed R&R matrices.

Responsible for maintaining desired financial benchmarks, monitored and

analyzed monthly financial reports preparing detailed variance reports for

EAH as well as members of the Board of Directors, Limited Partners, CAHI,

HUD and other regulatory commitments and obligations

Construction and Ten-Year Capital Improvement Plans. I worked very closely

with a senior member of the EAH development team in the acquisition and

rehabilitation of a 361 unit, 16 acre community. This complex project took

three years and required the de-licensing of a 98-unit RCFE. This process

resulted in the elimination of 400k in expenses out of an annual budget of

900k making the acquisition economically feasible. Once acquired, the

property underwent a seven-million dollar renovation over a fourteen-month

period of time. Required the re-location of close to 150 senior residents,

over sixty of which were frail elderly seniors.

Troubled Property Experience. Managed a large troubled community in the

Western Addition of San Francisco. In response to rampant criminal activity

I was chosen as the team leader representing EAH for a "Hot-Crime" campaign

composed of Sheriff Hennessey, former D.A. Terrence Hallinan, Northern

District Police Commanders, and others whose ultimate success was

recognized by the City of San Francisco and the California State Assembly.

Regulatory Compliance. Achieved above average ratings in HUD management

reviews and double-digit score improvements in REAC inspections. Prepared

all annual Regulatory compliance documentation for submittal to TCAC,

Limited Partners, City, County and Federal Agencies as required.
