• Business lead/Program Manager for the Williams Air Force Base PBC program. The $34+mm
performance based project was award by the AFCEE to AMEC (formerly MACTEC) for the closure of
the remaining environmental AOC’s at the base. Original award was based on the assumption that a
cost-cap/PLL insurance program would be bound around scope and cost. Consulted with AFCEE
and senior AF officials on current state of the environmental insurance market in general, and
specifically, the placement of cost-cap and PLL policies on the Williams opportunity.
• Management lead on the Hunters Point Navy Shipyards/Candlestick Point (HP/CP) redevelopment
program in San Francisco, CA in partnership with Lennar Urban and the City of San Francisco
Redevelopment Agency. The $1 billion plus program involves the redevelopment of the former
Hunters Point Navy Shipyards and Candlestick Point the home of the San Francisco 49ers NFL
football team. MACTEC’s role is the assumption of environmental obligations transferred by the
Navy to Lennar/San Francisco for the shipyard, technical lead and support of the entitlement
process under the CEQA and the City of San Francisco on behalf of Lennar Urban, and the
management and implementation of the infrastructure program for this 770 plus acre urban mixed
use development.
• Management lead on the development and negotiation of FOSET early transfer of parcels on
Hunters Point Naval Shipyards in support the HP/CP development. Transfer structure involved the
“waterfall” of environmental clean-up obligations from the Navy, to the City of San Francisco, to
Lennar Urban, and ultimately transferred to MACTEC. Documents included Early Transfer
Cooperative Agreement (ETCA), Administrative Order on Consent, Remediation Agreement, and
Guaranteed Fixed Price Contract. Efforts included the pursuit of Cost-Cap and PLL coverage.
• Business lead and program manager on the Universal Paragon Corporation (UPC) assumption and
redevelopment of the former Schlage Lock (Ingersoll-Rand) facility in Brisbane, CA. Program
involved the transfer and assumption of the environmental liabilities associated with this former
manufacturing facility. UPC’s ultimate program is a residential-retail mixed use development.
Program involves demolition of existing structures, in-situ remediation of chlorinated hydrocarbon
plume, capping with the hardscape of development, and regulatory closure. Program is a blended
finite insured liability program placed by Chartis (formerly AIG).
• Pursuit and development of Brownfield and real estate development opportunities, GFPR projects,
and liability assumption/transfer projects. Leveraging known and existing projects and clients, and
facilitating their position to the real estate/development community, in exchange for comprehensive
service opportunities for AMEC.
Program Director – Shaw Environmental & Infrastructure, Inc. (SEI) (subsidiary of The Shaw Group,
Inc.) Centennial, Colorado; Provided senior level real estate consulting and technical advisory services in
the repositioning of environmentally impaired real estate.
• Provided advisory services to USA Petroleum on the repositioning and divestiture of their 96-acre
former petroleum refinery in Ventura, California. Role included: interface and negotiation of potential
end-uses with city officials and other local and regional stakeholders; negotiation and development
of an annexation strategy with local area formation commission (LAFCO); consultation and peer
review of environmental remediation and demolition strategies; introduction and negotiation of the
sale of the property to potential development interest; participation and representation in a
comprehensive planning Charrette with the city and adjoining property ownership.
• Managed and developed a highest and best use analysis for the repositioning of the 460 acre former
Farmland Industries fertilizer manufacturing facility in Lawrence, Kansas. Scope included meetings
and interviews with key city, county, and public administrative and planning officials; collection and
analysis of real estate market parameters for various product types; assessment of potential end-use
scenarios; review of site planning and development options with local and regional development

Project Manager – The LandBank Group, Inc. (subsidiary of The Shaw Group, Inc.), Lakewood,
Colorado. LandBank acquires and redevelops environmentally stigmatized (Brownfields) property. Managed
the acquisition and divestiture process, and the entitlement and redevelopment of acquired/owned
properties.
• Managed the acquisition of a 96 acre former refinery in Ventura, California. Scope involved the
negotiation of purchase and sale terms, management of due diligence activities, interfacing with city,
county and local stakeholders on the repositioning of the property, underwriting of insurance risk
mitigation program, biding and contracting for remediation and demolition services, and
management of entitlement team and process.
• Managed the acquisition, remediation, and divestiture of a former hazardous waste landfill in Chula
Vista, California (Otay Mesa Ventures II, LLC). The site was a 35 acre property used as an animal-
rendering facility, and automotive wrecking yard, and upon which a Class I liquid waste disposal
facility operated. Property contained a Class I containment cell (landfill) composed of impacted soils
from the closure of the liquid waste disposal facility. The property was sold upon obtaining the
entitlements to a developer who ultimately developed the site for automobile dealerships. Scope
involved the negotiation of purchase and sale terms, management of due diligence activities,
underwriting of insurance risk mitigation program, oversight of remediation, support of entitlement
process, negotiation of forward sale agreement, and management of property divestiture.
• Managed the acquisition of a 175 acre former chemical manufacturing facility on the Raritan River in
Woodbridge, New Jersey. The site received preliminary and final entitlement approvals for the
development of 1.8 million square feet of warehouse/distribution improvements. Redevelopment
strategy included the incorporation of process dredge material as structural fill and as preload to
improve geotechnical conditions. Scope involved the negotiation of purchase and sale terms,
management of due diligence activities, underwriting of insurance risk mitigation program,
negotiation of remediation and financial assurance agreements with the state’s regulatory agency,
biding and contracting for remediation and demolition services, and management of entitlement team
and process.
• Managed the acquisition of the former 35 acre vending machine manufacturing facility in Whippany,
New Jersey (Whippany Ventures I, LLC). The site was acquired coincident with the execution of a
forward sale agreement to a residential developer. Terms of the forward sale required that the site
be cleaned up to a residential standard, existing structures demolished, and the site entitle for the
development of up to 50 single family residential homes. Scope involved the negotiation of purchase
and sale terms, management of due diligence activities, underwriting of insurance risk mitigation
program, negotiation of remediation and financial assurance agreements with the state’s regulatory
agency, biding and contracting for remediation and demolition services, oversight of remediation and
demolition, support of entitlement process, negotiation of forward sale agreement, and management
of property divestiture.
• Managed the acquisition of a former chemical and asbestos manufacturing facility in Metuchen, New
Jersey (Metuchen I LLC). The site was 18.6 acres with asbestos landfills and existing chemical
manufacturing facilities. The ownership structure was a partnership with a local developer
experience in commercial and residential development. Scope involved the negotiation of purchase
and sale terms, management of due diligence activities, underwriting of insurance risk mitigation
program, negotiation of partnership terms and operating agreement, negotiation of remediation and
financial assurance agreements with the state’s regulatory agency, contracting for remediation and
demolition services, oversight of remediation and demolition, support of entitlement process,

• Managed the acquisition of a wetland mitigation banking company (U.S. Wetland Services, LLC).
Involved the completion of due diligence activities, support of negotiates of acquisition terms and
conditions, valuation of business venture and ultimately management of business. Managed the
construction and monitoring and maintenance of an 86 acre wetland bank in the state of New Jersey.
Oversaw the monitoring and maintenance of two other existing mitigation backs. Managed the
marketing and sale of mitigation credits to third parties responsible for the mitigation of wetland
impacts from remediation or new developments. Managed the development of new banking
opportunities involving the assessment of feasibility, evaluation of market demand for wetland
mitigation credits, and the valuation and terms for the acquisition of land to support the development
of a bank.
• Managed the due diligence and insurance underwriting for the former oil refinery in the east San
Francisco Bay area (Hercules, LLC). Scope involved the determination of existing environmental
and developmental obligations, management of investigative program to further define these
obligations, development of demolition and environmental cost estimates and contracts, and
underwriting and support of the insurance risk management program.
• Managed the acquisition of a former paint and refractory manufacturing facility in Sayreville, New
Jersey (Jurney Mill Road LLC). The site is 18 acre, vacant and in an industrial corridor. Scope
involved the negotiation of purchase and sale terms, management of due diligence activities,
underwriting of insurance risk mitigation program, negotiation of remediation agreements with the
state’s regulatory agency, contracting for remediation services, oversight of remediation, support of
entitlement process, and management of forward sale marketing process.
Project Manager/Engineering Section Manager - IT Corporation, (now Shaw Environmental and
Infrastructure, Inc.) Englewood, Colorado. Provided managerial and technical expertise to the resolution
of a wide array of environmental issues.
• Project Manager supporting IT’s Brownfields initiative. Role involves the coordination of
efforts between IT’s wholly owned subsidiary, IT/BSC, and IT’s strategic Brownfields partner,
LandBank, Inc. IT/BSC efforts support the acquisition of environmentally impacted properties, and
involve the technical evaluation of environmental conditions and information, development of suitable
remedy and associated cost estimates, technical support of environmental insurance underwriting,
and regulatory interface. With the acquisition of properties, responsibilities include management of
the remedy implementation and the entitlement process.
• Project Manager/Design Engineer for development of closure plans for several RCRA
solid/hazardous waste management units including two interim status hazardous waste surface
impoundments for the Martin Marietta Waterton Plant in Denver, Colorado. Task Manager/Senior
Engineer responsible for final design development and agency negotiation for a contaminant cell
meeting U.S. Environmental Protection Agency's (EPA) minimum technology requirements to
support final closure of a 1,000,000-gallon surface impoundment. This project involved development
of a detailed design and construction package suitable for regulatory approval and bidding and
construction, and included evaluation of various stabilization/solidification processes to determine
the feasibility of treating the inventory for closure in place. Task Manager for closure implementation,
documentation, and certification for both impoundments and several of the other RCRA units. He
also served as Task Manager for development of Post-Closure Plans for five of these RCRA units
closed as landfills.
• Provided expert testimony in support of Non-Sudden Release litigation on behalf of Martin
Marietta Waterton Plant.
• Project Manager for the Remedial Design construction oversight on the Hardage Superfund
Site in Criner, Oklahoma. Responsibilities included: bid package development, support for

contractor award and contract negotiation, contractor compliance with Remedial Design plans and
specifications, approvals of invoices, approval and negotiation of contractor change orders. approval
of purchase of capitol equipment, review and approval of contractor technical and quality submittals,
compliance with the construction quality assurance program, construction quality control and
materials testing and acceptance of remedy start-up and operation. The total construction contract
was $21M with total change orders on the project of less than 2 percent.
• Responsible Engineer for a remedial design for the Hardage Superfund site in Criner,
Oklahoma. Selection of appropriate remedy was in litigation with EPA and differing groups of
potential responsible parties and involved coordination of design efforts with legal counsel's defense
strategy. Remedy included an approximately 15-acre cap with an active gas recovery system; two
groundwater recovery systems consisting of a -mile-long, 55-foot-deep (average) collection trench
cut in bedrock; a line of 19 recovery wells; a water treatment plant with nonaqueous phase liquid
(NAPL) handling processes; and a source NAPL recovery system.
• Developed and designed the final cover to support closure of four surface impoundments for
Eagle-Picher Industries. The project objectives were to develop design drawings, suitable for
regulatory review and approval and construction. The project has evolved into defense of the final
cover design during the regulatory approval process, management for the implementation of the
impoundment closure and cover construction, and the final certification of closure.
• Project Manager for the development of facility Post-Closure Permit Application accounting
for closure of four surface impoundments and incorporating a RCRA corrective action program.
• Provided consultation services to Thiokol Corporation Strategic Operations on the potential
impacts of the existing and proposed Land Disposal Restrictions, the new toxicity characteristic
leaching procedure, and the RCRA Corrective Action program specific to Thiokol's Facility
Assessment.
• Managed the development of site-specific work plans for the remedial investigation of over 70
hazardous and low-level radioactive solid waste management units following CERCLA remedial
investigation (RI)/feasibility study (FS) guidelines at the Rocky Flats Plant.
• Completed a RCRA Facility Assessment for the Hercules Aerospace Company
propellant/explosives manufacturing plant that contained over 90 solid and hazardous waste
management units.
• Served as the facilities auditor of permitted RCRA hazardous and radioactive waste storage
units at the U.S. Department of Energy's Hanford Operations.
