Duties: Oversee physical protection of personnel and facility assets against criminal,
terrorist, or hostile activities for the 63D Regional Support Command (RSC) Area of Operations
(AO). Coordinate physical security requirements with the Headquarters, US Army Reserve
Command (HQ USARC), Office of the Provost Marshal. Credentialed Physical Security
Inspector by the USARC. Conduct inspections of facilities, units and activities. Create requests
for the acquisition, installation, maintenance, modification and budgeting of commercial
Physical Security Equipment. Maintain and manage over 230 intrusion detection systems (IDS)
for the RSC AO. Review and submit all required documentation for requests of the IDS
personnel identification number (PIN) for all facilities that protect Arms Vaults and SIPRNET
rooms. Oversee and provide technical guidance concerning the key and lock program for the
command and 17 other organizations within the facility. Manage the 63D RSC key control
system using the electronic KeyTrak system. Create profiles and access levels for over one
thousand keys. Manage reports and inventory on all keys semi-annually. Oversee control of the
entire facility using electronic access control. Manage over 70 card readers using the Lenel
software database. Enroll government issued common access cards (CAC) and proximity cards
into the Lenel database for access into the facility. Perform routine inventories / audits on all
issued proximity cards for verification of access levels and lost cards. Currently upgrading
several electronic access control systems to be in compliance with Homeland Security
Presidential Directive – 12 (HSPD 12) and FIPS 201. Provide technical guidance prior to
purchase and installation of access control systems, PACS, IDS, CCTV and perimeter and
interior security for facilities. Conduct site surveys in order to recommend upgrades and
improvements to the security posture. Evaluate completed projects for the installation of CCTV
and physical security access control systems (PACS). Installed several new biometric cipher
locks to replace simple one factor cipher locks throughout the 63D RSC AO. Review and
approve SF86 for submission of investigation request in the Personnel Security Investigation
Program (PSIP). Verify clearance eligibility using JPAS. Indoctrinate personnel in JPAS
requiring access to classified information. Input visit requests into JPAS for classified meetings
and training. Fingerprint personnel on the FD258, SF87 or live scan when needed for initial
background investigations. Maintain an industrial security program for contracted employees
working within the 63D AO. Review and submit SF85 Questionnaire for Public Trust Positions
to the Office of Personnel Management (OPM) for all contractors requiring background
investigations. Make a favorable or unfavorable determination in JPAS based on NACI
investigation results for contractors. Work closely with the contractor Facility Security Officer
(FSO), if position requires secret clearance maintain a copy of the DD 254 in personnel file.
Approve contractors for issuance of a DoD CAC through the RAPIDS ID Card Office. Approve
or disapprove all ARAMP requests for USARC unclassified network access requests. Approve or
deny GFEBS role requests in GRC as the 63D RSC Facility Security Officer. Responsible for
changing combinations on all X-09 combinations for GSA approved containers, SIPR and
COMSEC rooms. Maintain command and control over the SIPRNET Room for safeguarding
secret and confidential material. Train personnel on using the mechanical S&G combination
locks for arms vaults and change the combinations annually or as needed. Review and
disseminate USARC physical security inspections to appropriate units and facilities. Coordinate
Staff Assistance Visits for facility coordinators across the 63D RSC’s seven state region, which
includes an assessment of the physical security concerns and deficiencies requiring funding and
support from the Regional Support Command. Responsible for reviewing and approving a
detailed Physical Security Plan for over 190 US Army Reserve owned facilities annually.
Develop and consistently re-evaluate the 63D RSC Physical Security Plan and Standing
Operating Procedures for key control, arms rooms operations, and access to the SIPRNET.
Selected to be a participant in the US Army Reserve Command “Access Control Working
Group” to discuss and interpret Army regulations for access and key control with an end goal of
developing an Army Reserve policy outlining requirements versus wants for mitigating security
risks. . Maintain the government purchase card (GPC) for the DES and reconcile purchase
monthly with US Bank. Actively use GFEBS for miscellaneous pay (FMZ1) functions and
purchase requisitions (PR) requests.

for Soldiers. Update S2 slides for the Commander’s Update Briefing on clearance percentage
across twelve downtrace units. Selected by the command to conduct battalion and company
