Director of Human Resources
Reporting to the CFO and VP of Financial Affairs, hired to establish, administer and lead a
comprehensive human resource department. Advise superior and President’s Cabinet on HR
issues and strategy. Manage HR operations, benefits, and wellness administrative expense
budgets totaling approximately $3 million.
Direct the work of subordinates including a Payroll and Benefits Manager and HR Specialist.
Direct the development, design, administration and implementation of employee benefits
programs including medical, dental, vision, long-term disability, wellness program, employee
assistance program, worker’s compensation and retirement.
Manage and oversee day-to-day operations of the Human Resources Department including
recruitment and selection, compensation and classification, personnel processing and
recordkeeping, FMLA processing, ADA accommodations, personnel policies, employee
performance management, and employee relations. Work directly with the College’s General
Counsel.
Advise, coach, and counsel supervisors, managers and administrators about personnel practices,
interpretation of policies and regulations, and employee relations issues . Assist in navigating the
college’s policies, procedures and programs. Provide strategic and tactical assistance to address
variety of needs. Attend departmental and divisional meetings as needed.
Manage the College’s employee relations needs including performance management, corrective
action, and intervention. Review employee complaints and conduct investigations / fact findings
as warranted.
Serve on and contribute to the Campus Safety and Environmental Health Committee, Multi-
Ethnic Resource Team (i.e. the College diversity council), Center for Intercultural Development,
and Chemical and Biological Hygiene and Safety Committee. Orchestrate and conduct
management development meetings. Conduct other meetings and address employees and
management as needed. Perform other duties requiring high level of responsibility and
independent judgment
Selected Accomplishments:
Faced multiple initial challenges including the College’s lack of: knowledge of employment law,
legal compliance, effective hiring and pre-screening, cost effective health benefits, management
development, policies and procedures, and integration between human resources and
organizational goals. In addition:
• Established comprehensive human resource department and gained credibility for human
resource functions.
• Established centralized personnel requisition and justification, recruiting, interviewing,
background checks and, new hire and orientation processes.
• Reduced liability by bringing organization into compliance with all applicable employment
laws.
• Wrote and oversaw implementation of comprehensive human resource policy and procedures
manual.
• Evaluated, classified and developed job descriptions for all staff positions in compliance with
the Fair Labor Standards Act and American with Disabilities Act and assisted with this
process for all faculty positions.
• Cut the cost of payroll processing by over $128,000 per year with new outsourced vendor;
and by eliminating paper checks and stubs.
• Initiated and directed the conversion from manual timekeeping to electronic timekeeping
system saving over 2400 labor hours annually.
• Implemented bi-monthly management development meetings.
• Created and edit professional development internal newsletter for supervisors entitled,
Managing Smart.
• Created a Supervisors’ Toolkit to address supervisor’s needs in hiring, orientation, job
evaluation, performance management, corrective action, etc.

• Conducted presentations and training sessions to front-line supervisors, middle managers and
senior managers on various compliance areas and management best practices, such as:
FMLA, FLSA, legal updates, health privacy, ADA, diversity, coaching employees, etc.
• Taught undergraduate course for two years in Introduction to Human Resources.
• Led cross-functional task force teams to provide input concerning overhauling benefits and
establishing wellness program design.
• Directed implementation of overhauled benefits and new plan design.
• Cut health plan administrative fees by approximately $100,000 through the selection of a
new benefits broker, and again by $42,000 through initial participation in ICI Benefits
Collaborative.
• Wrote retirement plan document.
• Conducted research and designed early retirement program to encourage and assist
employees in transitioning to retirement.

• Oversaw implementation of electronic open enrollment and electronic new employee
