Verizon, Sprint and overseas with BT, Australian Telecom, Singtel, and International distributors.
Engineering Manager – Lockheed Martin Enterprise Business Systems
Apr 2011 – May 2012
• Awarded an $8M follow on contract after successfully completing the Site Survey phase portion, to perform the
Engineering Integration and Installation (SSEI&I) of a forklift upgrade to the bases network infrastructure at Mt. Home
AFB, ID Non Classified Internet Protocol Routed Network (NIPRNET) Infrastructure as part of the Combat Information
Transfer System (CITS). Managed numerous subcontractor teams that provided services such as fiber plant, electrical for
closets, AC, closet construction and network engineering services. This was a virtual team located across the country.
• Awarded a $1.9M contract at Avon Park AFR, FL to implement a forklift upgrade of the bases NIPRNET network, and
install 26 miles of fiber optic cable to the ranges. Managed the proposal and after award the implementation.
• Ensured a successful international program deployment go operational. Led completion of a risk management
accreditation document set IAW ISO27001 and accreditation for UK small arms range training system.
• 100% technically compliant proposals through quality checks and attention to detail for all submitted in past 12
months. Compliance with DODAF architecture.

• IT IPT Lead – Lockheed Martin Enterprise Business Systems
Apr 2008 – Apr 2011
• Successfully managed a virtual team of Lockheed Martin, Northrup Grumman, General Dynamics, Raytheon, BAE,
and US Government engineers implement a complex IP V6 distributed integrated development environment in 11 locations
with a budget of $12M for the Joint Tactical Radio Systems System Design (JTRS) contract valued at $780M. This
included the networks, desktops, servers, and application, basically all IT responsibilities. On average each site had 5-14
individuals that I worked with to implement and operate their site.
• Met an FY09 budget challenge by moving out procurements of $719k to FY10 and still maintain schedule through
conductive negotiations, creative scheduling and professional relationships with the government.
• Implemented a Microsoft based SaS with Active directory, DNS, WSUS, global policy updates and security fixes,
ClearCase, ClearQuest, Quality Center, DOORs and Sharepoint services. Some were virtualized with VMWare due to
software limitations operating in a Windows Server 2008 R2.
• Received DoD Defense Information Assurance Connection Approval Process (DIACAP) approval for the JTRS
unclassified and classified networks by managing, coaching and mentoring a team of virtual security professionals.
Provided guidance on the process and procedures required to satisfactorily complete all required items.
Principle Project Engineer – Lockheed Martin Enterprise Information Systems
Dec 2005 – Mar 2008
• Engineered and implemented the classified networks in a new $65M facility, the Lockheed Martin Center for
Innovation in Norfolk, VA. This enabled the company to show case all their new capabilities.
• Lead a virtual team of 4 people to upgrade the GV-NET to IP V6.
• Supported and reviewed the development of numerous proposals in response to government RFPs. Some were valued
up to $9B.
• Requested to be the IT engineering lead support to the Basic Wings Course $2B contract, roll out at RAAF Pearce
Australia and Singapore. The program was 8 months in and had not been able to start up the IT requirements. Successfully
developed and implemented the flying and training systems before the first student arrived. This was a totally inclusive
contract that included all aspects of providing pilot training including procurement of aircraft, simulation, maintenance
facilities and all personnel to perform including flight instructors. IT was a ground up total effort that included the training,
aircraft maintenance and safety systems, simulators, network, servers, email and numerous other capabilities. After initial
surveys, any existing infrastructure (cabling, fiber, and phones) were unavailable to support the operating, so wireless
infrastructure was developed that met both the RAAF Singapore’s Defense Ministry security requirements. A new phone
system was also required.
Global Vision Network (GV-NET™) Architect – Lockheed Martin Corp HQ
July 2001 – Dec 2005
• Received the NOVA award for the concept, design, implementation and support of the Lockheed Martin Global Vision
Network (GV-NET). GV-NET is a DoD approved encrypted Wide Area Network WAN supporting 52 locations around the
world with video, voice and simulation integration activities allowing for distributed research and development, which the
corporate net was not capable of supporting.
• Developed and presented roadmaps to very senior management and received approvals for all phases of the project.
• After the first 2 years of initial implementation and operation, developed and released an RFP for Network Operations
Center to monitor, maintain and provide startup services for the GV-NET.
• Reduced cost and time in program startup and connections to the government through successful negotiation with the
government program offices for both the Defense Research Engineering Network (DREN) and the Defense Infrastructure
Services Network (DISN-LES) resulted in a direct connection to GV-NET. A System of Systems Integration tool.
Senior Network Design Architect – Lockheed Martin Global Telecommunications
May 1999 – June 2001
• Produced an approved design and business case for the next generation LM backbone upgrade.
• Requested numerous times to special project consultation services teams developing and testing complete systems
solutions involving networks, servers, applications, Virtual Private Networking (VPN), and home offices.
Technical Lead – Lockheed Martin Enterprise Information Systems
January 1998 – May 1999
• Eliminated unacceptable downtime and poor performance, which had cost millions in lost productivity while providing
technical guidance and leadership for the Infrastructure 2000 program, a Lockheed Martin Corporate Headquarters forklift
upgrade supporting 5 facilities of over 1500 users in the Washington D.C. area.
• Completed a new state of the art LAN room/Computing facility dramatically reducing risks of unplanned outages,
eliminated numerous safety hazards, provided space for growth and a flexible infrastructure allowing adds/changes/moves
without recabling or power changes.
• Provided 80% drop of nightly pager trouble calls and eliminated approx. 200 weekly customer complaints with the
technical leadership in the design and implementation of a new Metropolitan Campus network at the Corp HQ.
Network Services Manager – Lockheed Martin Goodyear, AZ
July 1996 – January 1998
• Significantly decreased work order count in Goodyear from over 250 to less than 50 and response times from 8 weeks
to 1 week by implementing enhanced desktop services, allowing business units to complete tasks in time and on budget.
• Responsible for management of the network, network administration, desktop software and hardware maintenance
functions supporting 550 employees with over 500 computers consisting of PC’s, MAC’s and Sun workstations at
Goodyear, AZ. Supervised a staff of 7.
• Lead engineer for the LM Wide migration from Novell to NT and that took 22 different email systems, rolling one out
for the entire company. 3rd level SME support for Lockheed Martins’ worldwide network and NT/Exchange infrastructure
with 160,000 seats in over 500 locations worldwide.
Base Network Manager - Luke Air Force Base
February 1995 – July 1996
• Awarded the Federal 100 for Bringing down the prices from $10M to $6M for the design and implementation of a new
base network as compared to quotes provided by government contractors.
• Saved over $1 million negotiating contracts with AT&T to rewire 260 buildings at Luke AFB, AZ with Cat 5 wiring,
and install a fiber optic backbone for the base.
• Supervised five Luke AFB work centers, Network Control Center, Secure Communications, Help Desk, Network
design/implementation, and desktop support. Managed 5 supervisors with a total staff of 24.
• Managed the support of metropolitan infrastructures as large as Luke AFB, AZ with a population of 8,500 personnel
with over 3,800 computers in 240 buildings.
Manager Systems Integration - Westec Communications, Inc.
July 1994- February 1995
• Provided the expertise to integrate the networks with the microwave systems. Assisted in the design and
implementation of wide area networks utilizing microwave, fiber and cable links for large industrial mining sites
• Designed and oversaw the installation of a data/phone system for our new company facility - 100% operational on day
of move in.
• Worked on the design of a statewide long haul microwave network to link 3 mines with their corporate headquarters.
Technical Services and Training Manager - Artisoft Inc.
January 1994-June 1994
• Negotiated new marketing arraignments and sales incentives, eliminated it as a giveaway, and started generating
revenue to offset support costs. Managed the Folio Views technical database product as part of Artisoft’s technical services.
• Increased training sales 400%, eliminated unapproved giveaways, shut down unprofitable training centers, thereby
converting the training group from a liability to a profit center in 3 months.
Systems Development Manager - Nellis Air Force Base
June 1990-December 1993
• Brought the prices down from $11M to $86M for the design and implementation of a new base network as compared
to quotes provided by government contractors
• Designed and implemented the first base network connecting 12 major hubs. One of the first AF Bases to do so.
• Managed, engineered and provided installation oversight for all networks. Managed software projects written in C,
C+, Ada and Pascal. Approved any implementation. Developed and administered a $1.6m budget, also supporting
mainframe operations. Supervised up to 26 people.
