Managed a $150M development effort to re-engineer retired Minuteman
ballistic missiles into flexible and modular sounding rockets, sub-orbital
and orbital vehicles. Managed the design and development of portable
checkout and handling support equipment, integration of new off-the-shelf
guidance systems, to allow for flexible and dynamic logistical support to
launch operations - provides Space Test and Experimentation program office
capability to conduct worldwide operations with multiple vehicle
configurations. Led over 100 engineers and managers in the successful
development testing, and completion of the hardware and software designs
for this complex system while reducing costs by 3% and completing tasks on
schedule. Praised by senior management for flawless execution of the

Launch System -led to highly successful preliminary design review.
Integrated the requirements, planned
the logistics support and resources for 13 suborbital flight tests-seemed
funding for MSLS program.
Instrumental in defending and reinstating program after Congress
zeroed and terminated the program over two consecutive years. Planned and
obtained Congressional approval for facilities modifications to an ICBM
launch facility at Vandenberg AFB. Established facility working groups and
planned logistics for proposed launches. Initiated range documentation at
both Eastern and Western Ranges planning and coordinating all range safety
aspects of the program and hardware.

policies and procedures governing the retired accountable ICBM assets in
accordance with international treaties. Recognized expert in telemetry and
START treaty implementation; the office of the Air Force Chief of Staff
frequently consulted me on telemetry issues while the US. was in
negotiations with foreign countries at Geneva. Flawlessly conducted a
telemetry demonstration for DOD officials, the State Department and foreign
countries. Planned, and documented the logistics support for operational
inspections of the Minuteman motor fleet stored at Camp Navajo, Army Depot,
AZ. Managed program funds, contract activities, and coordinated personnel
for operations.

Lead microwave researcher for the experimental testing in the source
development of the Post-Accelerated Split Cavity Oscillator. Conducted all

instrumentation, programming, diagnostic engineering, electronic trouble
shooting, calibration, testing, and analysis for the development of a
source producing the longest pulse of any Air Force high powered microwave
source and highest energy of any Split Cavity Oscillator.
