Senior HS&E Engineer providing management of EHS environmental programs,
including a complex Title V air permit, waste water treatment and permit
compliance, SPCC, SWPPP, RCRA LQG, EPCRA Tier II, Form R/313 reporting, and
TSCA CDR reporting.
Health & Safety issues managed included Hot Work, Lock, Tag, and Try,
Emergency Response, Chemical Container Management, Excavation, Confined
Space Permitting, Contractor Safety, Machine Guarding, Low Speed Vehicle,
Line Breaking, and Scaffolding Competent Person. Under my tenure, TCIR
rates averaged 0.2 - 0.3.
Key Accomplishments
- Oversight (from purchase of the system to installation and operation) of
a new waste water microfiltration metals treatment plant that is saving the
company up to $400,000 annually.
- Installation and oversight of a new Behavioral Based Safety program
identifying key safety champions and driving cultural change which now
includes awareness levels of key safety components that had not previously
been seen. Resulting incident rates have continued to improve.
- Complete revision of the plant wide preventive maintenance program (PMP)
for all Title V listed equipment (approx. 100 PMs) which involved
cooperation of 6 departments, as well as negotiation of all permit
conditions of a completely comprehensive Title V Renewal and implementation
of several new permit requirements among those same 6 departments.
- Doubling the waste water treatment plant discharge flows (year over
year) by drastically reducing treatment failures, introducing continuous
improvements, finding a faster and better laboratory getting 2 day
turnaround, and ultimately saving the plant approximately $300,000 in
additionally avoided hazardous waste costs annually. Combined waste water
savings to the company: $700,000+ in my tenure.

?ey Responsibilities included PSD Netting Modification and Title V Renewal
to add coal-fired and natural gas boilers to existing PSD Major Title V
Operating Permit while successfully negotiating amenable permit conditions,
performing netting calculations, and building a defensible application and
permit that withstood heavy opposition from The Sierra Club. Also, prepared
Mandatory Greenhouse Gas Reporting Gap Analysis and Monitoring Plan.
GE Energy, Transformer Services Division - Cleveland, OH
Key Responsibilities included performing research for air permitting
determination in over ten states for portable transformer oil thermal
desorption units that that are minor sources with many hazardous air
pollutants and toxic air pollutants, and permitting of the portable
transformer oil thermal desorption units in permit-required states.
Infiltrator Systems, Inc. (ISI), drainage system manufacturer - Winchester,
KY
Key Responsibilities included managing 6 locations for development and
implementation of Storm Water plans in Oregon, Texas, North Carolina,
Florida, and Illinois, and successfully reducing ongoing enforcement case
in Illinois for alleged PSD Major Title V expandable polystyrene bead (EPS)
expansion plant. Transitioned the facility to a Lifetime Operating Permit
(Minor Source), utilizing bottlenecking and empirical testing of the raw
material VOC losses to reduce both overall potential emissions and existing
fine liabilities.
SECOR INTERNATIONAL, INC., (now STANTEC), Indianapolis, IN 2005-2008

Royal Adhesives, Coating Manufacturer - South Bend, IN
Key Responsibilities included development of Miscellaneous Coating
Manufacturing NESHAP (40 CFR 63, Subpart HHHHH) Compliance Plan, which
included a determination for the most appropriate control device for the
plant. Complex calculations and operational data provided to SECOR
determined that a large condenser was the most appropriate. Also assisted
with selecting and recommending the best engineering firm and manufacturer
for the above mentioned condenser. This included oversight regarding
NESHAP-critical design and implementation as well as cost and timeliness to
obtain full operation of the control device and for full compliance with
the NESHAP compliance date.
Bison Manufacturing, Horse Trailer / RV Unit Manufacturer - Milford, IN
Key Responsibilities included 2 years as Onsite Environmental Manager for
horse trailer manufacturing plant managing MSOP Air Permit including onsite
monthly inspections of work practices, emission limits, recordkeeping and
reporting, as well as negotiations with IDEM and OAQ for permit
modifications for paint booth, assembly, metal working, and undercoating
issues. Also, managed RCRA and Waste water and successfully reduced the
site to no longer qualify as a categorical discharger.
