Summary of Skills:

I have over 25 years of experience in Federal Government contracting primarily as a buyer and contract administrator. I have worked with predominantly large and small defense contractors (i.e., Raytheon, General Electric, Lockheed, etc and with varied types of contracts like FFP, Cost and more flexibly priced instruments.

I have performed contract management to assist Federal organizations to interface with commercial organizations, Statement of Work language to breakout work scope and define contract language for the procurement of unique items.

Recent contract workloads dealt with NASA's propulsion testing, construction, instrumentation upgrades for Management and Operating (M & O) contracts situated at Las Cruces’ White Sands Test Facility (WSTF). My principle duties were to coordinate with the NASA Contracting Director, 2 Contracting Officers and various other procurement personnel to facilitate contract awards and resolve administrative procurement issues. I interfaced with Contractor personnel to negotiate terms and conditions, and settle prices and/or consideration for changes to contracts.

I have worked extensively with Project Managers, Financial Officers, Manufacturing personnel and Acquisition individuals both in the Private and Federal sector. My work has entailed the compliance to contract requirements and ultimately to structure and formalize agreements.

I have performed Acquisition Planning Services to prepare the Statement of Work (SOW) or Performance Work Statements (PWS) and other terms and conditions for new or follow-on acquisitions. These efforts involved coordinating functional specialists to review, edit and provide constructive changes to the existing SOW. This effort served to provide improved language to the SOW and recommend better controls to insure adherence to schedule, delivery and compliance with critical requirements.

I have served as a Contracting Officer while employed at DoD and moved to direct and/or advise various field offices as a “Performance Advisor". The latter position charged me with providing contract training; mentoring and trouble shooting unique contracting problems affecting acquisition field office workloads.

I have experience with negotiations performing desk pricing, profit calculations, and database management of workload for data reporting requirements. This experience was mainly for highly complex systems related to Satellite communications, missile defense (fixed air wing), and naval engine and defense weaponry. Completion of these actions required coordinated communication with engineering technical requirements personnel and development of financial terms and conditions for "Performance Based" contractual instruments.

I have managed contracting teams consisting of procurement, quality assurance, engineering, production, and other type of specializations in order to maximize effective contract performance results.

This position was not extended (i.e., option was not exercised), at the time of acceptance of my current position.
