Detailed knowledge and experience in Logistics, Project Management, various system

sustainment, including modification, from Military, Government, and Civilian sectors,

has made me an indispensable resource in Target Counter-Measure Program (TCP).

Twenty years’ experience in the USAF as a Computer/Crypto/Telecommunications

Technician, and Logistics back ground, enhanced with 16 years as a government

contractor on programs such as MILSTAR/MILSATCOM, Upgrade Early Warning

Radar UEWR, Ka-STARS, RAIDERS, GPS, and NORAD SPDACC system to name a

few. Through this opportunity I was able to obtain vast skills and knowledge pertaining

to Logistics Management Information (LMI) systems and programs. This entails

provisioning experience using Mil-STD-1388-2B, MIL-PRF-49506, MIL-Spec and

DIDs, EAGLE and PowerLog-J. Over the years, maintained excellent computer and

communication skills with MS Office suite, MS Project, PMR presentations, DLA

Programs, and technical writing. Taking pride in quickly come up to speed on new

systems to become a contributing member of project teams.

Because of having a vast logistical background, assigned as a Multi Task Logistician for

Targets Counter Measure Program (TCP) in the Denver area covering all aspects in

support of Kwajalein Test, Sustainment, and Mission. Chair the Maintenance and

Transportation meetings when leads are unable to attend.

This included accomplishing the duties of the Lead Maintenance, Transportation, and

Property Control Logisticians, without training, instructions, with little or no guidance.

Due to mission requirements all three leads get deployed at various times or all at once.

Other logistical task included providing logistical guidance to engineering departments in

support of the TCP to by reviewing drawings and procedures for Packaging, Handling, Storage,

and Transportability (PHS&T). As a newly hired sub-contractor in February 2011 was put in a

high visibility situation in obtaining two Digital Scanners needed at Kwajalein short notice.

Along with other logistics tasks, took on the responsibilities during team deployments of

initiating, submitting, and tracking shipped items via the Systems Applications Program (SAP).

This also entails coordinating all aspects of ATI movement of items, to include Missile Defense

Agency (MDA) approval, proper handling of Hazardous items, PHS&T. Also took on the task

and responsibilities for processing calibrated assets for Metrology in TEAMS, and ATS

movement.

Instrumental in implementing management direction in the new consumables/assets

procurement process by creating a tracking system and tying together information from

two massive Lockheed Martin data bases, the SUN Material Request (MR-Form) and the System

Applications Program (SAP). Also picked up other duties significantly improved the process of

approving proprietary Hazardous items for shipment to Kwajalein. Maintain control and

coordinated the entire procurement process from MR creation, submittal, approval, PR

assignment, PO release, buyer assignment, vendor selection if needed, and goods received

verification. Update the Master Order Spreadsheet to inform Management, Team Leads, and

Customers on status.

Voluntarily took the tasks of keeping TCP Delivery Order’s (DO) 23/25, in compliance

with the International Traffic Arms Regulation (ITAR). This also included all item

shipments, or hand carried assets to the Kwajalein Islands from Denver. Significantly

improved and streamline the processes for hand carried components to a foreign county. This

entailed detailed knowledge of Arms Export Control Act (AECA) 22 U.S.C. 2751-2794, and

(ITAR) 22 C.F.R. 120-130. Due to prior experience, appointed as the Property Coordinator for

the Denver Colorado in support of the TCP contract, managing about 400 line items. Conducted

a complete physical inventory of all assets transferred over as POC and assets manager. Selected

as Logistics Risk POC and Lead for TCP. This entails supporting and voting on issues for the

MBRV-5, 7, and 8 Risk and Opportunity Working Group, LMUK Weekly Quality Risk

Opportunity, and the Weekly Systems Engineering Risk and Opportunity Working Group.

Detailed knowledge and experience in Logistics, Project Management, various system

Peterson Air Force Base

Performing project management tasks and Equipment Specialist duties associated with all

logistical elements for the Air Force Command Post Terminal (AFCPT), Time

Distribution Preprocessor (TDSPP), and the Milstar Messaging Application (MMA).

Technical Content Manager (TCM) for AFCPT, TDSPP, and MMA. As the Technical

Content Manager (TCM), supervised all technical order manual updates, changes, and

implementations. Responsible for validating and verifying all Computer Program Index

Number (CPIN) software releases through the ACPINS Program. Action Point for all

Engineering Review Board (ERB) and Integrated Product Improvement (IPT) processes.

Managed and coordinated all aspects of new hardware re-host implementations through

manufactures, Defense Logistics Agency (DLA), and final site deliveries. Totally

responsible for the writing of the Time Compliance Technical Orders (TCTO) procedures for the

Milstar community to install and implement modifications to the Milstar systems for hardware,

software CPIN use and work-arounds.

October 2005 - September 2008 Logistics Engineering/Project Management

Performed logistic support tasks for the Upgrade Early Warning Radar (UEWR)

including elements associated with the transition of logistics and sustainment

responsibilities for the project. This entailed provided inputs and analysis to complete the

Supportability Analysis Report (SAR) via the use of Defense Logistic Information

Service (DLIS), Defense Automatic Addressing System Center (DAASC), Electronic

Mall (EMALL), and WebLINK.

Obtained the opportunity worked on a wide range of logistical matters to include

deliverables according to the Statement of Work (SOW) pertaining to the Ka-STAR

system. Tasks performance includes: inputs for the Initial Spares Listing (ILS), Mission

Essential Items (MEI) analysis and provisioning.

Obtained experience during the opportunity to performed project management duties on

the sustainment part of the support program. Duties included updating schedules and

ETCs in MS Project, presenting briefings at PMRs, Variances, Cost Account

Maintenance (CAM) and performing logistics work on this project. Attended several

project management classes given by ITT. As a Computer Systems Project Coordinator,

established rapport with a multitude of agencies to organize all actions required to accomplish

system upgrades and equipment installation in support of the

Communications Center. During this time also Co-authored the Critical Design Review

(CDR) for the RAIDRS project.

October 1996 – April 2005 Staff Analyst AR I NC

Performed multiple logistical tasks involving reliability, maintainability, sustainment,

document control, and technical solutions. This was a accomplished during contract

work for the Global Positioning System (GPS) system and Cheyenne Mountain Upgrade

(CMU).

This consisted of continuously provided logistical inputs pertaining to the sustainment of

the GPS system. During this time, took the lead and initiative in establishing the current

Reliability & Maintainability Information System (REMIS) for the GPS system. Having

no one with knowledgeable on the use of REMIS, took on the initiative to trained

government and contracted employees on the use of the system-still in use today. Used

the REMIS system to load and push through TCTO actions throughout the GPS system

for proper initiation, tracking, and completion of TCTO’s. During this period corrected

long neglected Work Unit Codes (WUC) and descriptions in the REMIS system enabling

proper accountability of reliability and maintenances information data.

Having vast experience in the computer/electronic field, was able to make easy work of

conducting Integrated Logistics Support (ILS) tasks pertaining to Equipment Specialist

and Project Lead functions in support of the GPS Operational Control Segment (OCS)

AN/FSQ-141. This entailed T.O.’s, drawings, maintenance, and reliability,

maintainability, technical, transportation, and sustainment issue for support. Reviewed all

changes submitted to T.O.’s, drawings and Commercial Off –The-Shelf (COTS) manuals

assuring compliance throughout the systems library.

Completed tasks directed in the government Contract Data Requirements Lists (CDRL)

and SOW by submit Technical Order changes for the GPS systems, via AFTO 22, AFTO 27,

AFMC 252, AFMC 873, and TCTOs. This also includes the use and clear

understanding of technical manuals and regulations such as: AFMCM21-1, MIL-PRF-

38804C, and MIL-HDBK-1221 in assistance for the Technical Order Managing Agency

(TOMA) to complete the work Voluntarily took on the responsibility to assist in the correction

and improvements in maintenance procedures on various components and system assemblies.

This entailed extensive research on reliability of obsolete and possible replacement components

for the system.

This included detailed analysis and component replacement scenarios covering

maintainability issues for the Lowest Replaceable Unit (LRU) and critical items. To

cover all aspects pertaining this task, worked closely with engineers to provide the best

technical solutions to system or component problems. In order for other to understand

what was being accomplished, translated complicated information from engineering

sources to be incorporated into technical manuals.

Counted on to provide valuable information for system sustainment for budgeting,

Program Objective Memorandum (POM), and contract development. This entailed

review and analyze communication systems design for life cycle sustainment, by

formulating the best supportability plans for the fielded weapon systems.

During this time, proudly becoming one of the main points of contact, in proposing

technical solutions for the Cheyenne Mountain Upgrade (CMU) program subsystems.

This effort enabled to ensure military standard compliance and adequate maintenance

documentation of Cheyenne Mountain Complex (CMC) systems. This included:

Command Center Processing, Display System Replacement (CCPDS-R) Common,

CCPDS-R Processing and Display Subsystem (PDS), Communications Segment System

Replacement (CSSR), Granite Sentry Control Communications System (CCS), Granite Sentry

Video Distribution System (VDS), Survivable Secure Information System (SCIS), and Space

Defense Operations Center (SPADOC). Co-authored Fault Analysis Report (November 1996)

and Technical Document Evaluation Report (March 1997) for the Cheyenne Mountain Complex

(CMC) GenRad 1792D ATE study.
