Mongolia: Design Build Rail Road 225 KM CWR rail way. This project is from

the inception to construction completion inclusive of two years of

maintenance post construction.

FEED to detailed design and construction. Geotechnical and topographical

surveys, environmental impact study, O&M strategy, spec rolling stock,

civil works, signaling and communication, Electrical works, maintenance

facilities, bridges prepare all spec for approval, BOQs and safety plans.

Staffing, budget, scheduling and site prep. Iraq; Power Plant and

distribution network at 4 sites inclusive of generators, poles and overhead

lines, transformers and distribution: 60 Generators all working in unison,

100,000 meters of cable, 600 HV connections, 2500 LV connections 1,000,000

liters of fuel storage, 30+ HV substations, 2 kilometers of pipe work. The

largest single point of prime power in Iraq in a 100MW - 3100amp supply.

Responsible for all daily construction activity on all sites, client

liaison, budget and design co- ordination, procurement, Safety and

Security, co-ordinate all activities from FEED to turnover, CONUS and

OCONUS on four strategic sites for the US Army. Responsible for

preparation of reports for the company President. Oversee Manpower staffing

of American and TCNs 145 total employees.

Cooperative Threat Reduction (CTR) Russia and the Former Soviet Union.

Manage proposal development, engineering, procurement and construction for

CTR projects to dismantle former Soviet Union ICBM infrastructure, FISIL

material storage and physical security Biological and Chemical Facility

demolition in Russia and the FSU. Responsibilities include management of

cost and schedule, change management and contract administration, liaison

and coordination with US Government, Russian Ministries and Contractors on

tax and customs and permitting requirements. Manages the Moscow and Ukraine

Heavy Rail system Construction and Engineering in the FSU. Oversee the

technical design and construction of the rail systems taking into

consideration the hazardous materials, fuels etc to move ICBM missiles from

the silo sites to the elimination facility all over the FSU. Taking into

consideration environmental impact safety and security, climate changes

from extreme cold of Siberia to the summer heat in Kiev and Moscow.

Extensive civil works in support of the rail system roads and bridges. I

worked with the Russian and Ukraine MOD, US Government DOD, and Ministry of

Rails and Transportation in Russia and the Ukraine to resolve all issues

concerning design and safety and tariffs and schedules

Sept 1997 - Dec 1999 Bechtel / USAID Bosnia, Croatia, Macedonia

Senior Project Manager for Manage the Tuzla construction office involved in

a large number of Municipal Infrastructure projects for the reconstruction

of Bosnia. Design, construction/construction management, contract

administration, procurement, feasibility studies, monitor and develop

budgets and schedules, advise/liaison with the United States Government and

Bosnian Government at all levels.

Heavy Rail / Light Rail in Croatia, Bosnia Herzegovina, and Macedonia.

Design oversight and construction of new and refurbished rail in support of

NATO troops for equipment supply and transportation and people movement.

Later to be turned over to the respective Countries after the war. The

systems crisscrossed each country and finally joined all three countries

after the war.

Municipal Water Supplies. inclusive of primary and secondary networks,

hydrants, storage reservoirs, sewage systems and water treatment plants,

hot water piping for municipal heating, storm drainage system

rehabilitated. Completed 8 projects with a budget of $45,648,127 over

1,250,000 beneficiaries.

Electrical grid: The electrical system inclusive of numerous substations

110/35/10kV, overhead lines, distribution to housing complexes,

rehabilitation of many 35/10kV substations, repair or replacement of High

and Low voltage supplies and street lighting. Completed 27 projects with a

budget of $33,437,701 with over 750,000 beneficiaries.

Transportation: Projects included bridges rehabilitated and replaced roads

repaired and upgraded. Completed 12 projects with a numerous humanitarian

facilities, electrical distribution, transportation and water projects.

Completed 306 projects with a budget of $48,798,568 over 2,750,000

beneficiaries.

Jan 1991 - Dec 1999 Bechtel / UNITED NATIONS UNPROFOR / SFOR: ANGOLA,

BOSNIA, CROATIA, IRAQ, MACEDONIA, RUSSIA, YUGOSLAVIA

Senior Project Manager

Responsible for the management of a large number of contracts in the

mission area for engineering, construction, maintenance, facility

refurbishment and contract administration from the design and procurement

through the construction completion of all projects. Managed the daily

activities of the office staff, direct a team of engineers in the

production of tender documents, identify suitable contractors and monitor

their overall performance. Supervise contractors to assure schedules,

budgets and QA/QC standards are maintained, plan upgrades and prepared

budget submissions for facilities in conjunction with other team members,

advise on contractual obligations including legal aspects and act as

liaison between user and Government Managed a staff of18 direct reports,

90-second level and 450 third level reports. Total staff exceeded 1,800.

Heavy Rail in Croatia, Bosnia Herzegovina, and Macedonia. Design oversight

and construction of new and refurbished rail in support of NATO troops for

equipment supply and transportation. Civil works and bridges engineered and

constructed to support the rail infrastructure.

Airports: Zagreb, Tuzla, and Sarajevo, consisted of enlarging the existing

and war-damaged runways, primary highways and secondary roads, 35 miles of

4 lane access and 10 miles of secondary roads. Terminals were remodeled and

newly constructed to handle the increase in traffic for both military and

civilian use. The entire infrastructure, electric, water, HVAC, safety,

security and updated technology to handle baggage and people needs on both

land side and airside.

Civil engineering and construction of landing fields and support road and

bridges continues with 750 miles of primary roads and 280 miles of

secondary roads completed to date. The upgrading of existing lighting,

distributed control and monitoring of airport integration of all functions

of facilities through ATMs, to a centralized unit for video, voice,

communications, computers, infrastructure gas detection, transmitters

VHF/UHF, support facilities, radar, weather, navigation equipment, tarmac

including site work, structural, electrical, mechanical and finish out.

Heavy civil: Roads, bridges, highways in the Russian Federation and

separated states have been installed. 125 miles of hard stand in Russia

and 430 miles in the breakaway republics of the former Soviet Union.

Constructed 750 miles of primary roads and 250 miles of secondary roads in

the Former Yugoslavia.

Communication links of fiber optic, coaxial and wireless systems have been

installed to tie together a centralized monitoring of telephones,

computers, fax lines and maintenance programs. Safety and security

monitored from the ATM for fire, police, and national security and customs.

Daily operations communication tools for airport decisions concerning time

adjustments that effect the total day-to-day operations of an airport.

Monitoring and reporting of infrastructure, airfield buildings terminals

and support structures, roads, lighting, energy efficiency, water

consumption, lift stations, gas detection devices, baggage area and people

movers. Specialized equipment and facilities, measuring equipment, distance

inner/middle marker facilities, VHF glide path, radio, range and distance.

Transmitters VHF and UHF, AMS, and VCCS. Navigation air traffic monitoring

and communication, radar ASR/SSR, ASDE, weather, AWOS. Civil, electrical,

instrumentation and finish out. Preparation of turn over documentation,

test reports and as-built drawings, advice and consult with client as

needed.

Telecommunications networks: Satellite links were established for wireless

communications for the entire theater of operations. This involved numerous

repeater stations switching stations and CPUs to be installed over a wide

area of operations. This allowed the integration of updated telephone and

wireless communication links vital to the project. Conventional switching

stations, fiber optic LAN systems were installed to bring together the

computer networks for logistics, engineering and administrative functions.

Power plants: From the source nuclear plants in Slovenia a connection to

the Croatian grid was established. Numerous switching stations,

substations, transformers and sub grids were established to restore

electrical service to over 85% of the area affected.

Water treatment: Water treatment and wastewater plants including pumping

stations lift stations and treatment process plants in Croatia and Bosnia

Herzegovina.

Commercial Structures: Schools, high-rise office buildings, high-rise

living quarters, retail stores and recreational facilities, transportation

and maintenance/storage facilities.

Housing: 135 housing camps established for displaced persons.

Accommodations for 25 family units to 5,000 family units were built from

prefabricated kits. Sanitation, food distribution, medical facilities,

electrical, water and infrastructure in each camp was established.

Clean rooms: IV Solution Facilities 100-100,000 Class 4 lines (3 bag and 1

bottle line). One automatic fill sterilization and clean fill area with

over wrap, seal and distribution. One semiautomatic fill line sterilization

and one manual line for injectables. Bottle washer automatic sterilizer,

fill and caper, 3 lab units to monitor contamination of solution,

environment and air purification for microbial, air change monitoring

system, pyrogenic water systems, reverse osmosis and wash down areas at the

RAMS unit in Moscow.

Hospitals: 18 central MASH units established with 5 major surgical centers,

9 hospitals, and 22 clinics were established or reopened after extensive

repairs. A major cardiovascular surgical center RAMS will be completed in

the Russian Federation a 200 million dollar complex consisting of 400 beds,

32 Ors and ICUs along with diagnostic center with labs, Civilian, NATO and

UN facilities.

Responsible for directing plant operations and maintenance for a major

hospital including power plant, mechanical,electrical maintenance, water

$20,000,000 and directed the activities of 76 direct-report personnel.

Monitored alarm / remote sensing systems for life safety, security, HVAC,

medical gases and building operations. Engineered and managed a

$150,000,000 addition to the hospital.
