Harris Public Safety and Professional Communications - Leading supplier of
RF Communication systems and equipment for public safety, federal, utility,
commercial and transportation markets.
Sr. Subcontracts Manager
Lead role in Subcontract Management responsible for all aspects
contract development including RFP Process, Negotiations, Subcontract
management and the advancement of the Subcontracts Department within the
Supply Management Organization. Types of contracts include Subcontract
Agreements, Teaming Agreements, License Agreements, CDA's, Escrow, etc.
Recipient of Superior Achievement Award and President's Trophy for
successfully negotiating agreements with all the third party partners,
enabling Harris to be awarded the Government of Alberta First Responders
Radio Communications System (AFFRCS), a $300 million dollar project.
International Business Machines (IBM), RTP, NC 1983 - 2009
Bid Team Lead (2005 - 2009)
Part of Customer Solutions Procurement (CSP) department, supporting IBM
Global Services (IGS) Strategic Outsourcing (SO) and Managed Business
Process Services (MBPS) new business engagements. Lead the cognizant
members of the global procurement team in the multi-function tasks
necessary to support a proposed solution (IT Infrastructure Mainframe,
Midrange, Helpdesk, Software, HR Services, etc.). Tasks include 1) Source
Selection; 2) Letters of Agency; 3) Letters of Consent; 4) Due Diligence;
5) Terms and Conditions; and, 6) Pricing exercises.
Senior Software Licensing Representative (RTP, NC) (1995 - 2005)
Supported IBM Personal Computer Division's (PCD) Mobile, Desktop, and
Server Brands as part of the Custom Software Licensing organization. Job
duties consisted of negotiating various types of agreements including
Software Licenses, Marketing Alliances, Affinity, Promotional, Teaming
Agreements, etc.
Contract Negotiations Manager (Portsmouth, England) (1992 - 1995)
IBM Federal Systems Division (FSD) Aerospace Systems Integration
Corporation (ASIC). Selected for this International assignment to support
IBM's Royal Navy EH-101 Merlin Helicopter Programme Team and appointed to
manage a Negotiation Team up to 7 people (4-US Expatriates, 3-British).
IBM's prime contract with the Ministry of Defense (MOD) was to design,
develop, system integrate, prototype (4) and manufacture 44 ASW aircrafts.
Had primary contractual management for the platform's Mission Avionics
Suite (MAS) of equipment which included Sonar, Communications, Navigation,
System Management, and Radar. (*IBM FSD Sold to Loral Corp. 1994 and I
rejoined IBM in 1995)
Senior Contracts Negotiator (Team Lead) (1984 - 1992)
IBM Federal Systems Division (FSD). Interpreted RFP, RFI, BAA, BOA terms
and conditions, SOW, and Technical Requirements; Developed risk assessment
and guidance with Government management and Project Team; Interfaced
(primary lead) with Government Agencies during the Fact Find process;
Negotiated Teaming Agreements, Confidentiality Agreements, Non-Disclosure,
Letter Contracts; Lead Negotiation Team in finalizing satisfactory terms
and conditions as well as price; and, Lead Team up to 6 Contract
Negotiators for workload allocation, training, and professional guidance.
Senior Subcontract Administrator (Team Lead) (1983 - 1984)
IBM FSD. Performed source selection, negotiations, fact find, vendor
surveys, and contract administration in the Operational Subcontracts
Department.
