documented and progressive experience in Addiction Services with various populations and
modalities including patients with co-occurring disorders. I am also adept in staff training and

My particular strengths are in taking on and effectively revitalizing programs or departments and
improving compliance and outcomes. I am familiar with CARF service standards, OASAS all Parts,
particularly Parts 819 and Parts 822 regulations, and am capable of translating these into practice in
maintaining audit-readiness in preparation for program reviews.
In my clinical and supervisory practice I utilize the principles of Reality Therapy, Motivational
Interviewing, Trans-Theoretical Model of Change and Cognitive Behavioral Therapy. Further, I have

another position at St. Johns Riverside on 2/4/13; that position didn’t work out and I was let go on 3/20/13.
• 5/11- 4/12: Clinical Director/Arms Acres Bronx Outpatient Program.
Directed, managed and coordinated daily clinical operations of OASAS Part 822-Outpatient Chemical
Dependency program servicing primarily forensic and other mandated clients. Provided clinical and
administrative supervision, education and t raining to Mul ti-disciplinary Team. Monitor compliance with
OASAS Part 822 regulatory and contractual mandates within new APG Billing Structure and monitor
budget. Developed and facilitated in-service t raining to develop and improve staff performance, services,

• 6/07 –7/10: Senior Director of Out-Patient Services; Phoenix Houses of New York
A. Provided leadership in restructur ing and revitalizing OASAS Part 822-Outpatient Unit
comprised of several programs in NYC and Long Island leading to significant increases in productivity,
quality and compliance. This effort led to i mproved coordination of care continuum with OASAS 819
Community Residence and helped to secure t wo three-year operating licenses in NYC and a two-year
l icense in the Bronx; replacing a six-month provisional license already in place when I arr ived. Led Multi-
Disciplinary Team (MDT) through team building, t raining and supervision, in implementing clinical
p rogramming and relevant clinical documentation, enhancing the overall quality of care. Also developed
and implemented systems for monitoring regulatory compliance in meeting CARF and OASAS/IPMES
s tandards and requirements within budgetary parameters and oversaw t imely reporting to all referents
i ncluding HRA/STARS.
B. Between September 2007 and November 2008, completely restructured and revitalized the Admissions
and Outreach Department leading to 95% adult occupancy rate throughout the summer and fall of 2008 and
implemented Quality Assurance best practices for screening and referrals. This department has maintained and
improved overall functioning as a result of this restructuring. Led team in enhancing and maximizing positioning
and market share potential by coordinating and supervising community and special target outreach and
marketing presentations to establish, re-establish, maintain and generate new referral bases.

• 3/03-3/05: Associate D i rector of Hospitals/Queens Hospital Center.
Led the revitalization of Ryan White H arm Reduction Outpatient Program i ncreasing census by 150
percent in a nine-month period while overseeing daily programmatic operations. Supervised QHP staff in
t he delivery of group and individual Harm Reduction and clinical interventions for current substance
abusers targeting high r isk behaviors; integrated patients into full spectrum of services leading to
s tabilization of medical r isk factors and revenue to other hospital-based units. Monitored M HRA contract,
administrative and budgetary compliance, generated monthly statistical reports. Coordinated and
facilitated ongoing in-service t raining and staff development for the Chemical Dependency Unit of the
Department of Psychiat ry comprised of five separate programs and modalities, and provided supervisory
assistance to detox unit ( OASAS Part 816) and Outpatient program (OASAS Part 822) and Co-chaired
t he CQI/QA Commit tee for the Department of Psychiatry.

Facilitated community leadership and advocacy groups in the coordination of H IV/AIDS services in East
H arlem, coordinated and facilitated collaborative monthly network meetings, t raining and educational
seminars, developed teams to identify and prioritize community health needs through data gathering and
analysis. Developed and facilitated implementation of community action and service coordination plans
comprising Substance Abuse services, Harm Reduction, H IV testing, community health education
activities and events, e.g. perennial Community Forums, Hoops for Fun, Case Management Training, Bi-
lingual AIDS Education and initiated the annual East Harlem AIDS Walk. Oversaw and monitored
p rogrammatic and budgetary operations, developed advocacy liaisons with elected officials at the local,
city, state and federal level (several citations received).
• 2/94-10/98: Harlem United Community AIDS Center /ADHC – NYC, NY
Director of Admissions / Adult Day Health Care Center (ADHC). This center was in jeopardy of being
discontinued prior to my assignment. We completely restructured and expanded the Screening, Admissions and
Outreach department and supervised Outreach Team in engaging consumers. I developed and implemented in-
service training to keep staff abreast of HIV/AIDS treatment developments and regulatory requirements essential
to meeting contractual mandates. I assisted in oversight of the ADHC, developed an agency-specific Harm
Reduction protocol and substance abuse/chemical dependency treatment milieu.
Senior Substance Abuse and Mental Health Counselor/Scatter Site Housing Program (SSHP).
Primarily responsible for providing individual and group supervision to program counselors, case managers,
facilitated case conferences and conducted ongoing in-service training for agency staff in Substance Abuse and
Harm Reduction interventions. I oversaw coordination of substance abuse and mental health interventions for
Scattered Site Housing clients living with HIV/AIDS and their families and initiated groups and targeted services

for Spanish-speaking clients; this improved overall advocacy for all clients. I maintained a fluid caseload of
clients in need of intensive substance abuse intervention services; these were transferred to me for interventions
then transferred back as clinically appropriate.
• 8/92 -2/94: South Bronx Mental Health Council - BRONX N.Y.
Alcoholism/Substance Abuse Counselor: Responsibilities included oversight of pre-screenings, crisis
intervention referrals, and assessment of clients for admission into Out-Patient Alcoholism Clinic. I
performed diligently as a counselor and case manager in the preparation of psychosocial histories, and
development of comprehensive treatment plans. Facilitated alcohol education, relapse prevention, and
orientation groups; completed internship needed for Credentialed Alcoholism Counselor (CAC).
• 02/91- 8/92: Project Renewal. Substance Abuse Counselor/ Legal Liaison
I nstrumental in the conversion of a city shelter for men into a six-to-nine month specialized program for
homeless substance abusers providing individual and group counseling. I assisted in the development of
an Alternative to Incarceration component by establishing linkages with courts, parole and probation;
p repared legal documents and progress reports for court cases and t reatment mandate dispositions.
