I was responsible for day-to-day operations of safety program at Revel Resort. The resort is a 6.2 million square foot facility covering 20 acres. It encompasses a 48-story hotel tower, a 10 story parking deck that can handle 7,500 vehicles, a casino that is over 150,000 square feet and a theater that will seat 5,000. My responsibilities included fire safety and the operation of the Fire Command Center, occupational safety and emergency preparedness. I was responsible for interviewing and hiring all the Fire Command Center and safety personnel for the resort.

I was also tasked with writing the company’s safety manual, and developing all necessary policies and procedures required to meet OSHA and New Jersey laws and also the Emergency Operations Plan. I was also responsible for identifying and purchasing all necessary first aid, CPR and safety supplies and equipment for the facility. I also established contracts with all vendors and contractors for required work throughout the facility including fire protection systems and provided safety briefing to those

contractors as required.

This position was eliminated after the company went through a reorganization and bankruptcy after Hurricane Sandy due to financial losses.

Fire Protection Engineer

As a subcontractor Fire Protection Engineer with SRNS at the DOE Savannah River Site SRS) I provided fire protection technical support for the SRS Fire Protection Program and operating facilities on site. I worked at the direction of a Technical Lead Engineer in the Fire Protection Services Group. My duties included providing technical direction and guidance in the development and implementation of the Fire Protection Program to include Fire Protection Assessments (FPA) and walk-downs on SRS facilities as required.

Specific projects which I completed included developing Lines of Inquiry based upon a specific occupancy classes, the site Fire Department, and support programs. I rewrote the “Fire Safety Training Program for Fire Protection Coordinators” and wrote new training programs on Building Separation Requirements of NFPA 80A & DOE Std 1088-95” and “Conducting Transient Combustible Inspections in F/H Lab Complex.” Also assisted in developing criteria to justify replacement of aging fire protection vehicle fleet at

DoE Savannah River Site.

My contract with SRNS through ACTS was not renewed due to budget problems encountered by Savannah River Nuclear Solutions, the lead O&M contractor.

From May of 2003 through approximately March of 2004, I assisted the Safety Manager with the planning, administration, promotion, and enforcement of a comprehensive safety program to ensure a safe and healthy working environment. We strove to ensure the corporation’s compliance with the Occupational Safety and Health Act (OSHA), as well as all other applicable federal, state, and local regulations.

From March 2004 through January of 2005, I served as the interim safety manager during my superior’s absence due to a terminal illness. I supervised

the inspection of facilities to detect existing or potential fire, accident, and health hazards, initiating corrective measures when required. I ensured

investigation of fires, work-related accidents, and injuries were conducted. I informed management on safety matters and conducted safety conferences, as

needed. I prepared cost analysis for management on safety department expenses, including travel expenses, salaries, and over-time. I served as chairperson for the Center’s Safety Committee and also swerved as Range Safety Officer at the Military Training in Urban Terrain (MOUT) training site as needed.

Participated as an Exercise Evaluator in Department of Homeland Security’s TOPOFF 3 Exercise at various locations throughout the State of New Jersey.

This position was eliminated when EAI Corp. was sold to SAIC, a larger government contractor.

Fire Safety Officer

I provided university departments with general recommendations and guidance for improving fire safety standards. I offered advice regarding the resolution of non-structural violations, as appropriate. I inspected university equipment related to fire alarms and sprinkler systems. I met with members of the university architects’ office to discuss recognized problems and concerns. I provided technical guidance to university

I developed and taught programs on dormitory fire safety for resident assistants, and programs on laboratory fire safety for laboratory assistants.

I conducted meetings with new college dormitory residents to discuss fire safety in their new living environment.

My position at UGA was eliminated after the Governor of Georgia ordered mandatory budget cuts for all state agencies.

Industrial Safety Consultant/Safety Trainer

As a safety consultant and trainer, I met with clients at their facilities where I conducted safety audits of their day-to-day operations to ensure compliance with the federal Occupational Safety and Health Act (OSHA). Upon completion of the audit, I prepared formal written reports for the clients, wherein I identified problems and suggested possible corrective actions. These clients included several industrial companies who used chemicals listed on the EPA Tier II list and who requested that I look at their plant’s chemical safety program and provide recommendations on safeguarding those chemicals from possible theft, tampering or uncontrolled release, by outside parties.

I met with members of the company’s staff to discuss problems and issues as they arose. I provided technical guidance on OSHA standards pertaining

to a specific client’s needs and/or problems. I promoted safety through direct interaction with the client’s employees regarding the importance of safe work habits. I instructed and assisted the client’s employees in identifying work place hazards and solicited input in creating a safer work environment. I recommended policies and procedures designed to prevent injuries or accidents and assured compliance with governmental statutes.

I analyzed, developed, and presented safety training programs for clients based upon assessment needs and client’s requests in many of the OSHA

Standards including, but not limited to: Respiratory Protection; Control of Hazardous Energy (Lockout-Tagout); Confined Space Entry; Confined Space Rescue; Incident Command; DOT Hazardous Materials Shipping Regulations; Hazardous Waste Operations and Emergency Response (HAZWOPER) and OSHA 10 & 30 hour General Industry Standards. I was also called upon continuously to provide technical guidance to clients in the proper types of personal protective equipment that was certified for use by industry under the standards. This position was cut to part-time due to lack of business when our clients cancelled some of their contracts after the terrorist attacks on 9/11.

Training Officer/Radiological Officer/Hazardous Materials Technician (Volunteer)

ERIE COUNTY HAZARDOUS MATERIALS RESPONSE TEAM

I served as a working supervisor for a team of Hazardous Material Technicians. We responded to and controlled or mitigated hazardous materials

spills and accidents around Erie County, Pennsylvania. My duties included scheduling projects, assigning work to others, reviewing the work of others,

and training personnel. I ensured adequate supplies were available to complete various jobs and requisitioned equipment to address unplanned events

and/or emergencies. I coordinated activities with contractors on jobs which required the assistance of persons outside the response team.

As a team officer I was called upon at various times to function in command staff positions including Incident Commander, Operations Officer and

Planning Officer. This included an anthrax scare at Mercyhurst College in Erie, PA on October 31, 2001. The incident involved an envelope with white

powder that was spilled in the Admissions office and which ultimately led to the mass decontamination and testing of over 400 student,staff and faculty.

As training officer for the team, I analyzed, developed, organized, and implemented training programs. I coordinated with both the Chief and Deputy

Chief of the response team to ensure my training activities complied with federal and state laws, rules, and regulations. I evaluated departmental training operations, recommending improvements and modifications, and prepared various reports on operations and activities. I was also responsible for instructing team members in the proper use, wear and testing of all levels of personal protective equipment (PPE) to include various Level A, B and C protective clothing. I assisted the Chief in preparing the training budget, implementing the budget, and forecasting the need for additional funding. I maintained a variety of records of all training activities and operations. I scheduled and coordinated training with local volunteer fire departments, their personnel, and other outside governmental agencies.

As Lead Radiological Officer, I helped the county emergency management director ensure our plans for radiological response were adequate and in

compliance with state and federal guidelines. I maintained state certification as a Radiological Officer, as required by the Pennsylvania Emergency Management Agency. I ensured all required training was conducted so that the county had adequately trained personnel. As a Radiological Level III

Instructor, I conducted training for members of the Erie County Hazardous Materials Team, as well as team members and Radiological Officers from adjoining counties.

Fire Protection Supervisor (Chief Fire Officer)

As a non-commissioned officer (Fire Protection Supervisor) in the fire protection branch of Air Force civil engineering, I was responsible for

developing recommendations for the protection of life and property on the Air Force base. My administrative duties included planning, directing, and

overseeing departmental activities, including the purchasing of equipment, the control of expenditures, the preparation of a budget, and work assignments.

I directed and reviewed departmental goals, both short and long-range. I made recommendations for the construction of fire stations and the purchase of

equipment. I attended conferences and seminars on fire administration to keep abreast of developments in the field. I responded to alarms and directed

activities at the scene of larger fires and/or incidents. I consulted with the Base Commander, the Commander’s staff, and department heads on problems

relating to fire fighting, emergency medical services, and other related services. I demonstrated continuous effort to improve operations, decrease

turnaround times, streamline work processes,and work cooperatively and jointly with other Air Force units and other Department of Defense agencies to

provide quality customer service.

As Assistant Fire Chief in charge of training at Nellis AFB, NV and RAF Chicksands, UK, I was responsible for the overall management of the base

training program. I was tasked with analyzing needs, developing training programs to meet those needs, and developing lesson plans for assigned equipment and aircraft. I was responsible for developing the monthly training schedules, based upon Air Force fire protection requirements. I selected and assigned qualified shift personnel to continuously monitor the training program to further ensure compliance with appropriate Air Force regulations and directives.

As Chief Fire Officer at the Fort Fisher Air Force Station, I was responsible for the fire department’s section of the station’s emergency plan. I worked closely with the Station Commander to ensure the stations plans were adequate and addressed problems unique to Fort Fisher,including the nearby

Brunswick Nuclear Power Plant and hurricanes which frequently appeared on the outer banks of North Carolina. In September 1984, during the landfall of

Hurricane Diana, I served on the station’s command battle staff, and remained in the command bunker on station while the hurricane passed directly over the

installation. I also served as a Sector Officer during a wildfire operation in the nearby community of Kure Beach, NC that involved several

local fire departments, the North Carolina Department of Natural Resources and the U.S. Army’s Fire Department from the nearby Sunny Point Military Ocean

Terminal.

While station at Ft. Fisher Air Force Station in North Carolina, I was also assigned the duty of Unit/Station Ground Safety NCO. In that position I

was responsible for administering and enforcing the Air Force Occupational Safety and Health (AFOSH) program and it’s regulations.

In this position, I held and maintained all required security clearances.
