Summary
From joining Amoco Chemicals in 1972 till today, my work has been focussed
on the petrochemical industry and my assignments have covered a diversity
of industrial and semi-industrial projects.
My experience covers total management of complex, multi discipline projects
from conceptual design, engineering, procurement and construction
management through start-up and plant operations, including contractual
negotiations with licensors, consultants, general and subcontractors,
representing the owner or the engineer.
I am a qualified mechanical engineer and my technical experience covers
various engineering disciplines which is of added value during concept
design, budget preparation and implementation of world scale Projects. My
theoretical and practical knowledge of the process industry and maintenance
aspects of its associated equipment and machinery provide a sound basis for
effective operational management.
During my employment with Shell Petroleum Development Corporation I was
assigned to Nigerian National Petroleum Corporation (NNPC) as project
consultant to develop and implement a Capital Project Management System
based on Shell best practise.
Throughout my career, I have built up extensive international experience
and have worked in the USA, Europe, the Middle East, South East Asia and
Africa for extended periods of time.

2005 -2011 Shell Petroleum Development Corporation Nigeria; SMS
Capital Projects Senior Management Consultant
In charge of restructuring the Project division of the Nigerian National
Petroleum Corporation and its subsidiaries under the Shell Manufacturing
Services/NNPC transformation project.
The consultancy services include:
. Implementation of a structured Project Governance System compatible
with International standards in the Oil and Gas Industry
. Implementation of a Joint Venture Project Auditing and Monitoring
system
. Organizing training work shops in Project Management and follow up on
training results
. Review and advise on Joint Venture contract issues and settlement of
outstanding claims
. Rehabilitation Projects: Port Harcourt, Warri and Kaduna Refinery.
The consultancy services cover the review of existing Ways of Work,
Organization, Skill and Manpower evaluation and introduce the Shell Project
Governance Process to NNPC with the objective to bring NNPC up to
International level of competency.
Since taking up my assignment with SMS, I have acquired expert knowledge of
the NNPC internal/external Ways of Work, Project Implementation methods and
interface procedures with FAD and CPDD.
This expert knowledge has been applied to develop a robust Capital
Expenditure Project Management System (CEPMS) in cooperation with
representatives from E&T, HQ and ETSDs, SBUs.
Through my skills and training of Project Teams at the refineries, Projects
are now implemented in a structured way with Project Delivery improving
considerably.
Methods applied include TECOP and Risk analysis, guidelines for Pre-
qualification and Proposal analysis and Project Control Tools, contractor
competence analysis and Project Execution Strategies.

o Projects (covering Warri, Kaduna and Port Harcourt refineries)
in various stages of completion from concept design to
construction, acceptance and start-up.
. TAM Project port Harcourt: US$ 160 million

contractor (local content).
. Re-instrumentation and DCS Project Kaduna: US$ 120 million
o Technical and commercial evaluations completed, final
negotiations pending HQ approval.

The contract between Shell Manufacturing Services and NNPC expired at the
end of February 2011, no new contract is expected.
2001 - 2005 Eurochem Technologies Corporation
Project Director
Responsible for the implementation of the Companies integrated
petrochemical complex in Lagos State, Nigeria. The project comprises of the
following main process plant:
. 7,500 ton/day Methanol plant
. 7,500 ton/day Methanol to olefins plant
. 400,000 ton/year polyethylene plant
. 400,000 ton/year polypropylene plant

. Port Facilities and infrastructure initial phase: US$ 800 million
Responsibilities include
. contract negotiations for offshore Engineering and Supply contracts
and onshore construction contracts,
. management of Engineering and Procurement activities in multiple
office locations across the world
. management of Construction and start-up activities in Nigeria
. establishment of the companies permanent organization to manage and
operate the facilities
. coordination with the Federal and Lagos state governmental authorities
with respect to Environmental and Building permits
. coordination of all technical aspects with the Nigerian Debt
Conversion Committee and federal Ministry of Industry
The project is a grass roots project and is located in the Company's 200
hectare Export Processing Zone established for the development of down
stream petrochemical plants. The project is a private investment with the
financing organized through the Nigerian Debt Conversion Facilities,
Central Bank of Nigeria.
Status at time of cancellation:
. Methanol Plant: Technology selected, EPC contract negotiated and
awarded, down payment for Detailed engineering pending.
. Methanol to Olefins plant: technology selected, technology agreement
under discussion.
. Polyethylene/Polypropylene plants: Technology selected
. Utilities: Air separation plant under negotiations for EPC contract
award, basic design utilities completed. ITB for seawater cooling
system released.
. Port and infrastructure:
o Port: basic design completed, oceanographic study completed
including depth profiling and soil investigation breakwater
locations.
o Infrastructure: Basic design completed.
. Permits:
o Environmental Permit Plant facilities: Permit obtained including
base line study, environmental impact analysis and mitigation
report.
o Environmental Permit Port facilities: Report prepared and
submitted for approval, initial public meeting held.
o Building permits Plant facilities: global permit received for
all facilities based on concept design.
o Building Permit port: documents under preparation and pending
environmental permit
. Construction activities:
o Site preparation: completed, including clearing of 200 ha of
land and swamp
o Permanent facilities: construction of warehouse PE (20,000m2)
and PP (10,000m2) plant completed including office facilities;
to be used as temporary facilities during construction

Unfortunately, the financing of the project was put in jeopardy by the
cancellation of Nigeria's international debt and has been restructured as a
business park for small enterprises.
