Over the course of my career that spans approximately 25 years or so,
I have strategically developed and uniquely cultivated my professional background and experience in the
leadership roles of Project Architect (Design) and Project Manager (Construction) as a prelude to my work as
Project Manager and Construction Project Manager with exemplary OSHPD regulatory compliance
experience throughout California.
During the last 25 years, I have played both a project design and site supervisory leadership role as a Project
Architect, Project Manager, CA Architect and Construction Project Manager responsible for various project
management and construction administration duties in healthcare planning, design and construction. Capital
Projects included new and remodeled acute and chronic care facilities, inpatient as well as outpatient facilities
including surgical and non-surgical support service facilities. As both Project Architect and Lead Design
Consultant as well as the Owner’s Representative and Construction Project Manager, this dual role and

I was directly involved in a Project Architect and Construction Administration (CA) capacity for the upgrade of
the existing medical facility at the Olive View – UCLA Medical Campus in Sylmar, CA in compliance with State
Bill 1953: Seismic Retrofit Program and in collaboration with the LA County Dept. of Public Works and OSHPD.
Included in both my PA/PM obligations were critical duties related to design development, document control,
change order management, dept. closeout, OSHPD / ADA coordination & compliance as well as all applicable
governance requirements including project closeout & final licensing approvals by the California Department of
Health Services.
I was also responsible for the critical tasks associated with proper oral and written reporting, documentation
and tracking of project progress as it relates to hospital campus compliance and the promotion of campus
opportunities for persons with disabilities within the overall strategic planning, design and construction
processes and procedures.
My critical responsibilities in the area of PA/PM also hinged upon my design skills as a Project Architect in the
area of overall project coordination with the multi-disciplinary team of professional consultants as well as
managing the design in collaboration with the hospital staff including facility administrators, user groups and
Board of Directors.
My professional obligations towards the owner-client required me as their legal representative to read, analyze
and interpret plans and specifications, government regulations and building codes. These summary
responsibilities required my thorough knowledge and understanding of California Title 24 Accessibility Code,
the ADA Accessibility Guidelines, as well as all Federal ADA regulatory requirements in coordination with
Design Consultants and Contractors.
I was also responsible for the development, review and control of all tasks associated with the project
schedules, project budgets and project scopes on the basis of the “Strategic Optimization of Resources” and
through the intervention of “Streamlined Design and Construction Processes” driven by a lean and highly

As Lead Architect in the area of Construction Administration (CA), my summary duties include a
site-supervisory and project/site management leadership role for the CHUM “Superhospital” in
Montreal, Canada. As one of the foremost leading healthcare, medical research and learning
institutions in the world, this project brings together the CHUM Collective, a joint venture formed by
Laing O’Rourke (LOR: Great Britain), Obrascón, Huarte, Lain S.A. (OHL: Spain), Innisfree
(England), and Dalkia Canada, which reached financial close as one of the largest healthcare
projects in the world, valued at approximately $5 billion CDN. This high profile and international
joint-venture is now responsible for a design-build, finance and maintain-project operation which
includes the design and construction of a new-build 21-storey, 1,300 bed hospital. This forms a key
part of the Centre Hospitalier de L'Universite de Montreal ("CHUM") modernization program aimed
at consolidating the operations of the CHUM (3 existing affiliated hospitals) into one strategic
location within the site constraints - demands of a highly dense urban core in downtown Montreal.
Moreover, as a highly centralized and collaborative P3 (Public-Private Partnership) and Design-
Build Project, the private entity of the consortium, Cannon Design (Design Architects) as well as
the rest of the Design Team (Structural/MEP Consultants) including the principal arm and Operator
[Contractor/Operator/Financier] (OHL/LOR/Innisfree) offers in partnership with the Government of
Quebec as end client, a fully integrated project delivery model utilizing streamlined design and
construction processes driven by highly efficient and optimal work flows on the basis of a “fast-
track” delivery method. Given the numerous and multi-faceted design and construction-related
challenges and complexities inherent within the project in terms of multi-disciplinary coordination
and implementation, as well as the numerous site demands required for phased construction
methodologies relative to the existing hospital facility, my leadership responsibilities and focus are
to ensure timely and successful project execution and delivery within the constraints dictated by the
“fast-track” project schedule and budget. As lead Architect for Cannon Design as well as the entire
Design Team and field representative for the Design-Build entity, my leadership responsibilities
were also primarily focused on overseeing and managing all construction-related activity including
the overall coordination of work with all contracted parties to the consortium vis-à-vis the Operator

adjoining Medical Campus. Through the intervention of a disciplined and streamlined project
management and construction management processes and project analyses in close collaboration
and consultation with Design and Construction Professionals as well as VPH Medical Staff and
respective departmental User Groups, as VPH Construction Project Manager, I assumed end-to-end
project accountability to ensure that all projects are implemented and delivered with the highest
quality user functionality, design integrity and full regulatory compliance. Moreover, my project
leadership involvement, implementation and delivery focus and collaboration hinges on my ability to
work effectively within the guidelines, policies and procedures set forth by the Office of Statewide
