IT Security Subject Matter Expert/Program Manager, ARTEL Inc. Jan 2007 – Present

Direct advisor to the CISO. Program manager, responsible for a team of 8 people serving all civilian U.S. Government agencies,

including the company’s largest single government program. Responsible for improving the security performance of the U.S.

Nuclear Regulatory Commission (NRC) including enterprise IT architecture and risk, IT incident response planning and

investigations. Undertook business development activities including representing the company at conferences and developing

relationships with potential new clients. Responsible for Profit-and-Loss and employee development and performance.

• Functioned as a subject matter expert. Analyzed, designed, and implemented enterprise security technical approaches and

strategies, identifying goals and objectives. Security architect for three large congressionally mandated projects.

• Brought internal IT security in-line with commercial recommendations, advised and directed the C-level team on priorities,

strategies and implementation plans

• Participated on two IT Security committees (WMAECTF – US Secret Service) and InfraGard (FBI/industry partnership)

• Improved Nuclear Regulatory Commission’s FISMA security grade from ‘D’ to ‘A-minus’ in a 2 year period, through a

program of improved policies and procedures, formed an incident response team and performed penetration testing studies

both within IT and physical security

• Developed 12 major proposals within 18 months. Determined technical strategy in support of business development

activities, national and international contracts with high profile clients including the Saudi Health Ministry valued at over

$20 million (US)

• Managed the development of the global IT security center and global policy, standards and guidelines

• Prepared the Defense Advanced Research Projects Agency (DARPA) for a scheduled Department of Defense Cyber

Consultant, Northrop Grumman May 2007 – Oct 2007

Principal IT security architect and team leader responsible for developing single ID card access (HSPD-12) and secure

authentication for all U.S. government departments. Also responsible for project management and process development for

secure transfer of personal information between government agencies.

Deputy to the CSO for both IT and physical security, managing a team of 10 direct reports protecting IT assets and personnel of

over 700 staff in world-wide offices, and assets of the company valued at $12.9 billion.

• Personally reviewed both IT and physical security within domestic and international offices

• Implemented a personal protection program for senior executives, identifying requirements and sourcing appropriate,
