American Red Cross: 02-2009 to present
As an active volunteer my fields of expertise are in Life, Safety and Asset Protection (LSAP)
Supervisor and Manager for Disaster Relief Operations, Emergency Response Vehicle Operator
(ERV), local Shelter Manager and Client Casework, Disaster Action Team Leader.
I have deployed to both national and local disasters including Hurricane Super Storm Sandy in
two deployments, first as an ERV Operator and second as LSAP for a total of one and a half
months. Alabama tornado swarms in April and May 2011 as LSAP and ERV Operator. Fargo,
North Dakota floods as an ERV Operator, March 2011. Colorado wild fires as an ERV Operator
and Shelter Management in 2010, 2011, and 2012 twice, Colorado wild fires in 2013 (Black
Forest & South Fork) as a combined Disaster Relief Operation was promoted in the field to
LSAP Manager for this DRO and coordinated LSAP efforts in two distinct areas of Colorado.
LSAP consists of ascertaining the safety and security of personnel in headquarters areas,
warehouses, bulk distribution points, and volunteers and partners working in the field such as in
ERV’s and kitchen areas and accompanying client caseworkers and medical personnel in areas
deemed hazardous. I arrive at disaster sites and provide recommendations for the safety and
health of Red Cross personnel and other first responders. Hazards include downed power lines,
flooding, hazardous chemical, biological hazards and materials hazards. Asset Protection
consists of ascertaining the security of all American Red Cross supplies, equipment and facilities
that is either owned by the ARC or leased to the ARC. Investigations into injuries or illnesses,
misuse or misappropriation of Red Cross supplies, equipment and motor vehicles, complaints
registered by Red Cross personnel, partners or clients and to forward the investigative findings

to management for resolution. As a supervisor, I set daily goals for Service Associates in LSAP to
achieve, require detailed reports, incident/accident reports, daily reports and forward them to
the LSAP Manager. As an LSAP Manager, I receive instructions from the Logistics Chief, from
the Director and then I disseminate those instructions down to the LSAP Supervisors to carry
out.
DAT member involves client services such as sheltering, feeding and supplying resources after a
disaster. ERV involves operating an Emergency Response vehicle and going into affected areas
to provide Red Cross and client support and includes performing Disaster Assessments of
structures and infrastructure in the affected areas in order to supply factual information to the
Emergency Operations Center managers so they are able to make decisions as to the safety of
the affected area as well as anticipating sheltering needs and other client services. Further
training in these areas consists of Government Liaison and The Incident Command System. Total
service in this field is four (4) years.
IMAC SERVICES: Cleveland, Ohio 01-12 to 02-12, Contract Employment: for a security
firm that deals with labor relations and union pre-strike obligations. Employment consisted of
working at Conoco / Phillips oil refinery in Billings, Montana for four weeks in order to learn
how to operate their high pressure boiler operating systems so that in the event of a union led
strike, the refinery could maintain its operations.
YMCA of The Rockies, Estes Park Center, Estes Park, Colorado 03-11 to 11-11
Environmental Health & Safety Specialist Consultant:
Selected to serve for seven months as an EHS Consultant in order to provide expert assistance in
areas of OSHA compliance. I designed programs for chemical handling procedures, site specific
inspection criteria, updated emergency planning procedures, safe driving policies, and equipment
operation procedures. I provided recommendations to the facility Risk Manager designed to
bring this facility into compliance with all state and federal environmental safety and health
regulations by providing a detailed inspection of all facility structures, work-sites, physical
plants, processes, maintenance shops, buildings, grounds, fueling facilities and storage areas.

• Audit Management: Produced new inspection program designed to emulate OSHA’s
Voluntary Protection Program ( VPP ). The new audit / inspection program is worksite
specific and will provide the facility with the tools necessary to maintain safety and
health compliance through its lifecycle.
• Meetings: Conducted and attended staff meetings and spoke to both large and small
groups outlining safety and health procedures and programs for this organization.
Rocky Mountain National Park, Estes Park, Colorado 04-02 to 02-09
Maintenance Mechanic: Collateral Duty, All Employee Safety Committee.
Regular duties consisted of operating engineering equipment in the support of maintenance
division in the excavation for new underground utilities – sewer, water, phone, primary and
secondary electrical services. Excavations for new building foundations, building forms, pouring
and finishing concrete. Rough and finish carpentry, plumbing in new supply and waste fixtures,
roofing, glazing, stone veneer walls and painting. Demolition of many outdated structures within
the Park operating excavators and utilizing explosives.
• Fully successful in operating track excavators, front-end loaders, dump trucks, back-hoes
and lowboy tractor trailers.
• Installation of sewer lines, water lines, laying phone and electrical cables according to
code.
• Rough and finish framing, installing windows and doors, plumbing fixtures, roofing
materials and stone wall facings.
Collateral Duty: All Employee Safety Committee.
Purpose: To assist management with safety and health issues by enlisting employee
assistance in developing solutions to the lost time injury and accident rate within this Park
unit.
• Staff Development: Increase situational awareness, education, training, and
accountability among all employees, volunteers, front-line supervisors and higher
management.
• Results: By forming a strong cohesive results orientated team, injuries and accident
rates dropped considerably within this Park unit.
• Meetings: Scheduled and chaired employee safety meetings speaking to a group of at
least twelve employees from different disciplines within this park. Such meetings

presented ideas and findings of fact as they pertained to safety and health related
issues that would be brought to the attention of the Executive Safety Committee for
resolution.
• Resources: Park employees and volunteers were the primary resources that helped
this committee function effectively. Suggestions, warnings of unsafe work practices
and ideas were brought to the attention of the Park Safety Officer and this Committee.
Those items were investigated where necessary, ideas were put into work practices,
supervisors were notified of deficiencies and were prompted to correct them.
• Safety Committee Chairperson: For six years I sat on the chair of the safety
committee and this committee demonstrated a high sense of team work and the value
of networking with employees from every facet of park operations in order to reduce
lost time injuries and accidents.
Glacier National Park, West Glacier, Montana 05-87 to 04-02
Engineering Equipment Operator: Collateral Duty: All Employee Safety Committee.
Regular duties consisted of operating engineering equipment in support of the maintenance
division Road Crew. Fully successful in operating dozers up to D-7 caterpillar size, front-end
loaders, chassis mounted snow throwers with capacity of 4,000 tons per hour, split-package snow
throwers, 10 yard dump trucks, low-boy tractor-trailers, motor graders, chip spreaders, and many
types of PTO operated equipment.
Maintained safe roadways during winter snow and ice conditions, laid both hot and cold asphalt
in road repairs, chip sealing of road surfaces, gravel road repair and maintenance, culvert
replacement and maintenance.
Annual Spring Opening of Going To The Sun Road: Consisted of avalanche transceiver training,
mountaineering rope and ice axe training skills, avalanche spotter duties, operating dozers, snow
throwers and front-end loaders on a twelve mile Alpine section of GTS Road that is capable of
releasing avalanches along its entire length.
Trained road crew and other Park employees in tractor-trailer operations in order for them to
obtain Class A commercial driver licenses. Trained road crew employees in equipment operation,
diesel engine fundamentals, power-take-off procedures for equipment, avalanche rescue
operations, wrote position descriptions for Garden Wall Maintenance Worker position and for
Avalanche Spotter duties.

• Purpose: As chairperson, to assemble a team from within the Park utilizing employees
from different professional backgrounds and disciplines in order to enlist employee
assistance in developing solutions that would reverse this park unit’s standing of having
the “worst safety record” within the National Park Service. I was instructed by the Park
Superintendent to form this committee and to spare no measures that would reverse the
accident/injury trend.
• Staff Development: Recognized and implemented the need for a Safety Culture and
Climate that was missing from this Park. Increased the requirements for education,
training and accountability on all staff levels.
• Audit / Inspection Management: Through All Employee participation, the level of
safety awareness was raised to a very high level. Funding was provided for training and
equipment, a Job Safety Analysis system was implemented and incentives were provided
for. Each worksite was inspected and continually monitored for deficiencies as well as for
best practice methods, deficiencies were corrected and above standard work was
rewarded.
• Policy and Implementation: The Park Superintendent provided much needed support
for this effort by increasing awareness and requirements of adhering to all safety and
health standards and regulations as promulgated by the National Park Service Directive
50-B.
• Meetings: As chairperson, I scheduled meetings with safety committee staff, with
division chiefs, department supervisors, shop employees and was asked to speak at
annual all employee meetings concerning the progress of the All Employee Safety
Committee and where we stood as to the reductions in accidents, injuries and property
damage. Size of groups ranged from several to well over one hundred employees where I
explained the Safety Committee function and progress being made.
• Results: Within two years, 200-22002, this Park unit reduced lost time injuries and
accidents by more than 50%. Two years later, in 2004, this Park received the Regional
safety Award for “the most improved Park” within the national Park Service. My tenure
as chairperson of the safety committee and other Park safety and health functions was for
3 years.
