QUALIFICATIONS

• Revamped and streamlined City/Caltrans operational and reporting procedures with management approval

for highway widening and water utility relocation to eliminate red tape, long wait, lengthy process, and

extra expenditures of money, time and manpower.

• An integral and key part of inventing the idea of combining and implementing the City of SD Maps &

Records: GIS, maps, blueprints, water utilities and roads into one program which is now used by City,

Caltrans, contractors and other agencies.

• As a project engineer, when asked directly for a funding option, I advised Caltrans to allow a small toll for

the SR125 (i.e. New Jersey turnpike and Coronado bridge) eventually fund itself, for the offset of its

building and construction costs. Result: A funded and successful SR 125 connection.
