Qualifications:

. Ability to swiftly assimilate any knowledge necessary to respond to
the specific needs of a variety of working environments (public
safety, transportation, office professionals, etc.)
. Ability to effectively manage multiple projects simultaneously
. Adept in a variety of computer software applications including
Microsoft Office Suite, PeopleSoft and Oracle
. Ability to rapidly learn new computer programs, software and
applications, thereby maximizing the efficiencies presented by
changing technology
. Proficient written and oral communication

Human Resources Specialist III
Montgomery County Government Office of Human Resources, Rockville, MD
(04/06 - Present)
Progressively responsible position with duties that include:
. Coordinating with all functional areas of Human Resources to ensure
that all there is a free flow of information about new policies and
procedures between the employer and any affected party (i.e. a
Union or employee(s)).
. Coordinating the negotiations of up to four collective bargaining
agreements simultaneously including drafting contract language,
proposal writing, note-taking, creation of official bargaining
history, and logistical support;
. Pre-collective bargaining research through management surveys,
focus groups, and research into regional Best Practices;
. Serving as the second chair to the lead negotiator for several
contract negotiations;
. Acting as lead negotiator for limited-scope mid-term negotiations
regarding working conditions;
. Providing support to the Office of the County Attorney though
bargaining history research and expert testimony for Arbitration
and Prohibited Practice Charge hearings;
. Advising management on labor and employee relations issues across
four different collective bargaining agreements;
. Investigating and responding to contract grievances on behalf of
the Chief Administrative Officer;
. Providing mandatory training to new supervisors by instructing the
"Introduction to Managing In a Union Environment" training session;
. Review of disciplinary actions to ensure consistency and compliance
with applicable collective bargaining agreements and personnel
regulations;
. Serving as a rotating chair of a joint labor management panel to
review disciplinary actions as part of an Alternative Dispute
Resolution system;
. Creating and maintaining a computer based filing system for all
documents relating to labor and employee relations matters;
. Review of individual positions to determine appropriate bargaining
unit assignment based upon County Collective Bargaining Law.
