• Provide guidance on the appropriate use of hazard mitigation funding available under Section 406 of the Stafford Act.

• This will ensure national consistency in the use of Section 406 mitigation funds and promote measures that reduce future loss to life and property, protect the federal investment in public infrastructure and ultimately, help build disaster resistant communities.

National Flood Insurance Program (Repetitive Loss)

• Worked as a team lead in conjunction with State and community government agencies identifying and cataloging thousands of repetitive and severe repetitive loss structures.

• Trained staff on the process of identifying rep loss structures, and how to properly input them into the national flood database tool.

• I also identified structures in the Coastal Barrier Resource Zones (CBRA) to help maintain the wetlands. Identifying these structures saved $1,250,000 dollars during the Ike disaster.

Hazard Mitigation Grant Program (HMGP)

• Coordinate as Team Lead the acceptance of new projects, review for approval or disapproval, entry into NEMIS, scan documentation into NEMIS, and allocate and obligate approved projects in an effort to provide Hazard Mitigation grants to State of Louisiana and local governments in order to implement long-term hazard mitigation measures after the major disaster declarations of Hurricane Katrina and Hurricane Rita.

• Lead position as a team lead over staff members.

• Trained staff in the process of reviewing HMGP projects, approving/disapproving grants and monitoring grants.

• Trained staff and oversaw the entry of the project applications and the scanning of documents into NEMIS (national emergency management information system).

• Worked in and was a member of Community Outreach which brings together FEMA, the State government, the local government, and a consulting company, James Lee Witt Associates, together to focus on educating and training the public in hazard mitigation and what they can do along with developing a software package to show the advantages to mitigation.

• Created internal tracking system to monitor the HMGP grants from receipt to closeout with the aid of Data Warehouse.

• Member of the Hurricane Emergency Response Team in Louisiana, which consists of visiting and assisting the parishes in the onset of a hurricane from pre landfall to after the storm passes as the eyes and ears of FEMA for the parishes.

Hazard Mitigation Planner

• I worked as a reservist/DAE for FEMA in reviewing plans for the state of Louisiana after Hurricane Katrina and Hurricane Rita.

• Reviewed over 50 Mitigation Plans and getting them approved, adopted, and scanned into the plans repository for Louisiana so the state could move forward in looking into the Hazard Mitigation Grant Program

• Travel out to different parishes to assist the local public in developing their plan through technical assistance and workshops.
