Job Summary
Manages the City's compliance with MS4 and other stormwater permit requirements. Oversees the operation of the City's stormwater utility. Manages capital improvement projects for the stormwater utility.
Examples of Duties
Responds to citizen inquiries, complaints, and requests related to the Stormwater Utility.
Develops, manages, and oversees stormwater capital improvement projects from concept through construction. Coordinates with consultants to ensure the successful and timely completion of project-related work products. Ensures that projects comply with permits and are consistent with the City's capital improvement plan.
Provides oversight during the construction of stormwater projects. Prepares daily reports and keeps accurate notes of construction progress. Consults with project engineers to resolve construction-related questions.
Develops and updates water quality plans and other documents as required by the City's MS4 permit.
Inspects stormwater treatment and drainage infrastructure. Maintains accurate records, makes notes of deficiencies, and works with the operations manager to plan, coordinate, and schedule work for the stormwater utility crew. Ensures that crews are properly trained and equipped to perform their jobs and duties safely.
Oversees City efforts to inspect construction sites to ensure proper implementation of erosion prevention and sediment control measures.
Maintains accurate records, compiles statistics, and produces an annual report; makes budget recommendations; prepares appropriate reports, studies, memos, and other office correspondence.
Maintains cost, compliance, and other records regarding work activities. Prepares and reviews work orders to ensure accuracy.
Responsible for oversight of contracts for construction, engineering, and grants.
Reviews site plan applications for compliance with the City's Land Development Regulations (LDRs) related to stormwater, wetland, and other water quality topics.
Responds to emergency situations.
Provides technical assistance and consults with other City departments, divisions, and the Champlain Water District.
Provides coordination and assistance to municipal partners.
Works with Geographic Information System (GIS) software to help maintain City infrastructure information.
Coordinates with other stormwater utility staff to ensure proper project implementation and efficient workflow processes.
Coordinates and develops a comprehensive program for stormwater best management practices, such as street sweeping, storm drain cleaning, and maintenance of stormwater treatment practices.
Performs all other duties as assigned. Minimum Required Qualifications
Bachelor's degree in a relevant field of study (e.g., environmental science, engineering, or other water quality-related field) and an additional four years of experience working in water quality, engineering, or related field is preferred. An equivalent combination of education and experience is also acceptable.
Must possess a valid Vermont Driver's License. Supplemental Information
Demonstrated ability to prepare succinct and accurate reports.
Experience working with ESRI ArcGIS software and hydrologic modeling software.
Demonstrated proficiency in reading engineering plans. Possesses an understanding of underground utility infrastructure.
Ability to establish and maintain effective working relationships and communicate effectively, both orally and in writing, with staff members, the public, and representatives of other departments and agencies.
Demonstrated ability to understand and execute oral and written instructions.
Demonstrated ability to perform technician-level computations in engineering, complete tasks with minimum supervision.
Proficiency in various computer applications, including, but not limited to, Excel, Word, HydroCAD, and ESRI ArcGIS software.
