The Role:The Cross Connection Control Specialist administers the City's Cross Connection Control and Backflow Prevention Programs. Duties include coordinating the inspection of industrial and commercial assemblies with contractors and inspectors to ensure compliance with local, state, and federal ordinances, laws, and permit requirements for the Water Services Department.

This position is:
FLSA non-exempt, and will earn overtime for any hours worked over 40 in a week.
This position is a Grade 317 with an hourly salary between $28.8957 - $43.3438. Benefits:

Essential Functions
Maintains database of facilities requiring annual inspection; manages letters and test reports.
Prepares reports and maintains files of inspections, investigations, permits, and projects.
Notifies facilities of assembly of non-compliance/compliance and re-inspects as required.
Performs new construction plans review and certificate of occupancy inspections.
Enters plans review comments into Bluebeam plan review sessions.
Conducts/manages annual testing and maintenance of City owned backflow prevention devices.
Communicates with customers and testers to resolve deficiencies and maintain backflow program requirements.
Serves as City representative on committees regarding backflow prevention and cross connection.
Issues notices and citations; investigates complaints or problem situations.
Operates City vehicles.
Provides quality customer service.
Operates city vehicles.
Performs other related duties as assigned.
Minimum Qualifications/Special Requirements/Success Factors
Minimum Qualifications:
Associate degree in Water/Wastewater or related field, and two years of experience in enforcing or complying with federal, state, and/or local environmental regulations, including experience in administering a cross connection control program, code enforcement involving plumbing laws, ordinances and regulations, plumbing construction or backflow testing and repair.
Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.
Knowledge of:
Legal requirements related to cross connection control and backflow prevention
City codes, ordinances, materials, and methods of construction and installation of backflow prevention and cross connection control
Water system operation and dynamics and characteristics of water pressure and flow Ability to:
Exercise independent judgment and make on-site, complex, specialized technical decisions
Establish and maintain effective working relationships with city staff, contractors, homeowners, architects, engineers, and developers
Interpret and explain technical building codes, ordinances, plans, diagrams, and specifications
Prepare and maintain complete and accurate records and reports Communicate effectively verbally and in writing
Negotiate effectively and obtain regulatory compliance
Operate city vehicles Special Requirements:
Must have a valid Arizona driver's license at time of hire.
Must possess a valid American Backflow Prevention Association (ABPA) Backflow Prevention Assembly General Tester Certificate at time of hire.
Must obtain ABPA Cross Connection Control Specialist Certification within 6 months of hire.
This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
