DESCRIPTION
Plans, coordinates, implements, directs and evaluates professional recreational activities for senior citizens in the City and County.
An employee in this class organizes, supervises and participates in providing a variety of programming, including classes and group activities for the community's senior citizens. Employee promotes interest in personal health care, safety, tax, nutrition, insurance, Medicare, Medicaid, and recreational activities through programs offered. Work also involves recruitment of seniors for Center activities by encouraging participation and ensuring that programs are supportive, responsive to senior citizen needs and interests, and that outreach and instructional staff are available to support these programs. Duties also include coordination of the Senior Games for the County. Employee exercises independence in initiating and executing special activities and programs for senior citizens within policy objectives and budgetary limitations. Work is performed under the general supervision of the City Manager.
DUTIES
Plans, schedules and promotes special activities, programs, and workshops for senior
citizens
Supervises permanent part-time employees and coordinates the work of other volunteers
and a Title V employee
Sponsors and conducts excursions and activities of special interest for seniors
Develops a working rapport with various senior citizen boards and community and state
agencies and leaders for programmatic endeavors
Coordinates inter-agency efforts as they relate to older adult services
Recruits and trains community volunteers in recreational and educational activities for
the senior citizens
Supervises all administrative functions to include personnel, budget, program planning
and facilities use
Counsels and advises participants concerning educational, insurance, tax, and medical
issues
Plans, schedules, and supervises activities, facility, supplies, and equipment
Establishes new and modifies existing facility rules and policies
Interprets and publicizes programs and activities of the center to the public through media
and other means
Maintains Senior Center of Excellence; prepares and maintains all requirements to
receive state appropriations grant
KNOWLEDGE, SKILLS AND ABILITIES
• Considerable knowledge of issues and life styles that affect senior citizens including a variety of recreation activities such as educational, social, medical, and nutritional activities that are suitable for senior citizens
• Considerable knowledge of public policy issues relating to programs directed toward senior citizens and ability to convert those issues to easily understood written form; ability to develop supporting materials to be used by presenters in informational sessions for seniors
• Considerable knowledge of techniques and methods used in instructing and directing senior citizens in special activities
• Ability to communicate effectively in both oral and written form
• Ability to efficiently use, or supervise the use of information technology including a variety of hardware and software to accomplish a variety of public information/communications, and record keeping as required in a senior center operation
• Ability to establish and maintain effective working relationships with other employees, community and state agencies, and the general public
• Ability to plan, organize, and supervise the work of others including staff and volunteers
• Ability to work effectively, tactfully and courteously with the public and other governmental organizations
• Ability to work extended schedules as needed to meet the requirements of service delivery in a senior center
EDUCATION AND EXPERIENCE REQUIREMENTS
Must be able to perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently and constantly to move objects. Must possess the visual acuity to prepare and analyze data and figures and operate a computer and other offices machines, as well as determine the accuracy, neatness, and thoroughness of work assigned
Work is performed in a typical office environment and is subject to multiple interruptions by telephones and walk-ins by employees and citizens. Employee may be exposed to individuals who are irate or hostile. The noise level in the work environment is usually moderate.
Graduation from college or an university with a degree in recreation administration, gerontology,
or related field and considerable experience working with senior citizens; or an equivalent
combination of education and experience.

Health
We offer the NC State Health Plan. The provider is Aetna Medical Insurance. Employee has the option to elect to purchase 80/20 or 70/30 plan.

Life Insurance
The County provides $10,000 Basic Life insurance for employees. An employee may choose to purchase additional voluntary term life insurance.
Retirement
We participate on the N.C. Local Government Employees' Retirement System. Employees are required to contribute 6% of gross wages toward their account.
401(k) and 457 are supplemental retirement plans administered by Prudential.
Vacation Leave
Employees accrue annual leave monthly and may use accrued leave upon approval after the probationary period is completed. Years of service transferred from eligible NC Governmental Agencies (written documentation required) and the employee's work schedule are used to determine the rate of earning.
Petty Leave
Employees earn fourteen (14) hours per calendar year. May use in increments of 15 minutes. Leave is pro-rated based as of date of hire in the first calendar year of employment. Petty leave must be used within the calendar year.
Longevity Pay
The County offers longevity pay to employees with 5 years of continuous service.
