Description
This is administrative and supervisory work in assisting in the direction of the Office of the Virgin Islands' Marshal (OVIM). Work involves planning, directing, and supervision of the activities of the Chief of Court Security, all Deputy Marshals, and clerical staff and the maintenance of record keeping systems which verify the service of process and compliance with court orders. Work also involves the assignment of Deputy Marshals to duties involving courtroom security, transportation, and security for personnel. Work is performed with substantial independence and is reviewed by the Chief Marshal through conferences and reports.
Duties and Responsibilities
(Any one position may not include all of the duties listed, nor do the examples cover all the duties which may be performed)
Coordinates activities of the Division, including scheduling work assignments, deployment of staff, and transmitting orders to deputy marshals for execution.
Conducts meetings of deputy marshals to evaluate operations and/or efficiency of squad members as well as individual performance.
Requisitions equipment and/or services for Division and assumes responsibility for receipt of items.
Writes reports concerning Division activities to the Chief Marshal as requested.
Conducts training sessions within Division; may conduct training with other court personnel, and assume field command of Division during emergency operations.
Arranges the commitment and movement of convicted felons to prison.
Secures and ensures compliance with legal advice in connection with arrests and/or property seizures.
Investigates civilian complaints against Division members and determines action to be taken based on evidence secured and after consultation with the Chief Marshal.
Coordinates the work of the Marshals' Office as it directly relates to the Superior Court and with other law enforcement agencies.
Trains new recruits and administers in-service and annual training to existing marshals.
Provides security for Court Clerks and/or Cashiers making bank deposits and for witnesses and other key figures in court cases.
Schedules deputy marshals for monthly duty for lockups, security, traffic arraignment, or sentencing court sessions.
Schedules Division vehicles for service or repair as required.
Administers the electronic monitoring of the house arrest program for defendants.
Acts in the capacity of the Chief Marshal during absences.
Accompanies deputy marshals where there is difficult service, move outs, or attachment of property.
Provides planning and staffing for special events such as, visits by dignitaries, funerals or natural disasters.
Participates in interviewing applicants and may make hiring recommendations.
Supervises Chief of Court Security.
Other duties as assigned or required. Minimum Qualifications
Graduation from high school (or equivalent) and two to three years experience as a Deputy Marshal IV OR five years experience as a Deputy Marshal III or Courtroom Deputy Marshal (plus higher education degree plus four years supervisory law enforcement experience) OR fifteen to eighteen years comparable experience in law enforcement, including seven years supervisory experience.

Ability to train, supervise, and assign work to staff.
Ability to communicate effectively, both orally and in writing.
Ability to interview and question individuals.
Skill in the operation of a motor vehicle and two-way radio.
Skill in the use of a firearm, handcuffs, pepper spray, baton, and stun gun.
