About the Job
The School of Public Health division of Health Policy and Management is seeking applications for a full-time Temporary (through Aug 5, 2026) Executive Advisor (8352RS Research Professional 2) to join the Research Data Assistance Center (ResDAC).
Housed within a vibrant research community ResDAC serves as an assistance desk for researchers interested in using Centers for Medicare & Medicaid Services (CMS) administrative data for a broad range of research.
Starting pay is dependent upon the selected candidate's relevant qualifications, experience, and internal equity: $25.36 - $28.85 per hour ($52,750 - $60,000 annually)
Work Arrangements: The University of Minnesota endorses a "Work. This means that the incumbent has an option to work remotely, partially remotely, or entirely in the office. At this time, most ResDAC staff work remotely though may be asked to attend certain in-person work events regardless of remote status. The incumbent will have the opportunity to choose your working hours during ResDAC's hours of operation 6:00am-6:00pm; this will be discussed during the interview and hiring process.
Duration: This temporary position is through August 5, 2026 with the possibility of extension based on available funding and performance.
ResDAC is the initial point of contact for any researcher in the public, private, and government sectors who is seeking information about accessing and using CMS administrative data to study health outcomes, health related policy, health economics, and other related topics.

Responsibilities:
Works independently to perform administrative review of complex research requests (55%)
Reviews incoming request materials for new Data Use Agreements (DUA) and amendments to existing DUAs
Identifies potential problems and issues related to the request submission
Provides written recommendations of changes needed in the request materials to the researcher
Ensures compliance with CMS data release policies and federal regulations by communicating CMS Privacy Board and data privacy and security requirements to researchers
Prepares and submits final request documents to CMS according to requirements
Investigates and answers request-related questions from researchers (40%)
Educates researchers about the various request phases and DUA-related procedures
Consults with ResDAC staff, other CMS contractors, and/or CMS to provide accurate responses to researcher questions via email, meetings, or phone calls
Participates in regularly scheduled and ad hoc meetings with ResDAC teams, CMS, and other CMS contractors involved in the data request process to best support researchers
Completes special projects as assigned (5%)
Projects may include but are not limited to:
Managing work flowing into the ResDAC Assistance Desk ticketing system by determining appropriate course of action for each ticket
Updating tracking of approved Data Use Agreements
Qualifications

Required Qualifications:
* Bachelor's degree plus two (2) years of relevant work experience or a combination of education and related work experience to equal 6 years
* Proficient in Word, Excel, and Adobe Acrobat (pdfs)
* Demonstrated experience writing and editing businesslike/formal correspondence
* Ability to work independently and in a team environment
* Ability to prioritize tasks and manage workload effectively
* Attention to detail with strong organizational, communication, and interpersonal skills
* Commitment to fostering an inclusive, respectful workplace
Preferred Qualifications:
* Bachelor's degree in public health, biological sciences, or social sciences such as psychology, sociology, health and human sciences
* Two (2) years relevant work experience in science-based research and/or experience with government contracts or policy
* Understanding of HIPAA and other data privacy regulations
* Experience providing effective customer service to diverse audiences
* Demonstrated experience working with diverse cultures and populations
