GENERAL PURPOSE:
Building Inspector/Plans Examiner I, II, III are responsible for permit processing, the review of plans, and conducting inspections for compliance with adopted building codes. This work is performed under general supervision - the incumbent normally receives little instruction on routine work and general instruction on new projects and assignments; work is reviewed periodically for accurate output and results achieved with primary feedback given with final results. Documented Electrical, Mechanical and/or Plumbing experience is desired. Electrical experience is preferred.

ESSENTIAL FUNCTIONS:

Review plans and specifications for proposed construction projects for compliance with adopted Building Codes.
Aid property owners, developers, builders, architects, engineers, and customers seeking information on building code matters.
Assist applicants in completing construction permit applications including computing and collecting fees; assisting contractors with the building plan application process and licensing information.
Route and track building plans through the plan approval process.
Review residential and commercial building plans for building code compliance.
Issue and file permits, contractor information, and other forms.
Inspect buildings and properties to ensure compliance with approved plans and applicable codes.
Perform other work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Working knowledge of civil engineering methods, procedures, and designs as it relates to building construction.
Working knowledge of mechanical, electrical, and/or plumbing design.
Working knowledge of building construction, safety rules, materials, and equipment.
Working knowledge of the codes, regulations, and specifications relating to building construction.
Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).
Ability to read and interpret engineering plans and specifications.
Ability to read, interpret, and review building plans and specifications for code compliance.
Ability to adapt to new technologies established, including those for permit processing, review, and inspection.
Ability to make critical and difficult decisions with some direction that conforms to the policies and procedures of the City and the Department.
Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.
Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.
Ability to demonstrate proficiency in the City of Winter Park Core Competencies.

Typical Qualifications
MINIMUM QUALIFICATIONS:
Building Inspector/Plans Examiner I, II, III
High School Diploma or equivalent, supplemented by a minimum of 4 years combined experience in the field of construction in accordance with F.S.468.602(2)(c)(1), 468.609(2)(c)(2) or 468.609(2)(c)(3). Documented Electrical, Mechanical and/or Plumbing experience is desired. Electrical experience is preferred.
An equivalent combination of education, training, and experience, which provide the necessary knowledge, skills, abilities, and other competencies required for the position may be considered.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:
Building Inspector/Plans Examiner I
Possess and maintain a valid State of Florida Driver's License, Class E or higher.
Possess a minimum of one State of Florida Certification as an inspector OR Plans Reviewer in at least one of the following areas: Building, Mechanical, Plumbing, or Electrical.
Or the ability to obtain a minimum of one provisional State license in one State of Florida's licensed category within 120 days of hire. Other construction-related experience may be considered in lieu of the state licensing requirement such as being

Note: All certifications must be current at the time of application and must be maintained as a condition of continued employment. The City of Winter Park funds all fees and required continuing education classes for the maintenance of licensure as well as obtaining additional licensure in other trades as defined in Florida Statute 468 Part XII during the employment duration. A pay incentive package is available for additional licenses obtained.
