As a Measurement and Evaluation Manager, you will be responsible for measuring the impact of our grant portfolio by tracking both outputs and outcomes. This role will involve developing and implementing evaluation frameworks, collecting and analyzing data, and reporting on the effectiveness of our programs.

Responsibilities:

• Develop and implement comprehensive measurement frameworks to measure the impact of our grant portfolio across our strategic pillars and against long- and medium-term goals and objectives.

• Design and implement related data collection tools and methods to track outputs and outcomes across the Center's grant portfolio in accordance with the developed measurement frameworks.

• Collect, analyze, and interpret data on a quarterly basis to assess the effectiveness of our programs, including identifying trends, outliers. Follow-up with grantees and program officers if data inputs do not seem to align.

• Direct and oversee efforts to develop and maintain a database and dashboard to store, track and present regular grantee program and outcome measurement data, as well as evaluation data.

• Prepare and present regular reports on the impact of our grant portfolio to internal and external stakeholders as well as Board of Directors.

• Collaborate with program managers to ensure that both qualitative and quantitative measures and evaluation activities are integrated into program design and implementation.

• Identify and recommend areas for improvement based on evaluation findings and outcome measurement data, including but not limited to:

o Opportunities for synergies between programs within and across pillar portfolios

o Promising approaches identified through combined analysis of quantitative outcome and qualitative narrative report data

o Opportunities for greater measurement standardization across programs to enable portfolio-level learning and insights

o Opportunities for greater linkages between portfolio level grantee measurement and deep-dive, program specific evaluations and studies to maximize the impact of the Center's contribution to the evidence base

o Process improvement opportunities that will enable greater use of data for decision making across the Global Programs team

• Develop and maintain a strong understanding of leading inclusive growth frameworks and measurement best practices related to the Center's key focus areas. Stay informed on best practices in measurement and evaluation and make recommendations for process improvements.

Qualifications:

• Bachelor's degree in social sciences, statistics, or a related field (Master's degree preferred).

• Minimum of 7 years of experience in program evaluation or a related field, 10 preferred.

• Demonstrated experience developing measurement frameworks, data collection tools, and managing reporting across a complex portfolio of funded programs.

• Experience and understanding of inclusive growth, small business growth, and financial security and health frameworks theories of change a plus.

• Experience with Fluxx, grants management software a plus.

• Strong quantitative and qualitative research skills.

• Experience with data collection and analysis tools and software.

• Experience with building dashboards and data visualization tools.

• Excellent written and verbal communication skills.

• bility to work independently and as part of a global team.

• Strong project management skills.

• Experience working with grant-funded programs is a plus.

The hourly range for roles of this nature are $50.00 to $80.00/hr. Rates are heavily dependent on skills, experience, location, and industry.
