General Position Summary:
Manages the day to day operations and the strategic initiatives of the Human Resources department.
Provides support and guidance to Department Managers.
Works closely with Administration keeping informed of appropriate sensitive confidential information.
Involved with employee grievances, and disciplinary issues.
Keeps the hospital compliant with The DNV HR Standards and manages the intent of the Elements of Performance.
Facilitates the development of strategies which align human capital with the facilities short and long term objectives.
Ensures achievement of strategies/objectives by providing HR leadership that delivers innovative, value-added counsel and services that facilitate the attraction, retention, and development of employees. Duties and Responsibilities:
Job specific annual and ongoing competencies are successfully developed, coordinated and identified in conjunction with department managers and clinical and non-clinical employees. Assures sufficient staff to accommodate customer's needs on a daily basis.
Conduct fact-based analysis and action planning on difficult issues, such as recruiting, retention, turnover, compensation, pay practice, and labor cost analytics.
Selects, trains/orients, assigns dept. staff, evaluates performance and makes recommendations for personnel actions. Through professional expertise and guidance, is a resource to Hospital management and staff as a consultant, liaison and interpreter of policies, programs, processes and regulatory guidelines/laws for their assigned area(s).
Continuously develops, assesses, and revises processes and programs to meet the DNV HR Standards, including competencies, background investigations, drug screening, training and orientation, disaster planning, and all other standards as required. Works closely with all department managers, staff, quality and administration to determine training needs and education associated with the HR standards.
Continuously reviews job duties of all staff members to insure peak efficiency and productivity. Develops department goals and objectives, and establishes and implements policies and procedures for department operation. Continually assesses flow of information to ensure efficiency.
Leads the development, design, implementation and administration of departmental policies, programs and training initiatives within the Hospital. Compliments staff appropriately and disciplines/counsels staff in private on a one to one basis.
Manages all outsourcing activities and vendor relationships for the department. Manages and maintains Contract and Student files and contracts according to regulatory requirements.
Successfully recruits qualified staff in a timely manner to fill open positions within the hospital with close attention to PMR requirements.
Directs the preparation and maintenance of department reports. Prepares periodic reports for top management, as required.
Completes timely exit interviews and assesses information collected to improve retention at the hospital. Completes new hire process completely and timely from background checks, initial competences, and employment screenings to forms completion through orientation. Monitors accurate completion of required paperwork including Personnel Action Forms, Corporate forms and legal forms required to support payroll transactions.
Assists in developing department operating budget and ensures that department operates within budget.
Researches, proposes and maintains a successful wage and salary/compensation program within corporate guidelines while meeting the needs of the hospital, employees and market conditions in our area.
Supports HCCH's policies, mission, vision and values. Attends meetings as required and maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise.
Administers benefit programs by assisting employees in benefit enrollment, selection and utilization (i.e. flexible benefits, medical, dental, vision, workers compensation, FMLA, 401k, unemployment compensation, vacation, sick, etc.) to comply with legal and policy guidelines.
Audits payroll deductions to verify appropriate deductions are being taken for benefits selected and proper payments are made when an employee receives no pay.
Assists in investigation of employee relations issues and preparation of appropriate paperwork when needed to provide a fair and unbiased perspective of the situation. Meet with employees to discuss/explain questions they may have regarding employment.
Presents programs to assist in explaining and/or teaching subjects identified as needing additional support. Tracks and reports completion of required forms and projects along with communicating to appropriate Directors and staff regarding delinquency so compliance can be attained. Effectively utilizes Kronos timekeeping to research and/or verify employee attendance/pay information.
Performs all other duties as assigned. Knowledge, Skills, and Abilities:

Strong PC skills. Work Experience, Education, and Certifications:
A minimum of five years progressive experience in Human Resources, healthcare preferred.
Ability to develop training topics and materials based on feedback from staff and leadership.
Excellent consulting and facilitation skills.
An associate's degree or equivalent combination of related work experience and education from an accredited college or university is preferred.
