Managing Director

HR Project Partners is currently recruiting a Managing Director on behalf of our Client, Newfoundland and Labrador Association of Community Business Development Corporations (NLACBDC).

The Newfoundland and Labrador Association of Community Business Development Corporations (NLACBDC) is seeking a visionary and collaborative leader to champion rural entrepreneurship and economic growth across Newfoundland and Labrador. As Managing Director, you will guide a network of 15 Community Business Development Corporations (CBDCs) and Metro Business Opportunities, empowering local businesses, creating jobs, and strengthening the economic fabric of our rural communities.

Reporting to a Board of Directors and accountable to the member CBDCs, the Managing Director provides strategic leadership, operational excellence, and advocacy on behalf of the NLACBDC network. You will lead a small, high-performing team and play a pivotal role in positioning the Association for long term sustainability and growth.

This is a full-time position, located in Paradise, NL.

Essential Job Functions

Strategic & Organizational Leadership

Lead the development and implementation of the NLACBDC’s strategic plan and annual work plan and supporting projects.

Guide the Board and staff to achieve goals that advance community business development across the province.

Foster an organizational culture of collaboration, innovation, and accountability.

Oversee the annual budgeting process, ensuring sound financial management and sustainability.

Ensure compliance with all funding agreements and financial reporting obligations.

Identify and pursue funding opportunities to strengthen programs and services.

Member & Stakeholder Engagement

Build and maintain strong, trusting relationships with member CBDCs and partners.

Support members through shared tools, training, and knowledge exchange that enhance service delivery.

Serve as a connector and collaborator within Newfoundland and Labrador’s entrepreneurial ecosystem.

Advocacy & Public Representation

Represent NLACBDC to all levels of government, funders, and community stakeholders.

Advocate for resources, policies, and partnerships that support rural business development.

Strengthen the organization’s visibility and credibility as a trusted provincial voice.

Operational Excellence

Oversee day-to-day operations, ensuring efficiency and responsiveness to member needs.

Manage staff with a focus on performance, growth, and teamwork.

Continuously assess and improve organizational systems, processes, and programs.

Education and Experience Requirements

Post secondary degree in business, public administration, or a related field (Master’s preferred).

5 years of progressive leadership experience, ideally within economic development, nonprofit, or government sectors.

Proven ability to build partnerships and advocate effectively with multiple stakeholders.

Strong financial management and budgeting experience and proposal writing.

Exceptional communication, relationship building, and public speaking skills.

Strategic thinker with the ability to turn vision into measurable results.

Understanding of rural development, entrepreneurship, and community based organizations is an asset.

Proficiency with Office 365 and digital collaboration tools.
