Schedule: Full-time

Lead, manage and mentor a team of Senior Financial Analyst, providing guidance, training and performance feedback to support their growth and development; Manage and review all aspects of general ledger accounting, including journal entries, reconciliations, and monitoring activities for multiple federal and state funds; Review and analyze coding, cost allocations, supporting schedules and variances to ensure accurate financial reporting for distribution of funds to school districts, other state agencies, local education agencies, grant recipients for a multi-funded (e.g. federal, state, fee based accounts, intra agency agreements) & multifaceted fiscal operation; Oversees preparation & maintenance of reports, records, & correspondence related to fiscal activities, Prepare and present various financial reports; Ensure compliance with accounting policies while maintaining strong internal controls and supporting documentation; Collaborate with fiscal operations, budgets etc. to align financial results with production performance and business objectives. Drive continuous improvement in accounting processes, leveraging automation and best practices to enhance efficiencies; Participate in system upgrades ensuring data integrity and alignment with accounting needs. Advises managers & officials concerning budget spending & other fiscal matters for fiscal operations.

Prepares &/or revises fiscal policies & implements usage of various methodologies needed for effective assessment & monitoring; approves requisitions & operational invoices for payment, manages & oversees processing of supplier contracts, requisitions, manages balances of federal grants ensuring compliance to predetermined spending limits, discusses fiscal policies, develops & implements fiscal procedures for staff to follow.

Implements organizational & management improvements for fiscal operations; develop budgets forecasting administrative cost, ensure balanced operational budget; provides analysis of cost controls & cost calculations to improve accounting system; provides technical assistance to managerial & supervisory personnel involved in implementation of improvements or new programs.

Manages assigned staff (e.g. assigns & reviews work, evaluates, employees using DAS performance system; recommends &/or authorizes leave; initiates disciplinary action; interviews & makes recommendation for hiring employees); Oversees fiscal operations of multiple multifaceted programs within multi-funded operation (e.g. multiple state appropriation line items, federal grants, rotary accounts); ensures state appropriations & federal grants are administered and spent in accordance with appropriate regulations (e.g., state &/or federal laws, grant requirements, DEW policies); Performs other duties as assigned: attends meeting; coordinates with Fiscal Services, Grants Management, Information System Management, School Finance, provides technical assistance to grant recipients regarding funding issues; serves as liaison for Centers with funding & monitoring sources (e.g., other agencies, businesses, school districts); Serves as a primary contact person for State Auditors.

-Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 42 mos. exp. or 42 mos. trg. in financial administration.

-Or completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.

-Or 12 mos. exp. as Financial Program Manager, 66585.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
