Position Overview

ConocoPhillips’ Australian headquarters are located in Brisbane. Our focus is supplying Australian customers with natural gas and international customers with liquefied natural gas. We do this through our 47.5 percent interest in the Australia Pacific LNG joint venture, one of the largest producers of natural gas in eastern Australia. ConocoPhillips Australia also operates the Australia Pacific LNG liquefied natural gas facility near Gladstone. We are also an exploration company, with ongoing exploration occurring in the Bowen and Surat Basin in Central Queensland and new exploration in the Otway Basin along the southern coast of Australia to identify natural gas reserves for supply to Australian customers.

About the Role

The HSE Program Director is a key member of the ABU HSE team and acts as the subject matter expert in HSE Risk Management. You will partner with business leaders to identify operational and HSE risks, develop compliance frameworks, and implement programs that support ABU’s safety objectives and priorities.

This role oversees key programs including HSE Compliance & Risk Management, Contractor HSE Management, Crisis Management & Emergency Response (CMER), Security Compliance, Verification & Assurance, and HSE Performance Analytics. Working closely with the Manager, HSE and other leaders, you will drive strategy, functional planning, and performance across ABU while leading a team that fosters a culture of simplicity, safety, innovation, and learning.

Key Responsibilities include but are not limited to

Lead implementation and continuous improvement of ABU HSE risk frameworks, programs, and procedures, including compliance management and risk registers.

Drive modernization of HSE risk management and promote intelligent, risk-informed decision-making.

Ensure compliance with legislation, regulatory licenses, and internal standards, providing regular leadership updates.

Oversee HSE programs covering compliance, contractor management, crisis and emergency response, security, audits, and performance reporting.

Manage Operating Management System components and HSE software platforms (Intelex, SharePoint, Compliance Point).

Align HSE data strategy with business goals for accurate analytics and reporting.

Support strategic and annual HSE planning and deliver special projects for senior leadership.

Lead consultation frameworks, OMS Steering Committee, and verification programs to enhance performance.

Identify and manage HSE risks, including psychosocial hazards, and maintain risk registers and controls.

Provide insights, training, and awareness programs to embed a mature HSE risk culture.

Prepare concise leadership reports on critical risks and improvement opportunities.

Drive continuous improvement through innovation, technology solutions, and workforce feedback.

Represent ABU on the Global Emergency Management Council and industry forums.

Manage team performance, engagement, and budget, fostering a culture of learning and measured risk-taking.

What You Will Bring to the Role:

Bachelor’s degree in Safety Engineering, Occupational Health, Environmental Sciences, Engineering, or related field (CSP or similar certification preferred).

10+ years’ experience in Operations, Engineering, or HSE, including 7+ years in HSE leadership roles.

Expertise in compliance frameworks, crisis management, audits, and HSE performance reporting.

Strong knowledge of QLD WHS and environmental legislation and Safety Case regimes.

Proven ability to develop and maintain HSE and Operating Management Systems.

Exceptional communication, facilitation, and stakeholder engagement skills.

Strategic leadership with a focus on innovation and continuous improvement.

Ability to manage multiple projects in a dynamic environment.

Willingness to travel up to 15% annually.

Preferred:

Experience with data management and analytics tools (e.g., SharePoint, Power BI, SQL).

Ability to analyse global and market trends to inform business decisions.
