Description The City of Roanoke is seeking a Deputy Building Commissioner to review building plans and proposed construction (new or existing) for compliance with legal standards.

Job responsibilities include but are not limited to reviewing building plans as part of the application and review process leading to the issuance of a construction permit for compliance with building and zoning code requirements and for application of safe construction design; providing training and seminars to inspectors, plan reviewers, design professionals, contractors and citizens on code related issues; and performing difficult technical and administrative work supervising the enforcement of the Virginia Uniform Statewide Building Code and related ordinances.

The successful candidate will exercise supervision of other inspectors and coordinate work and inspections, with periodic reports to Building Commissioner; exercise supervision of other reviewers and coordinate work and reviews with periodic reports to Building Commissioner; and authorize issuance of permits for building, plumbing, electrical, mechanical and fire protection work and supervises inspection of such work.

They will also coordinate with architects, engineers, property owners, and developers in the review of construction documents, problem solving, and project feasibility.

This position requires a high school diploma or general education degree (GED) and five or more years related experience and/or training in the building construction trade; or equivalent combination of education and experience.

Possession of a valid appropriate driver's license issued by the Commonwealth of Virginia required.

Examples of Duties SUMMARY Reviews building plans and proposed construction (new or existing) for compliance with legal standards.

Reviews building plans as part of the application and review process leading to the issuance of a construction permit for compliance with building and zoning code requirements and for application of safe construction design.

Provides training and seminars to inspectors, plan reviewers, design professionals, contractors and citizens on code related issues.

Performs difficult technical and administrative work supervising the enforcement of the Virginia Uniform Statewide Building Code and related ordinances.

Exercises supervision of other inspectors and coordinates work and inspections, with periodic reports to Building Commissioner.

Exercises supervision of other reviewers and coordinates work and reviews with periodic reports to Building Commissioner.

Authorizes issuance of permits for building, plumbing, electrical, mechanical and fire protection work and supervises inspection of such work.

Coordinates with architects, engineers, property owners, and developers in the review of construction documents, problem solving, and project feasibility.

Performs quality assurance checks of reviews and inspector to ensure compliance and consistency in regards to adopted codes and standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

Reviews building plans and inspects buildings in the process of construction, alteration, or repair for compliance with building code requirements and for application of safe construction practices Exercises supervision of other inspectors and coordinates work and inspections, with periodic reports to Building Commissioner Exercises supervision of other reviewers and coordinates work and reviews, with periodic reports to the Building Commissioner Authorizes issuance of permits for building, plumbing, electrical, and mechanical work and supervises inspection of such work Coordinates with architects, engineers, property owners, and developers in the review of construction documents, problem solving, and project feasibility In the absence of the Building Commissioner, may grant modification to any provision of the USBC, provided the spirit and intent of the USBC are observed Checks quality of materials and methods of construction Performs duties and responsibilities of Building Commissioner when needed Makes inspections of existing buildings for hazardous conditions, structural failures or improper uses Communicates with builders and others regarding building regulations Approves certificates of occupancy in the absence of the Building Commissioner Issues warnings and stop-work orders if necessary where construction is not being made in compliance with regulations as to methods and/or materials Answers questions from private citizens, contractors and builders, does basic plan checking to determine compliance with codes Testifies in court on code violation cases Makes reports and keeps records regarding inspections SUPERVISORY RESPONSIBILITIES Supervises up to 6 Inspectors.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

Responsibilities include interviewing, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

Supplemental Information LANGUAGE SKILLS Ability to read, analyze, and interpret technical journals, financial reports, and legal documents.

REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to define problems, collect data, establish facts, and draw valid conclusions.

Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS Must maintain certifications required by the Virginia Uniform Statewide Building Code including Combination Inspections (Residential and Commercial), Building Plans Examiner, Electrical Plans Examiner, Plumbing Plans Examiner, Mechanical Plans Examiner, Building Official, and Fire Protection.

Possession of a valid appropriate driver's license issued by the Commonwealth of Virginia.
