Summary

This position will be filled under the Office of Personnel Management's Direct Hire Authority and is open to all United States citizens and U.S. nationals. Duties

Help

Your duties will include but are not limited to the following:

Uses a variety of gasoline or diesel-powered fire equipment with wheel or crawler traction, attachments, pumps and saws.

Operates crawler tractors with fire plow attachments during fire suppression and prescribed and burning operations.

Performs daily preventative maintenance and makes repairs and adjustments to equipment and attachments.

Participates in fire management using prescribed fire and or the control of wildfires on the refuge as a member of team approach.

Operates a variety of gasoline or diesel-powered engineering and construction equipment with wheeled or crawler-type traction and attachments

Qualifications

This key fire management position is a categorized under the Interagency Fire Program Management (IFPM) Standard. Minimum IFPM qualification standards must be met prior to being placed into the position. Detailed information regarding IFPM positions can be found at

The maximum age is 37 (except for veterans preference eligibles). Individuals must be selected for these positions prior to their 37th birthday. Qualified preference eligibles may apply and be considered for vacancies regardless of whether they meet the maximum age requirements identified at 5 U.S.C. 3307, unless the hiring agency has determined age is essential to the duties of the job.

You must have an appropriate combination of education and experience that included course work equivalent to a major (i.e. 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. A photo copy of official or unofficial transcripts MUST be (uploaded) submitted, by the closing date, to document educational accomplishments to receive consideration for this position.

You may qualify at the GW-08 level, if you meet the following qualification requirements:

One year of specialized experience equivalent to the GW-07 grade level in the Federal service that demonstrates your ability to; lead three or more assigned firefighters provide situational leadership; mentor and instruct lower-level employees; direct utilization of fire resources; direct suppression operations; attack, control, mop up fires, build firelines, clean up burned areas and suppress spot fires. Direct the operation of special tools and equipment; directs and participates in moderately complex fuels management projects.

This position is subject to the qualifications and additional required training specified in the Interagency Fire Program Management (IFPM) Qualifications Standards and Guide.

The Work Capacity Test (WCT-Pack Test) as a method for assessing an employee's fitness levels for fire qualifications in the positions covered by this recruitment notice. This position is covered by the special retirement provisions of 5 U.S.C. 8336 (c) and 5 U.S.C. 8412 (d) as a Primary/Rigorous Firefighter.

Applicants must be 18 years of age, but not have reached their 37th birthday by the closing date of this announcement. These positions are covered by the special enhanced annuity retirement provisions for Federal Firefighters and Law Enforcement officers and have a mandatory retirement age of 57. Two exceptions are allowed: 1) an applicant has prior Federal service in documented special retirement covered position(s) sufficient to count toward 20 years of covered service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. Applicants must submit proof of their previous and/or current status in the Fire Fighter or Law Enforcement special enhanced annuity retirement system.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

Relocation Incentive (Othello, WA & Angleton, TX): A relocation incentive MAY be authorized. The terms of the relocation incentive are:

Amount: $10,000.

The service agreement will be for two years (52 pay periods) and will start the first day of the employee's first pay period of employment with the program.

Two payments of $5,000. The first payment will occur the first pay period of employment with the program. The second payment will occur the fourteenth pay period of employment with the program.

The service agreement will be completed on the last day of the fifty-second pay period of employment with the program.

The agreement will be terminated by the Mid-Columbia River Fire Zone program it:

The employee is demoted

The employee is separated for cause (unacceptable performance or conduct.)

The employee received a rating of record lower than "fully successful" or equivalent.

If the employee leaves the program before the completion of the service agreement, they are entitled to keep all incentive payments attributable to completed service and must repay any portion of the incentive attributable to uncompleted service.

CONDITIONS OF EMPLOYMENT:

TESTING DESIGNATED POSITION: All applicants tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.
